What’s The Difference Between iMessage and Text Messages on iPhone?

Underneath the surface, iMessages and text messages are fundamentally different technologies, even though they both live in the Messages app on your iPhone. I think it’s important for every iPhone owner to know the difference between text messages and iMessages, because that knowledge can have a significant impact on your phone bill.
Regular text messages use the text messaging plan that you purchase through your carrier. There are two kinds of text messages:
- SMS (Short Message Service): The original text messages that we’ve been using for years. SMS messages are limited to 160 characters and can only contain text.
- MMS (Multimedia Messaging Service): MMS messages extend the capability of original text messages, and support sending photos, longer text messages, and other content.
Carriers used to charge more to send MMS messages than SMS messages, and some still do. Nowadays, most carriers most charge the same amount for SMS and MMS messages and count them as part of a single text messaging plan.
iMessages are fundamentally different than text messages because they use data to send messages, not the text messaging plan you purchase through your wireless carrier.
Benefits Of Using iMessage
- iMessage does a whole lot more than SMS or MMS: iMessage supports sending photos, videos, files, locations, and a slew of other data types using the Messages app.
- iMessage works over Wi-Fi: As you can imagine, sending and receiving photos or videos can use a lot of data, and you pay for that data using with your cellular data plan. If you’re connected to Wi-Fi, you can send iMessages without using your cellular data or text messaging plan.
- iMessage is faster than SMS or MMS: SMS and MMS messages are sent using different technology than your iPhone uses to connect to the internet. You can send photos and other large files a lot faster using iMessage than you can using MMS messages.
The One Drawback
- iMessage only works between Apple devices. You can send and receive iMessages from iPhones, iPads, iPods, and Macs, but not from Android phones, PCs, or other devices. If you’re in a group text with 8 people and 1 person has an Android phone, the entire conversation will use SMS or MMS messages – the type of message that everyone’s phone is capable of having.
How To Avoid A Large Phone Bill Because Of iMessage
Cellular data is expensive, and people ask me about it all the time. I’ve written an article about how to find out what’s using data on your iPhone, and iMessage can be a major culprit. Since iMessage can send photos, videos, and other large files, iMessages can eat through your cellular data plan very quickly.
Remember this: The iMessages you receive use your data plan too. Try to use Wi-Fi as much as possible when you’re sending or receiving lots of photos or videos using the Messages app.

On Wednesday, Google announced that Google Fi, previously known as Project Fi, will be expanding to iPhones, Samsung and OnePlus phones. For a service that was once compatible with only a handful of Android phones, this is a notable development for the company's Wi-Fi first network.
You can make a Wi-Fi call anywhere there's a Wi-Fi network available.
But making a Wi-Fi call on a phone is nothing new. The ability to patch a call using a Wi-Fi connection instead of a cellular one has been around for years, with Skype being one of oldest and most popular apps to do so.
And just as carrier technology continues to evolve, so does Wi-Fi calling. In addition to more third-party apps popping up to take on Skype (like the Facebook-owned WhatsApp and Messenger), phone makers themselves are taking on Wi-Fi calling with native apps, including Apple iOS' FaceTime and Google Android's Duo.
There are also phone networks that prioritize Wi-Fi calling first, like Google Fi and Republic Wireless, which offer customers cheaper alternatives to regular phone plans. To compete with this, legacy carriers that use traditional cellular technology have adopted Wi-Fi calling too. Whether it's because they want to bolster their network coverage or improve user experience, T-Mobile AT&T, Verizon and Sprint sell phones that have Wi-Fi calling features baked in.
To help you make sense of what Wi-Fi calling is, why it's important and what you can use it for, CNET put together a handy guide to walk you through everything you need to know.

What exactly is Wi-Fi calling?
Instead of using your carrier's network connection, your phone can make a voice call via a Wi-Fi network. This is the same Wi-Fi connection you have set up at home, or whatever Wi-Fi hotspot you happen to be on when you're out and about, such as at a cafe or library. In most ways, it's like any other phone call, and you still use regular phone numbers.
Why would I want that?
