If you get lost
Our phones come with mapping apps that constantly log our position in real time as we wander the planet. But even if you rely on Apple Maps or Google Maps, they won't always save you from getting lost. So supplement them with a few other apps that help users find their way.

China outpaces India in internet access, smartphone ownership

India and China, the world’s two most populous countries, have long had a competitive relationship and have emerged as major economic powers. But in the digital space, China has a clear advantage. Since Pew Research Center began tracking advanced technology adoption in the two countries in 2013, the Chinese have consistently reported rates of internet and smartphone use that are at least triple that of Indians. That trend has continued through 2016.
In our latest poll, 71% of Chinese say they use the internet at least occasionally or own a smartphone, our definition of internet users. In contrast, only 21% of Indians say they use the internet or own a smartphone.
The gap between China and India is similarly large when it comes to smartphone ownership alone. Nearly seven-in-ten Chinese (68%) say they own one as of spring 2016, compared with 18% of Indians. Reported smartphone ownership in China has jumped 31 percentage points since 2013, but only 6 points in India over the same time period. And while virtually every Chinese person surveyed owns at least a basic mobile phone (98%), only 72% of Indians can say the same.
The digital divide between the two countries mirrors differences in their broader economic trajectories. Between 2001 and 2011, the share of middle-income Chinese, those making $10.01-$20 a day, jumped from 3% to 18%. In India over the same decade, the middle class share of the population grew from 1% to 3%. In 2015, China’s gross domestic product per capita (PPP) was over five times that of India. Our own research has shown a strong correlation between per capita income and levels of internet access and reported smartphone ownership. Furthermore, some analysts have argued that Chinese investment in digital infrastructure accounts for China’s technological lead over India.
In addition to the difference between China and India, digital divides persist within the countries. As is the case across much of the world, younger, more educated and higher-income Chinese and Indian people are more likely to own a smartphone than their older, less educated and poorer brethren.
For example, 94% of Chinese ages 18 to 34 own a smartphone, compared with only three-in-ten Chinese age 50 and older. And nearly four-in-ten Indians with a secondary education or more (38%) own a smartphone, compared with only 9% of less educated Indians. The gap holds for Chinese and Indians above and below their respective countries’ median incomes.
There is also an urban-rural gap on smartphone ownership. More urban Chinese (72%) own a smartphone compared with rural Chinese (63%), and the same goes for urban Indians (29%) compared with rural Indians (13%). In India, there is a gender gap on smartphone ownership. Indian men (23%) are more likely than women (14%) to own a smartphone.
And one more digital gap exists between China and India: social media use. Six-in-ten Chinese say they use social media, compared with only 14% of Indians. Much of this disparity is due to the fact that more people have access to the internet in China. Nearly two-thirds of Indians with internet access (65%) say they use social media. Still, this figure among the Chinese is 84% and has increased sharply since we first began asking the question in 2013.

Computers that can recognize faces have made great strides in the last decade, and are only getting more accurate.
That's partially because of a shift to 3-D facial recognition. Currently, most facial recognition algorithms rely on 2D techniques. Dr. Lyndon Smith, professor of computer science and machine vision at the University of the West of England, Bristol, explains that 2D technology is susceptible to light conditions and viewing angles. Comparatively, 3D facial recognition provides higher-resolution data.
“[3D facial recognition] captures very detailed data from a human face, rather like a 3D fingerprint of the face,” Smith says. “This can provide very good reliability for recognition, thereby opening up a vastly increased range of potential applications.”
The concept of an error-free algorithm is enough to inspire visions of 1984, and in fact, even today facial recognition tech is being put to some unsettling uses. A dating app that matches you to people who supposedly look like your celebrity crush? In development at the New Jersey Institute of Technology. Delta Airlines is testing a system in which facial scans replace boarding passes. And malls, casinos and stores are using facial recognition software to track who is in their building, sometimes targeting advertisements toward individuals based on the software's characterization of a person's demographics.
A few uses of facial recognition, however, are less scary. New products that help students study, find lost pets and assist blind people are on the market now or coming soon. And there's surely more to come.
