EXECUTIVE SUMMARY
Immigrants play a key role in creating new, fast-growing companies, as evidenced by the prevalence of foreignborn
founders and key personnel in the nation’s leading privately-held companies. Immigrants have started more
than half (44 of 87) of America’s startup companies valued at $1 billion dollars or more and are key members of
management or product development teams in over 70 percent (62 of 87) of these companies. The research finds
that among the billion dollar startup companies, immigrant founders have created an average of approximately 760
jobs per company in the United States. The collective value of the 44 immigrant-founded companies is $168 billion,
which is close to half the value of the stock markets of Russia or Mexico.
The research involved conducting interviews and gathering information on the 87 U.S. startup companies valued at
over $1 billion (as of January 1, 2016) that have yet to become publicly traded on the U.S. stock market and are
tracked by The Wall Street Journal and Dow Jones VentureSource. The companies, all privately-held and with the
potential to become publicly traded on the stock market, are today each valued at $1 billion or more and have
received venture capital (equity) financing.
Among the key findings:
- The research finds that 51 percent, or 44 out of 87, of the country’s $1 billion startup companies had at
least one immigrant founder. This illustrates the increasing importance and contributions of immigrants to
the U.S. economy. A 2006 study conducted with the National Venture Capital Association (NVCA) identified
an immigrant founder in 25 percent of venture-backed companies that became publicly traded between
1990 and 2005, while a 2013 NVCA study found immigrants started 33 percent of U.S. venture-backed
companies that became publicly traded between 2006 and 2012.
- This study is one of the first to examine the role immigrants play on the management or product
development teams in leading private companies in information technology, health, energy, financial
services, and other sectors. The research found 62 of the 87 companies, or 71 percent, had at least one
immigrant helping the company grow and innovate by filling a key management or product development
position. Chief technology officer, CEO and vice president of engineering are the most common positions
held by immigrants in these billion dollar startup companies.
- The billion dollar startup companies with an immigrant founder excel at job creation. The leading companies
for employment are SpaceX (4,000 employees), Mu Sigma (3,500 employees) and Palantir Technologies
(2,000 employees). Uber, co-founded by a Canadian immigrant, directly employs at least 900 people but
reports having 162,037 “active drivers” (completed at least four trips) in the United States as of December
2014.
- Outstanding immigrant entrepreneurs profiled in the research include Elon Musk, founder of SpaceX;
Garrett Camp, co-founder of Uber; Noubar Afeyan, co-founder of Moderna Therapeutics and 37 other
companies, primarily through Flagship Ventures, the firm he heads; Jyoti Bansal, who waited 7 years for
his employment-based green card to start AppDynamics, which employs 900 people and provides the
equivalent of a 24/7 MRI for company websites; Amr Awadallah, co-founder of Cloudera, which allows
organizations in various fields to profit from their data; Michelle Zatlyn, co-founder of CloudFlare, which
uses the power of its global network to help websites with traffic and security; and other immigrant
entrepreneurs.
- Companies with immigrant founders have produced a variety of useful products and services to benefit
U.S. consumers and make U.S. companies more productive. Uber has transformed travel in American
cities, while SpaceX aims to enable Americans to travel to Mars. Gusto makes it easier for employers to
administer payroll, while ZocDoc allows patients to find in-network neighborhood doctors and book
appointments online. Stripe, started by two Irish immigrant brothers, facilitates online payments for
businesses and their customers, while AppDynamics, Cloudera, CloudFlare, Tanium, Actifio, Mu Sigma
and others help U.S. companies to maintain strong information technology systems to compete in the global
marketplace. Sports fans enjoy playing fantasy sports at FanDuel and gamers relish the offerings of Razer.
- Entering the United States as an international student has shown to be a good avenue for starting
successful U.S. companies. Nearly one-quarter (20) of the 87 billion dollar U.S. startup companies – and
almost half of the companies with an immigrant founder – had a founder who first came to America as an
international student.
- With 14 entrepreneurs on the list, India was the leading country of origin for the immigrant founders of billion
dollar companies, followed by Canada and the United Kingdom with 8 each, Israel (7), Germany (4), China
(3), France (2), Ireland (2) and 12 other countries with one.
- California was the headquarters of 32 of the 44 immigrant-founded companies, followed by New York (6),
Massachusetts (4) and Illinois (2).
- Despite the achievements of these immigrants founders and their companies, a startup visa to enable
foreign nationals who start companies and create jobs would be an important addition to the U.S.
immigration system, since currently it can be difficult for foreign-born entrepreneurs to stay and grow their
business due to the absence of a reliable immigration category. The low quota on H-1B temporary visas
also can make it difficult for startup companies to hire new personnel in their fast-growing businesses.
- New immigration restrictions would likely prevent many future cutting edge companies from being
established in the United States. Based on an examination of the biographies of company founders, if S. 2394, a bill by Senators Ted Cruz (R-TX) and Jeff Sessions (R-AL), had been in effect over the past decade,
few if any of the billion dollar startup companies with an immigrant founder would have been started in the
United States. That measure would impose a variety of hurdles before any foreign national could be
employed by a U.S. company on an H-1B visa (typically the only practical way for a high-skilled foreign
national to work in America), including, in most cases, working at least 10 years abroad before obtaining a
visa in America.