Wi-Fi calling is especially useful when you're in an area with weak carrier coverage. For example, when you're traveling to the residential countryside, or you're in a building with spotty reception. You may already be familiar with using Wi-Fi to send messages when SMS texting is unavailable (iPhone users will be familiar with their native blue-colored texts from iMessage, and apps like Kik and Messenger also provide these services) -- and the same applies when you're trying to place a call. With Wi-Fi, you can call a friend up even if you're in a dingy, underground bar (assuming you can connect to the bar's Wi-Fi, that is).
Built-in Wi-Fi calling has some advantages over third-party services like Skype.
Isn't that what Skype does?In a way, yes.
There are various services including Skype, WhatsApp, Messenger and Viber that provide what's known under the umbrella term VoIP, for "voice over Internet Protocol," to make calls with either a Wi-Fi or data connection.
Carrier-branded Wi-Fi calling is slightly different, however. It's baked directly into the phone's dialer, so you don't need to fire up an app or connect to a service to use it. You can set it as your default way of placing a call, or if you lose phone signal, it will automatically switch to Wi-Fi calling.
Because the service is built in, that also means you don't need to add contacts to a service as you do with Skype. You'll have access to your existing phone book, and your friends can receive your Wi-Fi call without needing to download a third-party app. With no contacts to add, carrier Wi-Fi calling requires little effort to set up.
What carriers and phones support this service?
When Apple included Wi-Fi calling capabilities in its iPhone 6 in 2014, the four major carriers in the US ramped up their support of it. These days, you can find several phones on T-Mobile, Verizon, AT&T, and Sprint that have built-in Wi-Fi calling capabilities.
On T-Mobile, the majority of new Android phones offer Wi-Fi calling built-in, while AT&T has 35 phones in its lineup. Most phones on Verizon are capable of Wi-Fi calling, but it's unclear exactly how many phones in total have it. The carrier also specifies you must have a phone that has both Wi-Fi calling and HD Voice enabled to be eligible for Wi-Fi calling.
As for Sprint, it offers Wi-Fi calling on several Android phones too, in addition to iPhones including the 5C and newer. But while Android and iOS after 2016 have no restrictions, phones that launched before that year may not be able to make outbound calls outside Sprint's coverage areas (incoming calls may still be available, however).
Google Fi and Republic Wireless switch your phone service between Wi-Fi and cellular when needed. Google Fi's hybrid service consists of T-Mobile, Sprint, U.S. Cellular and Three's network, while Republic Wireless falls back on only T-Mobile and Sprint when a Wi-Fi connection is unavailable.
Google Fi sells seven Android phones, including the Pixel 3 and 3 XL, the LG G7 ThinQ and the Moto G6. But as mentioned before, the service will now include iPhones, Samsung and OnePlus phones, as well as other LG and Moto devices. Republic Wireless has 13 phones, like the Galaxy S9 and Moto G5 Plus. You can also bring your own phone to the carrier, as long as it's the North American variant of the phone, it's unlocked and uses GSM technology.
Does it cost more?
Except in uncommon cases like making a premium call, domestic Wi-Fi calls should be free. If you make a VoIP call over your data network, however, that will eat into your phone plan's monthly data allowance, so be aware of that. Also, be sure to read the policies of your carrier to see if any of their potential restrictions and charges relate to your situation. Can I use it overseas without huge bills?

New 5G Cell Towers and Smart Meters to Increase Microwave Radiation – Invade Privacy
Telecom Companies are Going Green, but Their Version of Green will cause Illness and Death

When the Federal Communication Commission (FCC) approved the use of 5-G microwave communication technology in 2016 and approved the use of microwave frequencies in the 30 Ghz range, , they opened the door to even higher levels of human illness and severe disability for American children and adults.
Microwave radiation such as that currently being used in cell phones, Wi-Fi routers, and smart meters has already been linked to numerous health effects.
The introduction of even more intense levels of microwave exposure at higher frequencies will push many people into life-threatening chronic illness. High frequency microwave radiation is often overlooked as a causative factor in illness, because most conventional healthcare providers, government regulators, telecom companies, and electric utilities believe microwave radiation used in communication technology is harmless. 
