Family of Tyrone West Question Police at City Hall Hearing

The family of Tyrone West, the man who died in police custody in July, came face to face with Baltimore City Police officials at City Hall Wednesday night to get answers about the case. Police Commissioner Anthony Batts attended the meeting as well as Deputy Commissioner John Skinner, however no one showed up from the medical examiner's office. Family members wore shirts in memory of West and say they want justice. "He was driving my vehicle for crying out loud. You think I would have gotten a phone call. Nothing. I had to see his dead body on the news. Just like I had to know his medical autopsy was plastered on the news," West's sister, Tawanda Jones said.
Regarding the difference between police state and community policing:
Again, WYPR as an agent of Baltimore Development and Johns Hopkins seeks to provide mis-information in an attempt to prop a failing policing policy. These people do not care that the policy fails, the goal is to create fear with regressive police state policies all the while pretending to be implementing something else. The propaganda given today used Oakland as a reference to success when, as the article below suggests the people of Oakland clearly do not see success....just as here in Baltimore. Do the communities in Baltimore want community policing? YES....NO ONE MINDS HAVING GOOD POLICE PEOPLE IN THEIR NEIGHBORHOODS. Do communities in Baltimore believe we have a police state? YES, AS THE TESTIMONY IN CITY HALL LAST WEEK ATTESTED TO......WITH ALL KINDS OF COMMUNITY LEADERS STATING. WYPR states that preventative policing has failed, but what I see failing is Baltimore City Hall's public policy that creates the conditions for crime and violence. Preventive policing cannot work with public policy working to create crime and violence. THIS IS THE PROBLEM.
As the West family testimony and the approximately 20 other families victims of unjustifiable homicide by EXTREME POLICE BRUTALITY.....will tell you.....as the hundreds of families in just a few years having their homes broken into by police sometimes literally breaking a door down just because a member of this family has a relative who has a record or is a suspect will tell you.....just as the families of people killed and sent to the hospital by illegal police chases for suspects that may have an ounce of marijuana in the car.....THESE ARE POLICE STATE TACTICS. Just as the article from Oakland, the city already facing the policies being pushed by Baltimore Development and its politicians in City Hall ......zero tolerance, gang injunctions, and youth curfews -------all sacrificing civil liberties in place of good public policy------do not work and create yet another pipeline to prison for youth of color. Remember, Maryland and Baltimore just passed laws that allow prisoners to be used by private contractors to work for $2 an hour while the contractor takes as much as $8 and the work done is simply what used to be public sector jobs. So, the government is now in the business of sending as many people to prison to feed this profit-making off of citizens in jail because they could not find jobs.
We all know that the industrial rust belt saga created high unemployment in cities like Baltimore. What Baltimore had that helped people adjust were families employed by the public sector----whether city or state-----teacher or firefighter----earning a solid salary and having the ability to support several family members with that one check. What we have now, is extreme wealth inequity in Maryland and systemic fraud and corruption sucking all revenue from government coffers because all public agencies have eliminated oversight and regulatory employees, because public policy is at war with teachers and firefighters as overstaffed profligates, and because immigrant labor is flooding the state and city at a time when unemployment is already sky-high. THESE ARE THE PUBLIC POLICIES CREATING THE CRIME AND VIOLENCE IN BALTIMORE AND IT IS ALL PREVENTABLE.
Johns Hopkins and Baltimore Development Corporation push regressive policies designed to maximize wealth inequity at the expense of labor and justice and these are the people for whom City Hall works.....ergo.....regressive and repressive policing policy to address the crime and violence caused by City Hall's own policy-making. If City Hall were working for their constituents rather than these neo-con institutions, crime and violence would not be soaring.
Make no mistake, the policies being pushed by WYPR and Baltimore Development are police state policies. They are not democratic, they are not constitutional, and they place all citizens under extreme surveillance and security apparatus that does not stop with criminals as we found with the NSA leaks!
If you notice none of the conversation after the City Hall meeting with the West family addressed any of the police state issues that filled the testimony. Only a reiteration that community policing is the goal.
WE ARE GETTING POLICE STATE POLICY AND THAT IS GOOD FOR NO ONE! WE ARE TIRED OF WATCHING THE NEWS AND HAVING A POLICE REPRESENTATIVE SAY THEY ARE FOLLOWING CONSTITUTIONAL POLICING WHEN WE KNOW THEY ARE NOT!
When media are forced to repeat these news reports knowing that what is being said is not true-----you compromise free press and public confidence. When the public watches the news and a report states an accident happened after a police chase and then the next day the police are saying there was no police chase.....when a car barrels into City Hall off of I83 going 100 MPH and the state police say there was no police chase even as witnesses say there was.......when a medical examiner states a person beaten by police died of homicide and no charges are filed.....when cell phone cameras capture a citizen being beaten and brutalized and a medical examiner insinuates natural causes for death......ALL OF THIS CREATES A POLICE STATE WHERE THE PUBLIC IS DELIBERATELY MIS-INFORMED AND KNOWS IT!