Track students’ attendance and attentiveness.
Despite its friendly-sounding name, Nestor is poised to become inattentive students’ worst nightmare. The software, an artificial intelligence created by the French company LCA Learning, debuted this May. It is currently being tested in two online classes offered by the ESG Management School in Paris.
As students watch recorded lectures, Nestor uses their webcams to analyze eye movement and facial expressions. The AI notes when students appear distracted, and at the end of the lecture, quizzes them on material covered during these daydreaming periods. Nestor can also track patterns of inattentiveness and alert students when it senses they are about to lose focus.
LCA founder Marcel Saucet says that Nestor also helps teachers revise their lesson plans. If the majority of students grow distracted at the same point in a lecture, for example, the professor may want to find a new angle on the topic.
While privacy advocates have raised the usual questions about whether the technology is invasive and how the recordings will be used, Saucet has said that all data is encrypted and no video footage of students will be stored.
Help blind individuals recognize their friends and family.
In 2015, students at Birmingham City University developed the XploR cane, a device that helps the visually impaired “see” their surroundings. This ability is especially helpful at large social gatherings, where one inevitably encounters a continuous flow of individuals.
XploR operates in conjunction with its owner’s smartphone and relies on GPS, Bluetooth and facial recognition capabilities. The cane scans the faces of individuals within a 32-foot range, and if it identifies them as a friend or family member, alerts its owner. XploR then guides the blind individual to their loved one through instructions delivered via earpiece.
Earlier this year, two of XploR’s creators, Asim Majeed and Said Baadel, presented their invention at a global security conference. They hope to expand the cane’s capabilities by incorporating social media facial recognition data and––eventually––developing machine-to-machine exchange of data (for example, communicating an impaired person’s location to the driverless car sent to pick them up).
A spokesperson for the National Federation of the Blind, an advocacy group for blind people in the United States, told Wired in 2015 that an app on a smartphone might be "more cost-effective" than a technologically advanced cane, but that facial recognition technology "has potential to solve a real problem experienced by blind people."
Find a missing pet.
Facial recognition isn't just for humans. The Finding Rover app uses facial recognition to help owners reunite with lost pets.
Users preemptively upload photos of their pups, and if Fido is lost, Finding Rover alerts its extensive network of local animal shelters and app users. Those within a 10-mile radius of the animal’s last known location receive a push notification, and if they see a similar-looking pet, they can submit a photograph of it through the app. Once Finding Rover identifies a match, it notifies the pet’s owner.
The system, which took two years to create, was developed in conjunction with researchers at the University of Utah.
Today, most pets have microchips, an embedded chip that holds an identification number. If a lost animal ends up at a veterinarian’s office or animal shelter, officials check for a microchip and use the ID number to reunite pet and owner. But not everyone has access to chip scanning equipment, and not all pets are microchipped. An employee at the Wisconsin Humane Society told a local news station that "It's great to know that if your animal went missing … you have something as convenient and close as your phone to get the word out immediately," but added that the app shouldn't replace collars or microchips.
Whether facial recognition technology will be used more for good or for ill is an open question. In a 2014 study, Carnegie Mellon professor Alessandro Acquisti identified individuals walking around a college campus by comparing Facebook profile pictures to webcam images––thanks to facial recognition technology, he was successful one-third of the time. It’s been three years since Acquisti’s study, and as he cautioned in an interview with The Atlantic, “From a technological perspective, the ability to successfully conduct mass-scale facial recognition in the wild seems inevitable. Whether as a society we will accept that technology, however, is another story.”

What happened
Shares of Microchip Technology (NASDAQ:MCHP) have plunged today, down by 10% as of 1:15 p.m. EDT, after the company reported fiscal first-quarter earnings results. Management warned that tariffs associated with the escalating trade war between the U.S. and China could adversely impact its business.