Despite the warnings being raised by scientists, well informed healthcare providers, and grassroots organizations about existing and future microwave hazards, [3, 4, 5] telecom companies are planning to implement 5G technology throughout every urban area in America. They are already testing this new generation wireless telecommunication infrastructure in Boston, Austin, Palo Alto, and Mountain View California. [6, 7]
In a January 2017 announcement, AT&T described their plan for future technology deployment. The announcement stated:
Our 5G Evolution plans will pave the way to the next-generation of higher speeds for customers. We’re not waiting until the final standards are set to lay the foundation for our evolution to 5G. We’re executing now,” said John Donovan, chief strategy officer and group president, Technology and Operations.  [emphasis added]
The Battle to Implement 5G has begun in California
Proposed legislation in California would permit telecom companies to erect 50,000 new microwave antennas in residential and commercial areas without municipal approval.
The 5G microwave antennas would be placed on top of existing utility poles or on public infrastructure such as schools, libraries, bus shelters, and in public parks. The placement of this equipment will be at the discretion of the telecom companies. [9, 10, 11]
Health Dangers of Microwave Radiation have been Well Documented
The symptoms of microwave radiation exposure include fatigue, headaches, heart palpitations, high pitched ringing in the ears, dizziness, disturbed sleep at night, sleepiness in daytime, moodiness, irritability, unsociability, feelings of fear, anxiety, nervous tension, mental depression, memory impairment, pain in muscles, pain in the region of the heart, and breathing difficulties, to name a few.

There is evidence that existing and new frequencies of microwave radiation are associated with cancer, heart disease, neurological dysfunction, immune system suppression, cataracts of the eyes, and sperm malformation. [12, 13]
5G Microwaves have Harmful Biological Effects
In her testimony before the California legislature, Dr. Ann Lee, M.D., indicated that there are 20,000 well established scientific studies on the bio-effects of radio frequency radiation.
She confirmed that microwave radiation such as that from the proposed 5G wireless facilities that would be deployed in California has been shown to cause neurological damage, cardiac dysfunction, reproductive harm, immune compromises, and cancer. 
Dr. Ronald Powell, Ph.D., expands upon these concerns. Dr. Powell received his doctorate in Applied Physics from Harvard University in 1975, and has worked for the National Science Foundation and the National Institute of Standards on energy policy research and R&D program evaluation.
He is uniquely qualified to interpret the junction between the physics of electromagnetic fields and the biological effects these fields produce. 
In a letter to the FCC, Dr. Ronald Powell stated:
It would greatly extend FCC’s current policy of the mandatory irradiation of the public without adequate prior study of the potential health impact and assurance of safety. It would irradiate everyone, including the most vulnerable to harm from radio frequency radiation: pregnant women, unborn children, young children, teenagers, men of reproductive age, the elderly, the disabled, and the chronically ill. 
AT&T: Let Us Install Microwave Transmitter on Your Home or Lose Service
Now that more than 50% of homes are wireless, telecom companies plan to abandon copper phone lines used for their phone service and create a wireless phone system. For example, Michigan has passed a law permitting this, and AT&T is working with all 21 states in its service territory to bring this about. [17, 18, 19]
As an alternative to the wired system, telecom companies plan to install wireless microwave transmitters on homes as a method of providing traditional phone service. In the case of AT&T customers, the only way you will be able to prevent them from installing such devices on your home is to remove AT&T as your service provider. 
In addition, telecom companies plan to install microwave antennas on top of electrical power poles near homes and businesses, and on top of public buildings throughout every urban area and in every neighborhood.
California Legislators Consider Bill to Allow More Microwave Radiation
But this is not just about offensive looking antennas!
Nina Beety described the situation in the article she wrote for StopSmartMeters.org. She is the moderator of the Wireless Radiation Alert Network and distributes her research about the harmful effects of electromagnetic fields and the dangers of smart meters on her website, SmartMeterHarm.org.
Nina Beety stated:
Spaced approximately every 10-20 homes, cell antennas will hang in one or more clusters on utility or light poles. Equipment cabinets the size of refrigerators, with cooling fans and back-up generators, will sit on sidewalks. Towers will be located in the public right of way a few feet from bedroom windows, offices, schools, hospitals and nursing homes.