As in the Dark Ages, the Christian churches would likely be more effective than the government in reaching out to, serving, and cultivating a sense of community and identity in many immigrant populations. As in ancient Rome, native-born Americans would find themselves increasingly unable to govern a larger and more diverse subject population through traditional institutions of self-government– they might often find it expedient, as the British empire did, to let public power slip into private hands– but on the other hand, they could easily vote themselves increasing handouts from a burgeoning treasury.
The least tentative part of my forecast is that all this would take place amidst a continuous surge of booming economic growth, with fortunes being made galore, but this might take forms that some would find disturbing. We would see some modern latifundia, worked not by slaves this time but by voluntary immigrants, but working for pay rates that would strike native-born Americans as a form of slave labor.
Coming to the US today is the opposite of coming to US 300 years ago----we are being made a TRIBUTE STATE---A COLONIAL ENTITY----we want to be careful as a 99% whether US or global ---whether black, brown, or white where in the world we are sent THIS TIME AROUND because this NEW WORLD ORDER is slated to be the last......
Immigrants From China Pay Dearly To Be Slaves

Hundreds of illegal Chinese immigrants pay tens of thousands of dollars to become modern-day indentured servants in the New York City area in return for counterfeit identification papers and passage to the United States, law-enforcement authorities said yesterday.
Searching for a better life, in a country that in Chinese is nicknamed "Jin Shan," or golden mountain, the immigrants, many of them farmers or laborers from Fujian Province in southern China, pay or promise to pay as much as $50,000 to be smuggled into the United States.
On Monday when Kin Wah Fong, a 30-year-old restaurant worker who came from Fujian Province four months ago refused to pay his smugglers, he was kidnapped, held for ransom and tortured, the police said. His kidnapping and the arrest of his 13 captors, all illegal aliens from Fujian Province, shed light on the highly organized underground world of smugglers that extends thousands of miles from the villages of Fujian Province to Hong Kong, Thailand, South America, Canada and the United States. Slaves in New World
The ultimate destination is most often New York City, with its large Chinese population, the Immigration and Naturalization Service said. But once here, and until they pay their debts, the men and women become slaves, often being forced by the smuggling ring into illegal activities such as collecting extortion payments and dealing in drugs, said Lieut. Joseph Pollini, of the Police Department's Major Case Squad.
Kidnapping of undocumented Chinese immigrants is a relatively new phenomenon in the city, Lieutenant Pollini said. He said the Police Department had solved two such cases in the last two months. "It seems we're getting more Asian-related cases. This could be more widespread than it appears," Lieutenant Pollini said. Police officials say it is impossible to know how many such cases have occurred because the Chinese community -- traditionally wary of the police and handicapped by a language barrier -- may not have reported them.
New York City is home to about 300,000 Chinese, 150,00 of them in Chinatown. A large influx of Chinese immigrants came in the early 1980's, and city officials estimate that there are 30,000 undocumented Chinese in the city, most of them from Fujian Province. The province lies across the Taiwan Stait, north of Canton and is largely rural and impoverished. The number of Chinese leaving Fujian exploded after China relaxed its travel rules in the 1970's.
Police believe the smuggling network from Fujian is connected with Chinese organized crime organizations and has grown as the emigrants from Fujian have taken over a large part of the drug trade in New York.
"They are powerful in the drug trade in the New York area," Mary Irene Cooper, a spokeswoman for the Drug Enforcement Agency said. "They have a strong allegiance with the population, and they tend to be more violence prone than the other Chinese traffickers. They mix with the gangs," she said.
Recruiting in Villages
The number of Chinese illegal aliens arrested in the United States has quadrupled in the last three years, Duke Austin, a spokesman for the immigration service said. In 1988, 288 undocumented Chinese were arrested and in 1990 the number jumped to 1,353, Mr. Austin said.
The Chinese smuggling organizations are sophisticated in that they recruit directly in the villages in China and follow the immigrant through the whole emigration process to the United States, where they then provide him with working papers, food and shelter, law-enforcement authorities said. The price demanded is also the highest among smugglers. Chinese pay between $20,000 and $50,000 while Mexicans will pay about $2,000 for a ride across the border hidden in a truck or car, officials said.