So what
Revenue in the fiscal first quarter rose 25% to $1.2 billion, which led to non-GAAP net income of $405.8 million, or $1.61 per share. Compare those results to consensus estimates that called for $1.2 billion in revenue and $1.49 per share in adjusted profit. On a non-GAAP basis, Microchip reported record gross margin of 62% and record operating income of $473.5 million. It also declared a record quarterly dividend of 36.4 cents per share. The company completed its acquisition of Microsemi during the quarter.
Now what
Guidance for the fiscal second quarter calls for non-GAAP revenue of $1.474 billion to $1.55 billion, with non-GAAP net income of $415.7 million to $466.4 million, or $1.65 to $1.83 per share. Analysts were modeling for $1.56 billion in revenue and $1.69 per share in adjusted profit in the coming quarter.
Investors appear to be particularly concerned about comments on how tariffs could hurt sales. On the earnings call, CEO Stephen Sanghi said:
All the talk about tariffs and trade war is making our customers nervous. While it is hard to put your finger on it, it is hurting business confidence, which makes people pull back on investments, expansion and capital spending. A very small portion of products are made in China and even a smaller portion are imported back in the U.S. So we are not worried about duties on our products imported into U.S., but we are concerned about our customers' products imported into U.S.

Prometheus – not the Prometheus of Shelley and Byron, but the Prometheus of Aeschylus and the ancient Greeks – was no liberator and no martyr. For his theft of Fire from the gods, he got what he deserved. He was trying to overturn the natural and divine order. He had committed something like the sin of Adam. He was attempting what could not be done.
OH, REALLY????????????
The old Greeks were subtler and deeper than we realize. Their mythology was not superficial, as our children were once told. (These days not even this is taught.) We still imagine them as revolutionaries; as iconoclasts of one sort or another. They were the opposite.
We still imagine them as men who refashioned the world; as the “scientific” liberators from primordial superstition and tyranny; as Prometheans against a Jove who is petty and vindictive. We celebrate them as the initiators of “Western Civ,” and ultimately, the Modern. In that modern view, they were not passive; they took their own fate into their own hands, and their heritage is free speech and inquiry. We place them almost in opposition to the Hebrew prophets of Obedience.
Read Hesiod with attention. Read Aeschylus again: the surviving fragments of whose Prometheus trilogy are today read anachronistically, in a false romantic light. Note that the punishment of Prometheus was eternal; that with the Fire he brings down human misery. Aeschylus was a tragedian, not a comedian; he is not working towards a happy ending.
He is most certainly not a “progressive” in any modern sense.
The gods may be inscrutable to us. They do not answer to our own convenience. Yet to man was given from the beginning a gift greater than fire, or the wheel, or any other natural contrivance. We are able dimly to discern the order of things, and to work with, rather than against, the grain of reality. The Christian revelation came as a completion, a “perfection,” of the Greek understanding of things.
It came as a stroke through the knot. The conflict of Orestes at the heart of tragedy – exactly analogous to the myth of Prometheus – was unpredictably resolved. A harmony of the human with the divine will was proposed to the Greek mind. It had come into the world not by human but by divine agency, in the form of a Man, in utter humility. Philosophy and theology converged.
As we approach the anniversary of Pope Paul’s Humanae vitae – in danger now of revision by the glib spirits who prevail in Rome – I think of this longer history.
The human interest is not to rebel. There is in this world an order of things, a grain of reality, which we may acknowledge or deny. As the pagan Greeks knew, it cannot be changed. But as the Christians taught, it can be embraced. We can be saved from the consequences of our own rebellions, by trust and by faith in that divine order, from every angle converging not on Prometheus but on Christ.
Pope Paul VI left a mixed legacy. A man of real faith, he tried to accommodate the spirit of modernity, in disastrous ways. Yet in his deepest meditations and prayers, embodied in the text of his great encyclical, he encountered that unchanging God, who Is, law-giver and not law-taker. He came as close as any man to explaining God’s law in terms of human reason.
For me, a half-century ago, this was a shocking revelation.
I shall never forget a summer train, from Buffalo to Cleveland. From a newsstand, in the old Buffalo station, I had picked up a copy of a Catholic newspaper, which contained the full text of the encyclical, in English translation. This because I had a lot of time to kill.