Called “small cells,” there is little difference in size for many of these antennas; the chief difference is the location on utility poles versus large towers. Measurements of these cell towers recently taken in Palo Alto found high levels of radiation on the sidewalk below them — levels higher than those associated in research with breaches in the blood-brain barrier, free radical formation, DNA damage, cancer and tumors, and heart rhythm disturbances. 
Nina Beety is specifically describing the proposed system that would be implemented in California if the telecom companies get their way. Currently, a bill permitting the establishment of the 5G system has been passed by the California Senate. A legislative committee will be considering the bill on July 12, 2017. Why do Telecom Companies Want a 5G Network?
The Merging of Telecommunications with Electric Utilities
Telecom giants plan to take their 5G technology nationwide. It is part of a long-term plan to integrate telecom activities with electrical service providers. A 2015 white paper written by telecom companies, electric utilities, and technology developers published in the European Union describes their vision for the future.
ONE WORLD ONE ENERGY/TECHNOLOGY GRID
As I interpret the images that these European visionaries are creating, I believe they are foreseeing a day when electrical power production and distribution will be controlled by the 5G network.
In this future vision, large-scale power production facilities will be replaced by hundreds of thousands of small power producers, which could even include personal power production in our homes from solar and wind.
Centralized Power and Control
The 5G system will monitor not just consumption of power, but will monitor and control the redistribution of electrical power across the entire electrical grid.
The 5G network will be the nerves and sense organs of a massive organism that has a central brain somewhere, which controls all forms of information exchange and electric utilization/production.
OH, YEAH! THAT GLOBAL SUPER-DUPER BIG DEAD HEAD COMPUTER-----HMMM, KIEVAN KINGDOM WILL DO.
Electricity will be used for all aspects of household and business activities, and the 5G network and its centralized brain will control everything. 
In the beginning, the speed of the 5G network will be marketed to consumers and businesses who want super-fast internet service. This will allow for instant access to videos and webpages with as little as a 5-millisecond delay from the moment a start button is pressed.
Transmission speeds will be hundreds of times faster than current internet connections. It will be so fast that it will be able to instantaneously project images on the lenses of smart enabled eye glasses to create virtual reality images that blend with the environment.
People will be able to watch videos or even read email simply by looking through the lenses of their glasses. The speed will be so phenomenal that it will make available self-driving cars, which can safely drive passengers to their destinations. 
Ultimately, the greatest benefit of the 5G system will be for utility companies. It will give them the ability to take total control of electric production, distribution, and consumption.
Smart Meters and Smart Appliances: Your Home is no Longer Private
The smart meters that electric utilities are now installing throughout the U.S. are the nerve endings for what will become a highly complex centrally controlled information and energy exchange system.
The 5G network will use the smart meter system (being implemented throughout the U.S.) and the new generation of smart appliances to reach into our homes and make decisions for us.
Current smart meter technology enables electric utilities to read electric meters without sending a human being to physically read the meters.
Electric providers have been quietly installing these smart meters throughout the U.S. They insist that these meters are harmless even though they broadcast intense bursts of high frequency microwave radiation several times per minute 24-hours per day every day.
Currently, smart meters record electric consumption and transmit the information to the utility company for billing and electric distribution purposes.
The bursts of microwaves are used to communicate with other smart meters in the neighborhood and with wireless routers mounted on top of electric poles. The routers send even more powerful microwave signals several thousand times per hour to the utility company.
Smart appliances such as heating/cooling equipment, washers/dryers, refrigerators/freezers, stoves/microwave ovens, dishwashers, hot water heaters, and even electric coffee makers will each be able to broadcast and receive microwave signals.
These appliances and our smart meters will constantly communicate with one another all day long and all night long – they will never stop transmitting microwave radiation.
Everything that uses electricity will be potentially monitored and controlled by the power companies.
If desired, the electric providers can even independently turn off any appliance they wish whenever they wish to conserve energy consumption. [26, 27]
The need for smart appliances will be a boon for appliance manufacturers and microwave technology producers. The fusion of 5G with the electrical grid will require everyone to buy new appliances that are smart meter enabled or have our existing appliances retrofitted with microwave transmitters.
Is it Green or Just a Way for Corporations to Make More Money and Control Our Lives?
The 5G system goes hand-in-hand with the smart meter system. Together, these systems will be used to create “smart cities.”