"We're dealing with a changing profile of illegal aliens," said Alan Friess, chief of the immigration service fraud division in the New York area. "They travel a greater distance and there is a greater availibility of forged documents."
In return, the Chinese immigrants, with little knowledge of English or of American ways, are saddled with a debt that virtually makes him a prisoner in the New World. If not forced into illegal activities, they become targets of labor exploitation, working at the most menial jobs. 23 People in 4 Rooms
Lieutenant Pollini said Mr. Fong, the man kidnapped on Monday, had promised the Hong Kong organization that smuggled himthat he would pay $20,000 for his papers. But the police said he did not pay because neither he nor his in-laws, who own the Kam Pam restaurant at 92 Third Avenue, where he worked, had the money. On Monday night, several men barged into the restaurant, near 13th Street, and abducted him at gunpoint. Within an hour, his sister-in-law received a phone call, asking her for a $30,000 ransom. The caller left a beeper number, Lieutenant Pollini said.
By tracing phone numbers, the police tracked the kidnappers to an apartment at 2327 Arthur Avenue in the East Tremont section of the Bronx. Twenty-three people lived in the four cramped rooms of the apartment, -- all illegal aliens from Fujian. The police found $50,000 in cash and several semiautomatic handguns as well as an AR-15 rifle. A large portion of the money was destined for the organization in Hong Kong, the police said.
The police said the 11 men and 2 women arrested in the apartment did not have legal jobs and were the enforcers for the smuggling ring. Mr. Fong was found handcuffed to a bed and had been beaten repeatedly with a claw hammer. 'Example of Them'
Lieutenant Pollini said he believed that the police had broken another smuggling ring. In a similar case, two smuggled immigrants from Fujian were kidnapped in Chinatown for not paying their smuggling fee, taken to Queens and burned and beaten by their captors, Lieutenant Pollini said. The eight people arrested in that case were also illegals from Fujian, the lieutenant said.
"They make an example of them to other immigrants by torturing and beating them," he said. Automatic weapons were recovered in that case, he said.
In separate incidents in November, the immigration service arrested six smugglers at John F. Kennedy International Airport. The men had in tow a total of 30 illegal immigrants from Fujian, all of whom were carrying false passports provided by the smugglers.

MOSCOW — Russian President Vladimir Putin has surprised his countrymen once again. In a remarkable power play, Putin has reshuffled the aces in Russia’s law enforcement system and tossed a huge number of cards in the air. In less than a week, he liquidated the federal drug control and immigration agencies, firing more than 50,000 people, including his longtime ally from the KGB, Russian drug tsar Victor Ivanov. Putin then let Russians know that he had created a new force, called the National Guard, a powerful structure that includes more than 180,000 interior ministry troops plus special police units.
Putin’s shakeup creates a military and police force of up to 400,000 well-trained servicemen loyal to him personally. The newly appointed commander is one of Putin’s most trusted men, a former undercover KGB agent named Victor Zolotov, a man with the massive build and intimidating face of a bodyguard who has been responsible for the security of the Russian leadership for almost 20 years.
When The Daily Beast asked Putin supporters why Putin decided now to form what amounts to a vast Praetorian guard, they said (privately) that the Russian president is terrified a new Russian revolution will be staged by Washington.
“Of course the president is concerned, he can see that the United States wants to overthrow him, like they did to [Libyan strongman Muammar] Gaddafi, or look what they have done in Ukraine—they dream of seeing Russia fall apart, so Putin takes measures to prevent a Ukrainian-style coup,” Sergei Markov, a member of the Duma’s Public Chamber, told The Daily Beast.
So (after reinforcing Russian military bases in the Middle East with the newest weapons the Kremlin could afford) Putin has focused on building a domestic army to conduct military operations inside the country.
President Putin announced the creation of the National Guard on April 6, and on April 7 he spoke at a media forum called Truth and Justice about the West trying to destabilize Russia via the offshore banking scandal known as the Panama Papers.
“They’ve plowed through offshore [funds],” he said, but “[Putin] is not there. There is nothing to talk about. But the task has been assigned! So what have they done? They’ve created an informational product by finding some acquaintances and friends,” Putin said, with undisguised irritation that his best friend Sergei Roldugin is involved in the scandal.