No country in the world puts more people in jail than the United States. Currently, more than 2.2 million people in the U.S. sit behind bars. Astonishingly, that means the United States has more prisoners than high school teachers, engineers, physicians or lawyers.
Looking at the countries with the most prisoners worldwide, the United States is on top by a long stretch with 2.2 million. China comes second with 1.6 million while Russia is in third place with 701,000. When it comes to the countries to the most prisoners per 100,000 inhabitants, the United States is the world leader once again. There are 716 inmates in U.S. prisons per 100,000 of the population. By contrast, Russia has just 490 prisoners per 100,000 people.
This is a comment by a reader in Oakland. As you can see the media is being very quiet about the extent of these systems and pressing the idea that community policing is happening. IT IS QUITE AN EXPENSIVE SURVEILLANCE SYSTEM!

There is no question that crime, specifically violent crime, has become a major problem in Oakland. There is, however, question about how to respond to the problem.
The response that the city and the police force have chosen is to focus on those they perceive as being the criminals. By their logic, if you stop the criminals, you stop the crime. To do this, they have turned to gang injunctions, talk of youth curfews, heavier policing, harsher punishment and enforcement, and now they are bringing in as a consultant their big gun, former NYPD and LAPD Chief Bill Bratton. Bratton’s zero tolerance approach to policing, sometimes referred to as the “broken windows” theory suggests that by forcefully crushing all criminal behavior, even minor offenses like vandalism, public intoxication, or vagrancy, crime as a whole can be reduced.
More importantly, Bratton’s approach to policing suggests that the constitutionality of policies, the safety of the communities being policed, and even the lives destroyed by the enforcement are of lesser value than the public demonstration that the Police are in charge and that crime will be punished. It should come as no surprise then that Bratton recently compared Stop and Frisk to chemotherapy. Chemotherapy is unlike many other medicines in that it attempts to save patients by filling their bodies with powerful poisons meant to eradicate cancerous tumors and accepts as casualties the loss of many healthy cells as well.
If we follow Bratton’s analogy, we must, as a terminally sick community, accept treatment that will kill and unreasonably inflict suffering for the sake of eradicating cancerous criminals (that tumors are generally dark seems only a coincidentally racist parallel in his analogy). Such shared suffering narratives are extremely popular with politicians and wealthy elites because they know full well that they have nothing to fear themselves from Stop and Frisk.
It will be only the bad people and those who live in the bad neighborhoods that will be subjected to violations of their privacy, constant harassment by armed police thugs, and the occasional police shooting when someone touches his waistband or refuses to be searched or has a cell phone. These shared suffering narratives gloss over the police murder of Alan Blueford and so many others because as with chemotherapy, some healthy cells simply have to die for the good of the whole body.
It is not the likes of Bill Bratton or Deanna Santana or Noel Gallo or Miguel Masso that will lose a child to police violence. In the metaphor of chemotherapy they are the ones applying the poison not the ones suffering its presence.
As a community, Oakland needs to reject the Bratton solution to crime. Instead of spending $250,000 to hire a consultant who, like the police shipped in from the suburbs, think of Oaklanders as toxic and diseased and believe only violence and a siege mentality can control crime, let’s devote resources to the things that will actually improve the health of the community – schools, employment opportunities, housing, food, medicine, community gardens, etc..
In the wake of the disgusted and horrified response of so many Americans to the suggestion that the solution to the murders in Newtown, CT is more guns and more police in our schools, it is amazing that the same people are willing to apply those solutions to themselves and their neighbors.
Violence cannot create nonviolence. Neither, apparently, can Bill Bratton and the Oakland city government.