These cities will be blanketed in high frequency microwave radiation and will provide the means for enabling a wide variety of new technology.
It is considered to be part of the green revolution. It is part of national technology priorities that were established at the beginning of the first Obama administration. 
It is green, because the technology will allow utility providers to closely control energy usage and implement billing systems that will benefit those who reduce energy consumption.
During times of peak energy usage, they will be able to control our appliances and even cut off certain appliances, so that available energy can be directed to high priority uses.
Such a system would supposedly prevent the need for building additional power production facilities, thus avoiding additional fossil fuel emissions or the creation of additional nuclear waste.
It is green, because telecom companies will no longer need to maintain thousands of miles of copper phone lines and switching equipment. Even though the telecom companies will discontinue the network of copper wire, they will still be using fiber optics for some activities.
There are Serious Health Risks Beyond the 5G Hype
As exciting as a future of blended telecommunications and electrical service technology might be for corporations and some consumers, there are very serious health risks, which the FDA and corporations are ignoring.
They believe that microwave technology used for communication does not affect human health. They believe that it doesn’t matter how much microwave radiation is put into the air and what frequencies are used to transmit information.
It doesn’t matter, because the single criterion that they use to judge safety is not affected by the new 5G system.
The criterion that is of interest to regulators is heating. Does the technology cause the human body to heat up and is that heating excessive? 
Almost anyone who has spoken on a cell phone pressed against their ear for a long phone call will notice that their ear and even the side of their head will feel warm by the time they end the call.
This is the heating effect of microwaves. This is why iPhones come with a warning to keep the phone 15 mm away from the body. 
Microwave Radiation Produces Cellular Disruption
Even if it is Not Felt
At the beginning of this article, I mentioned a long list of health effects, medical conditions, and chronic illnesses that are associated with microwave exposure.
I plan to look at this research in more detail in my next article. I will address the effect of microwave radiation on heart function and nerve function, and examine the reality of electromagnetic hypersensitivity, which is already disabling hundreds of thousands of people in the U.S. even before the 5G network is implemented.
At this point, I want to finish up with a powerful quote from a recent article on anxiety disorders prepared by Dr. Joseph Mercola, D.O.
In part, the article mentioned microwave exposure as being a potential contributing factor for anxiety disorders. These comments offer additional evidence that the health effects of microwave exposure are profound and are being completely overlooked by regulators.
Dr. Mercola’s article stated:
Due to the pioneering work of Dr. Martin Pall, we know that voltage gated calcium channels are over 7 million times more sensitive to microwave radiation than the charged particles inside and outside our cells. This means that the safety standards for this exposure are off by a factor of 7 million.
When the EMF from the above listed devices [cellphones and cordless phones, Wi-Fi routers, baby monitors, smart meters and cellphone towers] hit your voltage gated calcium channels, nearly 1 million calcium ions per second are released into the cell, which then causes the cell to release excessive nitric oxide that then combines with superoxide to form peroxynitrate, which then forms the dangerous hydroxyl free radical that causes massive mitochondrial dysfunction.
Guess which tissues have the greatest density of voltage gated calcium channels? Your nerves and tissues, like the pacemaker in your heart and, of course, your brain. When the channels in the brain are activated, it causes a major disruption in neurotransmitter and hormonal balance that can radically increase the risk for not only anxiety and depression but arrhythmias, autism and Alzheimer’s. 
Final Question: Is the Technology Worth the Harm to Our Health and Loss of Privacy?
There is a very basic question that we must all consider.

'5G may be exactly what Baltimore needs to bust the Comcast Internet monopoly. Here's how it works
In response to this thread, I wanted to make this post.
There IS good news if you're suffering through crap Comcast. 5G is coming. For those of you who aren't aware, 5G is built off of 4G LTE. It's really more like 4.75G than 5G. Real 5G is yet to come. But anyway, I will refer to it as 5G because that's what the carriers are referring to it as. Bookmark this table, it provides a reference of what speeds you can get from given amounts of LTE spectrum and/or antennas.
There are 2 ways to increase speed and capacity: 1) use more spectrum, 2) add more antennas. As you can see, doubling the antennas doubles the speed (in practice it's more like an 80-90% increase but close enough).