Cold War: Russia Calls For New World Order As NATO Sends Troops To The Baltics And Poland

Russia wants global leaders to embrace a new world order where the U.S. and other western nations are not calling the shots, but rather sovereign nations will follow international law based on its national interests. Russian Foreign Minister Sergey Lavrov said Moscow was seeking closer with Washington while also refusing to cower to the NATO militant alliance led by the U.S.
"Responsible leaders should make a choice, I hope that the choice will be done in favor of creating a democratic and just world order," Lavrov said at the Munich Security Conference Saturday attended by world leaders, including Vice President Mike Pence. "If you want, you can call it a 'post-West world order,' when each country, based on its sovereignty within the rules of international law, will strive to find a balance between its own national interests and the national interests of partners."
His remarks came as growing number of Republican and Democratic lawmakers have called for an independent investigation into President Donald Trump's ties to Moscow. His national security advisor, Michael Flynn, resigned Monday after the Washington Post published an investigation that revealed Flynn was haggling with the Kremlin over U.S. sanctions.
Lavrov did not mention the scandal, but did outline his hopes for working alongside the Trump administration, the Associated Press reported. Trump has called NATO "obsolete" and threaned to withold support if European members do not spend more of their national budget on defense spending, even as some nations have expressed fears over Russia possibly violating international law within their borders, such as with the annexation of Crimea from Ukraine in 2014.
"What kind of relations do we want with the U.S.? Pragmatic relations, mutual respect, understanding our special responsibility for global stability," Lavrov said. "We have immense potential that has yet to be tapped into, and we're open for that, inasmuch as the U.S. is open for that as well," he added.

NATO Secretary General Jens Stoltenberg dismissed Moscow's criticism of NATO. The military alliance recently sent troops to the Baltics and Poland as a deterrence to a "more assertive Russia," he said.
"We don't want to provoke a conflict. We want to prevent conflict and preserve the peace," Stoltenberg told the AP. "Our aim is not to isolate Russia. We don't want a new Cold War, we don't want a new arms race, what we do is measured and defensive."

What becoming Ontario’s first foreign trade zone means for Niagara Region

Niagara’s newly designated foreign trade zone is a first for Ontario and could foster manufacturing growth in the region.In a first for Ontario, Niagara Region was designated a foreign trade zone last month. It’s a move local boosters hope will encourage the region’s hard-hit manufacturers through some unusual exemptions to the country’s tariff rules.
“It’s a huge opportunity for businesses,” says Mishka Balsom, president and CEO of the Greater Niagara Chamber of Commerce. “For food, wine, and manufacturing—really, anyone looking to export can take advantage of this.”
“As a major border crossing, Niagara can become an even larger site for international trade,” she says.
But while local businesses are enthusiastic, not everyone thinks foreign trade zone status will bolster Niagara’s economy.
The foreign trade zone, or FTZ, is a simple concept: goods flow into Canada tax and duty-free, where they can be used to manufacture products for export. If those products are sold to other countries and not in the Canadian market, no tax and duty are payable. The policy boosts export-oriented businesses by exempting them from tariffs and HST, which can be onerous and confusing for businesses. It’s hoped that duty-free manufacturing can improve employment in a part of the province that’s lost thousands of jobs in the industry.
While the public is well aware of major trade deals such as the Trans-Pacific Partnership or its predecessor the North American Free Trade Agreement, those kinds of arrangements are complicated and take a long time for multiple governments to negotiate. Something like a foreign trade zone is, relatively speaking, easy for Canada to implement on its own.