Heavy-Duty Leap in Repressive Police Surveillance Powers

In the midst of growing outrage in this country regarding the NSA spying scandal and the outrageous guilty verdict against Bradley Manning who courageously exposed the murderous hand of U.S. capitalism-imperialism, there are some heavy-duty moves in the realm of surveillance taking place in Oakland, California that I thought readers of Revolution should know about.
On July 30, to shouts of "Shame! Shame!"—the Oakland city Council unanimously approved moving forward with a surveillance project reminiscent of the novel 1984, linking surveillance cameras, license plate readers (which already are mounted in all Oakland Police Department vehicles), Twitter feeds, alarm notifications and other data. This Big Brother system, known as the Domain Awareness Center, will be jointly operated by the Oakland Police Department (OPD) and the Port of Oakland, and fully funded through grants from the federal government. It will be one of the most advanced surveillance system functioning in a single city.
Originally conceived and funded by the Department of Homeland Security as a project to protect the Port of Oakland from "terrorist attacks," it has grown into a full-scale effort to give the Oakland Police Department added power to surveil, harass and suppress the people. It is being billed as an important tool to fight crime, but it will surely be used to suppress political protest. Anyone familiar with coverage in Revolution knows that Oakland is one of the cities in the country with the most active protest movements, as well as an important center of the budding movement for revolution. It should come as no surprise that former NYPD Chief Bratton, well known for going after the people in New York City, including introducing the now notorious Stop and Frisk program, has his fingerprints are all over the further expansion of the surveillance center.
Not surprisingly, the Domain Awareness Center has no guidelines to protect privacy or to limit the retention of data collected, but claims have been made that they are a work in progress and quite "complex."
The Center for Investigative Reporting* reported last month, "As planned, the center would integrate computer dispatch systems for the Oakland police and fire departments, gunshot detection, microphones and license-plate readers. It includes use of crime mapping software and stationary video cameras, private alarm detection programs, Twitter feeds, news feeds and other alerts for increased 'situational awareness' and 'more effective incident response,' according to (Oakland's information technology manager Ahsan Baig, who briefed the City Council's Public Safety Committee this month.
"Key to the operation is a geographic information system map with overlaid points that represent cameras, license-plate readers, sensors and other infrastructure that feeds into the central network. Multiple camera feeds, sensor indicators and maps can be viewed simultaneously on-screen alongside alerts from other government agencies. Alarms, crime reports and trends in offenses are accessible through a 'Crime View' portal."
The contract for building this system is expected to go to the company that has designed it, Science Applications International Corp., which also builds drones and computer networks. There is already talk of expanding the scope of the Domain Awareness Center to include feeds from the 135 surveillance cameras installed at the Oakland Coliseum and arena.
Outrage at the plan forced the city council to postpone voting on adoption of the plan at a mid-July meeting. The ACLU and Electronic Frontier Foundation spoke in opposition to the plan at the July 16 meeting and the San Francisco Chronicle reported that dozens of speakers at the July 30 meeting exposed the proposed plan as turning Oakland into a police state.
The Chronicle quoted one youth as saying, "The Domain Awareness Center is the guard tower which will watch over every person in the city of Oakland. The program is an attempt to criminalize and imprison all people who live in and pass through Oakland."
If you think all this police state/brutality and ignoring of civil rights and liberties will stay predominately with communities of color-----WAKE UP!!!!!! Below you see yet again that the NSA is attaching to every communication source we have and that means everyone.....not only suspected bad guys!
This will lead to corporations knowing everything about you for job hunting and health care for example. That's why NSA is run by hedge funds!

Snowden Strikes Again - another breaking story
according to The Switch blog at The Washington Post, in a story just emailed as breaking news, NSA uses Google cookies to pinpoint targets for hacking.
The story is co-authored by Barton Gellman, who is on contract with the Post and has previously written stories using the material he was given by Snowden.

The National Security Agency is secretly piggybacking on the tools that enable Internet advertisers to track consumers, using "cookies" and location data to pinpoint targets for government hacking and to bolster surveillance. The agency's internal presentation slides, provided by former NSA contractor Edward Snowden, show that when companies follow consumers on the Internet to better serve them advertising, the technique opens the door for similar tracking by the government. The slides also suggest that the agency is using these tracking techniques to help identify targets for offensive hacking operations.

According to the documents, the NSA and its British counterpart, GCHQ, are using the small tracking files or "cookies" that advertising networks place on computers to identify people browsing the Internet. The intelligence agencies have found particular use for a part of a Google-specific tracking mechanism known as the “PREF” cookie. These cookies typically don't contain personal information, such as someone's name or e-mail address, but they do contain numeric codes that enable Web sites to uniquely identify a person's browser. The NSA is then able to use the information to track the person's internet communication. It can also be used to hack the person's computer, although the slides released by Snowden do not directly indicate that is being done.
Google assigns a unique PREF cookie anytime someone's browser makes a connection to any of the company's Web properties or services. This can occur when consumers directly use Google services such as Search or Maps, or when they visit Web sites that contain embedded "widgets" for the company's social media platform Google Plus. That cookie contains a code that allows Google to uniquely track users to "personalize ads" and measure how they use other Google products.
Given the widespread use of Google services and widgets, most Web users are likely to have a Google PREF cookie even if they've never visited a Google property directly.I have now already pushed the limits of fair use.
I wanted to get this story out to people quickly.
PErhaps someone more technically adept than am I (my period as a computer guru ended some 19 years ago, and my knowledge is no longer current) might choose to weigh in here.