"5G" does both of those things. It allows for "massive MIMO" aka antenna configurations upto 64x64 AND "massive channels", LTE channel sizes upto 100x100. So gigabit speeds are easily achievable. The only issue is that in order to get as much spectrum as they need, it can only be done on high frequencies, 28Ghz and above. For reference, cell frequencies used now are from 700-850Mhz and around 1900Mhz.
You know how T-Mobile and Sprint used to suck with in-building coverage up until recently? That was because they didn't have any low-band spectrum. They didn't have any 700 or 850 Mhz spectrum. 1900 doesn't go through buildings as easily. Recently, T-Mobile acquired 700 Mhz and Sprint acquired 800Mhz so it's no longer an issue. T-Mobile also has acquired 15 Mhz of 600 Mhz which is going to be awesome once they can deploy it (TV stations are hogging it until 2020).
And that is only a 2.5 factor increase. Going from 1900 to 28Ghz (and that's just the lowest, they plan on using spectrum upto 72 Ghz) is a 15 fold increase. So the signal is not going to be ideal for cell phones, at least initially. BUT, it's going to be perfect for fixed wireless aka home Internet.
Verizon is going to be starting to deploy this at the end of the year and accelerating through next year. By 2020 you could very well have non-crap Verizon Internet.
I am by no mean an expert in this stuff, but it is my hobby. So I can answer any questions you may have on this or other cellular-related questions'.

Baltimore to Undertake Major IT Modernization Program
Charm City’s plan includes centralizing IT, moving to modern infrastructure, aggressively adopting the cloud and developing a robust broadband plan.
Baltimore has big plans when it comes to its technology future.
Late last month, the city released its first-ever strategic plan for IT, laying out its vision for how to “transform the city’s digital infrastructure, empower everyone in our community with technology and grow Baltimore’s tech industry and workforce,” in the words of Baltimore Mayor Catherine Pugh.
The plan, which arrived in draft form in February, has been reviewed and signed off by the city council and City Hall, has five major areas of focus. Baltimore CIO Frank Johnson tells Government Technology that the five areas include:
- Centralizing IT via the creation of a new organizational structure
- Modernizing human resources and financial systems by moving to an enterprise resource planning/Software as a Service system
- Continuing to modernize the city’s IT infrastructure
- Adopting a “cloud-first, cloud-only” posture at city agencies where currently less than 20 percent of workloads are consolidated and virtualize
- Designing a “very robust” 10- to 20-year broadband and communication plan
Underpinning all of that transformation is a need to invest more in technology modernization. Baltimore’s City Office of Information & Technology notes in the report that the city currently invests 2.5 percent of its operating budget, or about $65 million, on IT, yet IT enables and supports services and operations funded by the other 97.5 percent of the budget.
BCIT compared the city’s IT budget against industry benchmarks for similar-sized state and local governments, and the results show that the city invests “proportionally less on IT than most of its peers.” To match average state and local government benchmarks, the city’s annual IT budget would have to increase to the $102 million to $122 million range. However, the report says, “given the current state of IT in the city, the risk of not increasing the investment to levels over the industry average is tremendous and necessary to both catch up and expand infrastructure and capabilities outlined in this plan.” To match the 75th percentile of state and local government industry benchmarks, the city’s IT budget would have to increase to the $128 million to $156 million range.
Baltimore Wants to Change Its IT Governance Model
Currently, the report says, the city’s IT operation is spread among individual departments, which often operate their own internal IT organizations, infrastructures and applications to meet their own unique needs. The report says this fosters independence, but also inefficiency that the city cannot support financially. It also forces departments to often “make trade-off decisions and tolerate sub-par quality and/or only implement what their budgets can support.”
Additionally, city leadership is “unable to take a holistic view of IT and see where funds are being spent and how individual investments line up with Mayoral goals and priorities.” Such a structure also stifles innovation because of one or another department’s “preference to invest in the operation of existing legacy systems instead of new and more expensive systems that could benefit other departments.”