“In a world of mega-trade deals, with tentacles that reach deep into our economy and society, having these smaller initiatives which target exactly what we need—exports--is a wonderful micro approach,” says Daniel Trefler, professor at the University of Toronto's Rotman School of Management.
This move isn’t free: the federal government estimates that foregone revenues from foreign trade zones amounted to $885 million in 2011-12.
Local businesses in Niagara say the foreign trade zone designation will make some of their day-to-day transactions easier. Kevin Jacobi is the owner of WP Warehousing in St. Catharines, which handles logistics and warehousing for wineries across Niagara as well as other international clients. He says one big benefit of the trade zone will be better communication with the complicated export and import bureaucracy at the federal government.
“There are lots of wonderful people in the government, but unfortunately their websites are really complicated, and the information isn’t available for most business owners,” says Jacobi. “This is going to let us get information out to a bigger group, faster, and make those changes.”
Jacobi says that marketing the area will become easier — not only in highlighting the export possibilities to businesses already in Niagara, but also selling the area as a place for businesses around the world to set up shop.
Trefler says there’s a growing body of research that shows large economic gains from pushing small and medium-sized companies to export to other markets. In the case of Niagara Region, that’s likely to be the United States.
However, in 2012 the Canadian Chamber of Commerce complained that Canada’s foreign trade zone rules were more piecemeal and less helpful to businesses than similar programs in other countries. The Council of Canadians has raised opposite concerns, saying the zones allow businesses to circumvent environmental and labour policies.
That hasn’t stopped other provinces from pursuing them aggressively. It also hasn’t stopped Windsor from investigating whether it should become the Ontario’s second foreign trade zone. The region has been working on the process for about a year, according to the Windsor Star. The head of Windsor’s economic development corporation says there will be news about the process in coming months.
Windsor’s interest is understandable, given the city’s long relationship with car manufacturing. One particular beneficiary of the foreign trade zone would be the General Motors engine plant in St. Catharines, according to Alan Caslin, chair of Niagara Region. He says the foreign trade zone designation should make management of the plant easier.
“What you’re talking about is a reduced amount of paperwork, lower operating expenses, and it really creates a competitive global advantage for Niagara, within Canada.”
The region’s geography makes it a unique foreign trade zone. It’s close to the Greater Toronto Area and Hamilton but well positioned with multiple border crossings into the U.S. from Niagara Falls and Buffalo. Caslin and others say that factor, coupled with Niagara’s existing industrial businesses, will make this foreign trade zone more successful than others in Canada.
Even if it works, the foreign trade zone isn’t a panacea. For one, it won’t address the region’s most pressing infrastructure needs, such as upgrades to its four U.S. border crossings.
“It’s one of the challenges we have … infrastructure is going to need to be updated if we’re going to move forward,” Jacobi says. But he also wants to see Niagara’s exports move beyond the nearest U.S. market, pointing to the region’s connection to maritime trade via the Welland Canal.
“The FTZ is fantastic,” he says. “But unless we have the infrastructure to implement these things, we’re still going to be a second tier location for exporters.”