Back then, I was a fire-breathing, adolescent atheist, and persecutor of nice Christian souls in high-school cafeterias. My intention was to provide myself with more ammunition against Christians generally, and Catholics in particular.
On the train journey, I read the encyclical with attention. Twice. The first reading disoriented me: for the document was very intelligently argued. At the second, I began to see that, given premises openly and honestly acknowledged, the argument was irrefutable. In order to mock it, I would have to misrepresent it.
I realized that I could dismiss the premises; but that if I did, I would have to argue that Man was a creature of no moral significance; that human life did not matter. I was a reasonably intelligent child. I could see the consequences of that position.
Nineteen sixty-eight was for other reasons a memorable year. In so many ways, it became clear that Western man was attempting suicide. The convulsions on American campuses, and in her streets, the parallel events in Paris and through Europe, blared in the news. Even then, my native “conservatism” was appalled: especially by the wincing cowardice of “authority figures,” abandoning their stations. It seemed to me that Pope Paul had made a stand.
My atheism was hard-boiled, if internally scrambled. It survived this encounter for a few more years. But I was no longer able to pretend that the Catholic and Christian position on human life was (as many in my parents’ generation thought) ridiculous. Rather, I could see that the line on human life had to be drawn at the moment of conception, not at birth; that abortion is murder.
Returning to a small-town high school in Ontario (for a last year before I dropped out), I added to my growing reputation for eccentricity. In the student debating clubs to which I belonged, I was now arguing – frankly as an atheist – that Pope Paul was dead right. If we did not draw the line at contraception, we would verily be on the “slippery slope” to real, murderous barbarism. (This in a Protestant town that despised atheists and papists about equally.)
Half a century has borne out every prediction.

(CBC File Photo)A $750-million national class-action lawsuit has been filed against Bell Canada over alleged breaches of privacy arising from its recently discontinued target ads program.
The suit against subsidiaries of Bell alleges that the defendants used the program to track, collect and sell the sensitive account and internet browsing information of their customers to advertisers.
It seeks $750 million in damages for breach of privacy, breach of contract and breach of the Telecommunications Act.
A similar lawsuit has also been launched in Quebec, counsel for the plaintiffs, Charney Lawyers and Sutts, Strosberg LLP, said in a statement issued Thursday.
Bell issued a statement saying it would not comment on the allegations contained in the lawsuit, which have not been proven in court.
Although Bell has already cancelled the program, the company has indicated it plans to reintroduce it in the future and might expand it to include landline use and TV viewers.
However, it has said it would seek explicit customer consent through an opt-in approach. By building consumer profiles, such programs allows advertisers to tailor or target ads to specific consumers.
The suit, against Bell Mobility Inc. and Bell Canada Inc. on behalf of Bell Mobility and Virgin Mobile customers, targeted what Bell labelled as its "relevant ads program," which was launched in November 2013.
'Unprecedented' amount of complaintsFollowing Bell's announcement of the program, the federal privacy commissioner began an investigation due to "an unprecedented volume of complaints," the statement from the lawyers said.
On April 7, the commissioner said it had found that Bell violated the federal Personal Information Protection and Electronic Documents Act because it did not adequately disclose the nature of the information and customers were not given the option to properly consent to the use of their information for the program.
According to the report, customers were automatically included in the program unless they specifically opted out — something 113,000 Bell customers decided to do.
However, the privacy commissioner said Bell should not assume because customers didn't opt out that they were consenting to having vast amounts of their personal information used in this way.
In addition to cancelling the program, Bell said earlier this week that it would delete all customer profiles created under it. However, in addition to damages, the lawsuit seeks the appointment of an expert to "oversee and confirm the destruction of the personal information," the statement from the plaintiffs' lawyers said.
"The Relevant Ads program was a misguided attempt by a Canadian telecommunications company to generate advertising revenue," said Ted Charney of Charney Lawyers. "If allowed to proceed, it constitutes a threat to the core privacy rights of all Canadians."
Lawyer David Robins of Sutts, Strosberg said that through the class action "the plaintiff seeks to hold Bell accountable and stop other providers from selling customers' personal information without informed consent."