BCIT will work with department leadership and staff to “conduct a comprehensive assessment of their IT assets, operations, service needs and concerns to better determine what functions and operations should be centralized for the benefit of the enterprise.” However, a key goal of the plan is that core IT services will be centralized into BCIT and “operated at high levels of quality, security, resiliency and performance,” and BCIT will “model enterprise IT infrastructure, services and support using the best examples in city departments as Johnson tells Government Technology that conversations with department heads about the consolidation and IT governance changes have started and that the process is “well underway,” but he says BCIT will also work with partners and philanthropists to identify areas “where they can help underwrite and invest.”
BCIT says it must establish an Enterprise Portfolio Management Office and demand management capabilities. “The creation of an EPMO will also bring visibility into IT investments and highlight opportunities for innovation and process improvement when, for example, costly existing technology is not aligned with the current strategy,” the plan states.
Cloud Is Key to Baltimore’s IT Future
Another key aspect of the plan is to shift the city to using more cloud services. The plan notes that the city’s physical data center infrastructure “prevents it from pursuing digital transformation” and does not enable data integration and analytics, Internet of Things-enabled smart city and other strategic objectives.
Much of the city’s IT infrastructure is purposely built for individual departments, limiting efficient reuse and scalability, the plan says. The plan definitely sings the praises of moving to the cloud.
“Public cloud providers offer world-class internal operations and security that are costly and difficult to replicate,” the plan says. “They offer a pay-for-use model that allows instant, even automatic scalability to increase computing power at times of peak demand, while reducing capacity when demand is low and is not just for raw computing power. The cloud offers rapid deployment of the most advanced capabilities, platforms and software without the need to build the physical infrastructure or learn how to operate, secure and maintain the underlying technology stack.”
The city must move to a hybrid cloud model and “make the best use of existing city-managed infrastructure,” the plan says, while “also taking advantage of scalable, reliable and secure public cloud services that provide the foundation for integrated enterprise applications, platforms and data.”

Shares of China Tower Corp. dropped for a second day Wednesday, as investors expect it’ll get cut out of infrastructure opportunities with a tie-up.

China has a narrow lead over South Korea, the U.S. and Japan when it comes to readiness, according to Analysys Mason. The timing of the possible telecom combination in Asia’s largest economy reflects that after years of talks, a global push for 5G is set to finally take hold in 2018 with the first large-scale infrastructure rollouts to enable services like automated manufacturing, remote surgery, driverless cars and traffic control.
The technology provides much more capacity than 4G, and promises speeds fast enough to download a full-length high-definition movie in seconds. By the end of 2023, there will be 1 billion 5G subscriptions, accounting for around 20 percent of mobile data traffic, according to Ericsson AB, the Swedish maker of wireless networks.

Here’s how major players in the global 5G race stack up:
China -- top for 5G readiness due to proactive government policies and industry momentum, according to Analysys Mason -- started trials in 13 major cities this year. It targets commercial application by 2020, but has yet to allot 5G commercial licenses or spectrum, clouding the timeline for investments and rollout schedules.
The price tag for the country could be as much as 1.4 trillion yuan ($200 billion) over five to seven years on 5G, according to Nomura Asset Management analyst Bing Duan, 70 percent more than it spent on 4G services.

South Korea seeks to be the world’s first nation to offer commercial 5G services, with a targeted start date of March 2019. It tested its 5G technology during the Winter Olympics in February with self-driving cars, virtual reality games and a motion-detection system to ward off menacing wild boars. The country brought in $3.3 billion from a sale of wireless spectrum set aside for 5G in June.
U.S.Operators in the U.S. are also vying to be among the first to turn 5G tests into commercial offerings, with the four major operators all planning to start services between late 2018 and mid-2019.
NTT Docomo Inc., the wireless carrier unit of Japan’s former telephone monopoly, said it expects to introduce commercial 5G in 2020. NTT Docomo’s largest rival KDDI Corp. is also planning to launch the same year.
The third-largest Asian nation plans to roll out commercial 5G services by 2022 with some pilot projects starting as early as 2020. India’s telecom regulator last month suggested floor prices for auctioning airwaves dedicated for 5G and hasn’t set a timeline for a sale.
The government wants to cover the majority of the population with 5G by 2027. BT Group Plc aims to be the first carrier to roll out consumer-facing 5G around August 2019. Britain sold some 5G-ready spectrum in an April auction that raised 1.36 billion pounds ($1.74 billion) -- more than expected -- and has plans to sell other spectrum next year.