Recent talks between Canada’s federal government and the Northwest Territories could have a huge impact on mining in the country’s north.
As The Globe and Mail reported on January 30, the negotiations, held in Ottawa during the last week of January, centered around “devolution,” or the transfer of control over the territory’s natural resources from the federal government to the territorial administration of Premier Bob McLeod in Yellowknife.
“Devolution will allow our government to work more directly with industry when making decisions about land, water and resource development,” said David Ramsay, the territory’s minister of industry, tourism and investment, in a February 6 phone interview. “That will give industry confidence, because there will be only one decision-making body to deal with. We hope to have a deal in place soon.”
Good time to cut red tape
The talks come on the cusp of what could be a very promising time for mining companies in the north. Around the time the devolution talks were going on in Ottawa, the Conference Board of Canada released its “Future of Mining in Canada’s North Report.”
That future, according to the Conference Board’s findings, looks increasingly bright. The report forecasts that Canada’s north, which includes the country’s three territories (the Northwest Territories, Yukon and Nunavut) and the northern parts of some provinces, will see its mineral production jump 91 percent from 2011 to 2020, for a compound annualized growth rate of 7.5 percent. In dollar figures, that translates to $8.5 billion worth of output in 2020, up from $4.4 billion today.
In the Northwest Territories themselves, the report sees the value of all mine production rising from $732 million in 2011 to $1.3 billion in 2020.
“We’re very encouraged by the number of projects that are in development,” said Ramsay. “We could see nine or 10 new mines in the next 10 years. That would create 2,000 to 2,500 jobs, plus related spinoffs.”
But to help ensure numbers like these become reality, the region, including the Northwest Territories, will have to address a number of issues that continue to hold back mining development, says the report. One of those is complex and overlapping regulations—something the devolution talks seek to address. In addition, a major training effort will be needed to ensure the Northwest Territories, whose population is just 41,462 according to the 2011 Canadian census, can supply the miners to fill those jobs.
Ramsay believes the best option is for the three northern territories to pool their resources in this area: “We’ve been working together on a pan-territorial mine training initiative,” he said. “We’ve had numerous meetings to advance a proposal to the federal government. We’ve also had good buy-in from industry.”
“We know it’s up to us to train our own, and it’s in industry’s interest, too,” he adds. “We don’t want to see planes flying in with workers from other parts of the country.”
Infrastructure is the key
The biggest challenge, however, is lacking or underdeveloped infrastructure. On that score, the report is unequivocal. “The infrastructure gaps are often the greatest deterrents to mining development in Canada’s remote northern region,” says the report. “Many companies must build their own transportation, communication, and/or energy infrastructure, adding significant costs to projects. To ease this financial burden on industry, governments need to invest broadly in northern infrastructure and make use of public-private partnerships to share risks, costs, and benefits.”
Ramsay points to a number of recent government initiatives to address this issue. “We’ve recently opened the Deh Cho bridge over the Mackenzie River at Fort Providence. The bridge will provide 24-hour access to the North Slave region [including Yellowknife]. We’re also looking at a public-private initiative to extend winter road life to the Slave Geological Province.”
“As well, we’re continuing with the development of the 140-kilometer Inuvik to Tuktoyaktuk Highway, which would be the first road in Canada to run to the Arctic coast. Discussions are also continuing around the Mackenzie Valley Highway, and we haven’t given up on expanding [the] Talston [hydroelectric facility] to extend power into the Slave Geological Province.”
Major mines in the Northwest Territories
The Slave Geological Province covers much of the territory’s north and includes its major diamond mines. In 2011, the Northwest Territories produced nearly 10 million carats of diamonds worth just over $2 billion, according to the NWT and Nunavut Chamber of Mines. The territory hosts reserves of other resources, as well, including tungsten, natural gas, zinc, lead and gold.
Here’s a snapshot of the territory’s four producing mines. Below, we take a look at three exploration and development projects.
- Snap Lake: Owned by DeBeers Canada, Snap Lake is the country’s first underground diamond mine and DeBeers’ first outside Africa. The operation is located 220 kilometers north of Yellowknife and produces 1.4 million carats a year. The diamonds are found in a kimberlite rock deposit that slopes downward at an average angle of 12 degrees below Snap Lake.
- Ekati: This open-pit and underground diamond operation is located 310 kilometers northeast of Yellowknife and 200 kilometers south of the Arctic Circle. In November 2012, BHP Billiton (NYSE:BHP,ASX:BHP,LSE:BLT) announced that it is selling its diamonds business, including its 80-percent stake in Ekati, to Harry Winston Diamond Corp. (TSX:HW,NYSE:HWD) for $500 million. The sale should close shortly. Over the past three years, Ekati has produced over 3 million carats of rough diamonds annually, according to BHP’s 2011 annual report on the operation.
- Diavik: Harry Winston also owns 40 percent of this diamond mine, which is adjacent to Ekati. A subsidiary of diversified major Rio Tinto (NYSE:RIO,ASX:RIO,LSE:RIO) owns the other 60 percent. Diavik produced 7.2 million carats in 2012, up from 6.7 million in 2011, according to the Energy Business Review.
- Cantung: This underground tungsten mine, owned by North American Tungsten (TSXV:NTC) is located near the Yukon border. In the company’s 2012 fiscal year, the project produced 273,000 metric ton units of tungsten concentrate, up 22% from fiscal 2011. North American spent $25.2 million on capital expenditures, which helped open new zones at the mine. The company is also looking at recovering tungsten from tailings ponds.
Exploration and development projects preparing to fuel the sector’s growth
Here are three examples of exploration and development projects currently ongoing in the Northwest Territories.
- Gahcho Kué: This diamond property, 51 percent owned by DeBeers Canada and 49 percent by Mountain Province Diamonds (TSX:MPV,NYSE:MDM), is 280 kilometers northeast of Yellowknife and 80 kilometers from Snap Lake. The project is currently undergoing an environmental review; the partners envision a diamond mine on the site that will produce 4.5 million carats annually over 11 years, according to DeBeers.
- Prairie Creek: Canadian Zinc (TSX:CZN,OTC Pink:CZICF) has most of the mining infrastructure in place for this operation and is now working through the final permitting stage to operate the mine. The mine is located in the Nahanni National Park Reserve, which was expanded in 2009. However, Canadian Zinc has received assurance from the Canadian government that it will be able to operate the mine. Canadian Zinc expects the zinc-lead-silver mine to have a minimum life of 10 years, with the possibility of expansion.
- NICO: This deposit, owned by Fortune Minerals (TSX:FT), contains proven and probable reserves of 33 million MT containing 1.08 million ounces of gold, 82 million pounds of cobalt, 102 million pounds of bismuth (which is used to make alloys that melt at low temperatures) and 27 million pounds of copper, according to Fortune’s website. The company envisions a mine with a mill throughput rate of 4,650 metric tons of ore per day, giving the project a 19.8-year life. The mine is in the final stages of the environmental assessment process.