Two other groups, the Public Interest Advocacy Centre and the Consumer Association of Canada, have filed complaints to the CRTC against Bell's old program and say they will continue the fight against any revised initiative.

Nov 30, 2012, 06:42pmFor Third-raters Who Want to Get Into Harvard, It Helps To Have Parents With $10 million to Grease the Skids"Explosive" is the only word for the cover story in the latest issue of the American Conservative magazine. In a remarkable tour de force, Ron Unz takes the lid off Ivy League universities' admissions policies. He reserves his harshest criticism for his own alma mater, Harvard, which he sees as a money machine first and an educational institution only a distant second. Harvard's educational activities in his view are little more than an alibi to preserve its privileged tax status. Its endowment snowballs more or less tax-free and, after a terrifying plunge a few years ago, has now bounced back up again to around $30 billion.
Unz, who is the magazine's publisher, reports that Harvard has in the last decade been spending nearly as much on compensating five senior hedge fund managers who run its endowment fund as on its entire academic staff.
He argues that admissions policies are basically corrupt. Suggesting that most Ivy League colleges lower their admission standards selectively to favor the children of big donors, he provides an answer to the question of how much you need to fork over to get your son or daughter into a posh school. "The figure is said to be $5 million these days for an applicant who is reasonably competitive and $10 million for one who is not," he reports.
In an article chockfull of controversy, perhaps his most eye-catching allegation is that the Ivy League now strongly discriminates against Asian-Americans, whom he is describes as the "New Jews." This is a reference to a pattern before World War II in which the Ivy League discriminated against high-achieving Jews. The story began when Jews proved disproportionately successful in passing objective tests of intellectual ability. The Ivy League then fudged things by introducing "holistic" standards in an attempt to disguise an anti-Semitic admissions policy. The holistic approach is now apparently being used to discriminate against super-high-achieving Asian Americans. Meanwhile, on Unz's analysis, the Ivy League schools not only no longer discriminate against Jews but for many years now have discriminated in their favor. Adding to the controversy is his suggestion that Jews no longer outperform much in objective tests of intelligence.
Unz goes on to suggest that the Ivy League's standards of objectivity fall far below those not only of Europe and Japan but even -- ouch! -- China. In fact, it is precisely because China's admissions departments are relatively incorruptible that countless under-achieving children of wealthy Chinese parents study at American universities. And because such parents are so wealthy, they can afford to buy -- repeat buy -- their children places at top U.S. universities. In the unkindest cut of all, he explains the relatively high standards of objectivity in China's schools in these terms: "China’s ruling elites may rightly fear that a policy of admitting their own dim and lazy heirs to leading schools ahead of the higher-scoring children of the masses might ignite a widespread popular uprising. This perhaps explains why so many sons and daughters of top Chinese leaders attend college in the West: enrolling them at a third-rate Chinese university would be a tremendous humiliation, while our own corrupt admissions practices get them an easy spot at Harvard or Stanford, sitting side by side with the children of Bill Clinton, Al Gore, and George W. Bush."
Although virtually every paragraph in Unz's long essay is brimming with controversy, if I were 18 again and trying to get into a good college, I would be particularly interested in his description of the sort of people who staff university admissions departments. Citing research by the journalist Jacques Steinberg, he comments: "The job of admissions officer is poorly paid, requires no professional training, and offers few opportunities for career advancement; thus, it is often filled by individuals with haphazard employment records. As one of the Little Ivies, Wesleyan is among America’s most prestigious liberal arts colleges, and Steinberg’s description of the career paths of its handful of admissions officers is eye-opening: the interim Director of Admissions had most recently screened food-stamp recipients and run a psychiatric half-way house; another had worked as an animal control officer and managed a camera store; a third unsuccessfully sought a job as a United Airlines flight attendant; others were recent college graduates, whose main college interests had been sports or ethnic studies. The vast majority seem to possess minimal academic expertise and few intellectual interests, raising serious questions about their ability to reasonably evaluate their higher-quality applicants."