The Communications Ministry wants to start 5G networks in the country’s eight largest cities in 2020, meaning the necessary spectrum could be awarded next year.
The government aims to allocate frequencies and have at least a major city 5G-enabled by 2020. At the 2024 Paris Olympic Games, France will aim to showcase a mature 5G network.

For Third-raters Who Want to Get Into Harvard, It Helps To Have Parents With $10 million to Grease the Skids

"Explosive" is the only word for the cover story in the latest issue of the American Conservative magazine. In a remarkable tour de force, Ron Unz takes the lid off Ivy League universities' admissions policies. He reserves his harshest criticism for his own alma mater, Harvard, which he sees as a money machine first and an educational institution only a distant second. Harvard's educational activities in his view are little more than an alibi to preserve its privileged tax status. Its endowment snowballs more or less tax-free and, after a terrifying plunge a few years ago, has now bounced back up again to around $30 billion.
Unz, who is the magazine's publisher, reports that Harvard has in the last decade been spending nearly as much on compensating five senior hedge fund managers who run its endowment fund as on its entire academic staff.
He argues that admissions policies are basically corrupt. Suggesting that most Ivy League colleges lower their admission standards selectively to favor the children of big donors, he provides an answer to the question of how much you need to fork over to get your son or daughter into a posh school. "The figure is said to be $5 million these days for an applicant who is reasonably competitive and $10 million for one who is not," he reports.
In an article chockfull of controversy, perhaps his most eye-catching allegation is that the Ivy League now strongly discriminates against Asian-Americans, whom he is describes as the "New Jews." This is a reference to a pattern before World War II in which the Ivy League discriminated against high-achieving Jews. The story began when Jews proved disproportionately successful in passing objective tests of intellectual ability. The Ivy League then fudged things by introducing "holistic" standards in an attempt to disguise an anti-Semitic admissions policy. The holistic approach is now apparently being used to discriminate against super-high-achieving Asian Americans.
Meanwhile, on Unz's analysis, the Ivy League schools not only no longer discriminate against Jews but for many years now have discriminated in their favor. Adding to the controversy is his suggestion that Jews no longer outperform much in objective tests of intelligence.
Unz goes on to suggest that the Ivy League's standards of objectivity fall far below those not only of Europe and Japan but even -- ouch! -- China. In fact, it is precisely because China's admissions departments are relatively incorruptible that countless under-achieving children of wealthy Chinese parents study at American universities. And because such parents are so wealthy, they can afford to buy -- repeat buy -- their children places at top U.S. universities. In the unkindest cut of all, he explains the relatively high standards of objectivity in China's schools in these terms: "China’s ruling elites may rightly fear that a policy of admitting their own dim and lazy heirs to leading schools ahead of the higher-scoring children of the masses might ignite a widespread popular uprising. This perhaps explains why so many sons and daughters of top Chinese leaders attend college in the West: enrolling them at a third-rate Chinese university would be a tremendous humiliation, while our own corrupt admissions practices get them an easy spot at Harvard or Stanford, sitting side by side with the children of Bill Clinton, Al Gore, and George W. Bush."
Although virtually every paragraph in Unz's long essay is brimming with controversy, if I were 18 again and trying to get into a good college, I would be particularly interested in his description of the sort of people who staff university admissions departments. Citing research by the journalist Jacques Steinberg, he comments: "The job of admissions officer is poorly paid, requires no professional training, and offers few opportunities for career advancement; thus, it is often filled by individuals with haphazard employment records. As one of the Little Ivies, Wesleyan is among America’s most prestigious liberal arts colleges, and Steinberg’s description of the career paths of its handful of admissions officers is eye-opening: the interim Director of Admissions had most recently screened food-stamp recipients and run a psychiatric half-way house; another had worked as an animal control officer and managed a camera store; a third unsuccessfully sought a job as a United Airlines flight attendant; others were recent college graduates, whose main college interests had been sports or ethnic studies. The vast majority seem to possess minimal academic expertise and few intellectual interests, raising serious questions about their ability to reasonably evaluate their higher-quality applicants."