DeBeers is doing the worst job of meeting its northern hiring targets. Last year, northerners made up only 36 per cent of the workforce at its Snap Lake mine.
In its socio-economic agreement with the territorial government, DeBeers set a target of 60 per cent northern workers.
About 47 per cent of Diavik diamond mine's workforce is northern.
All three diamond mines agreed not to fly in workers from the South but they have been doing it for years.
The territory's industry minister, David Ramsay, says they have no choice.
"If the companies weren't allowed to fly in workers, those mines wouldn't be in operation today. That's the stark reality that we're living with here."
The only mine close to reaching its northern hiring target is Dominion Diamond's Ekati mine. The company's president, Brendan Bell says about 61 per cent of workers at Ekati are northern.
He says the company recently increased northern benefits packages for managers in an attempt to get more people North.
"So the numbers are improving," Bell said. "We're not satisfied, but we are trying to see if we can make some better progress on this front."
The company has also hired community liaison officials in Lutsel K'e and Kugluktuk to find more workers in those communities.
"This is a way to attract new hires and make sure the management team is stable and located in the Northwest Territories," Bell said.

Climate change will make Siberia the go-to place to live in two generations, say scientists.
Known until now for its gulags, wild bears, salt mines and intense cold, it will be the coolest location to set up home by 2080.
Siberia will become "more hospitable" with a warmer climate leading to a three-fold rise in population as people flock to a region that stretches across seven Russian time zones from the Ural Mountains to the Pacific Ocean, say researchers from the V. N. Sukachev Institute of Forest in Krasnoyarsk.
No longer a natural prison camp, vineyards will flourish in the land of vodka with winter temperatures estimated to be almost 10C milder than today.
Today Siberian's ski in swimwear on the last day of the snow season, but in future there will be more opportunities for sunbathing in this vast region of unexplored beauty.

Among the benefits of climate change will be milder temperatures, less permafrost, and the hope of vastly increased crop production, enticing in more settlers, with a potential three-fold rise in the population, it was claimed.
"By the end of the 21st century, 50-80 per cent of central Siberia might have a climate suitable for agriculture, with traditional Siberian crops shifting northward by as much as 70 kilometres per decade," according to one study.
"The warmer climate might allow the introduction of crops such as rice, beans, and European grapes."
Currently there is only one wine-making vineyard, in the Altai Mountains but "Chateau Siberia will be far more popular in two generations from now", reported The Siberian Times.
"The population density may increase by threefold under one scenario"
Parfenova told Eos after the studies based on 100 Siberian weather stations were highlighted at a scientific conference in Japan.
While more southerly areas of Siberia could thrive, the permafrost zone in the north could turn into a gargantuan swamp if warming continues.
"Maybe this territory will transform into a big bog. But it will be better than now because the severe winter cold will be milder," she said.
However, it would destroy existing buildings and roads constructed on frozen ground.
While this would release greenhouse gases, now frozen, warmer temperatures would mean forests encroaching northward into the tundra so stemming the seepage.
