The number one lobby in Maryland Assembly is TEDCO-----with the State agency MEDCO as its source of funding and support. Who is lobbying for the students and employees of state universities? The common theme across Maryland is that there has not been job creation for decades. There are no jobs being created from this 'innovation fund'. We simply see this agency used to funnel more Maryland funding to corporate subsidy with any successful models leaving the state and/or going global.

Wall Street calls all of its business 'innovative'. These complex financial instruments that are built simply to make the pathway to massive fraud harder to find is the model for 'innovative' policy at the government level. Obama has 'innovative social non-profits'----Texas governor was the first to create Texas state funding by 'innovative trusts' all the craze. Not surprisingly the Federal government and even the Texas politicians shouted these funds did nothing for business or state affairs and was simply a slush fund to move money often as political favors.
'INNOVATIVE' IS THE WALL STREET TERM FOR ----WE ARE DOING SOMETHING ILLEGAL TO MAXIMIZE CORPORATE PROFITS.
The American people know how to start a business. We do not have the funding to do so because it all goes to these innovation funds designed to create new products that corporations can then usurp as their own. Below you see just what happens in Maryland and especially in Baltimore as public sector work outsourced to private contract bidding is riddled with fraud. I want to emphasize----these city or state workers involved in these fraudulent acts are taking orders from above. In Baltimore the frauds mirror below where public money is funneled in similar schemes through water billing of office buildings and city residents all with the goal of going back to subsidize downtown development. That is what these 'innovation' funds do. Much is lost in general taxpayer revenue this way but now our public education funding is caught in this fraudulent funneling of money.

City Of San Antonio Cover-up Illegal "slush fund" , contract fraud and corruption drains millions from State and Federal Grants San Antonio Texas
As the former Telecommunications Manager for the City of San Antonio, Tx. I recently filed the following complaint with over 60 federal and state agencies.
I wish to report grant fraud committed by employees of the City of San Antonio, Tx against programs administered by agencies of the Federal government and the State of Texas.
As directed I am contacting the appropriate agencies that are exposed to the fraud (see CD document- contact list)
State and Federal grant dollars are being spent for other than their intended use. Inflated labor costs/hours are being included on invoices for payment. Charges for costs which are not attributable to the grants drain funding from legitimate uses.
As Telecommunications Manager for the City of San Antonio, Texas I reported padded invoices, illegal purchases and the existence of a slush fund (variable) to internal auditors and the Office of Municipal Integrity. These violations directly impacted State and Federal grant funding. Rather than addressing the issue, correcting the pervasive fraud and voluntarily reimbursing funding to the appropriate agencies City employees conspired to halt audits/investigations, issue fraudulent reports, illegally deny open records requests for information and cover up the illegal activity.
Fraud against State and Federal grants existed many. many years before I was employed as Telecommunications Manager (2004-2006) and continued after I was terminated for reporting wrong-doing. I have submitted documentation for fiscal year 2004-5 as an example but be aware that the fraud existed for decades (possibly 25 years) and not just a single year.
In the attached email from Municipal Integrity Manager Quinn to Budget Director Zanoni, CIO Armstrong and IT Director Miller the fraud and associated cover-up is revealed when she states:
The case file is closed with the notation lack of evidence/unfounded.
The telephone variable has been used to pay for items completely unrelated to City telephones.
The largely unsupervised and unregulated billing of departments across the City under the guise of the telephone variable for the past 25 years has resulted in departments having been billed for an untold amount of goods and services from which their department received no benefit or for costs that rightfully should have been borne by ITSD.
And Contract Services recent audit of ITSD showed significant billing problems.
Several City departments including Health and Community Initiatives rely heavily on grant funding. Telecommunications equipment, maintenance, etc. is included in this support. While costs associated with legitimate purchases and monthly fees are permitted the monthly surcharge applied to every City telephone illegally drains funding from State and Federal grants due in part to the clandestine inclusion of costs of goods and services from which their department received no benefit. Municipal Integrity ascertained that City Departments received no benefit hence one must agree that the grant funded programs within each Department received no benefit. Grant funded programs were billed for an untold amount of goods and services from which their department received no benefit. This is illegal.

The CD folder entitled Impact of Fraud summarizes the reports of fraud exposed during the short-lived Municipal Integrity investigation prompted by my complaints of corruption, personal threats, instructions to lie to auditors, etc. Details show how City departments telecommunications funding was drained of almost $1 million in the few short months being discussed during the investigation. Further testimony detailed in the folder reveals how this figure (large as it may appear) might be dwarfed by the actual amount of fraud perpetrated annually against budgets for every telephone in every City department. The impact on Federal and State funding is estimated to be approximately 12.5 % of the total illegal charges collected over the 25 year timeframe that the slush-fund/variable was used to pilfer telephone funding (including Federal and State grant awards) from every City Department. Approximately 12.5 % of illegal purchases and padded invoices directly impact Federal and State grants. Municipal Integrity's finding of unfounded/lack of evidence and fake audit records protecting guilty parties are not supported by sworn testimony and documentation amassed during the investigation and internal audit.
Paying for office remodeling/painting in part with Federal and State funding designed to provide a safety net for WIC, Healthy Start, etc. recipients endangers our children's health. Buying a trophy case in part with Federal and State funds allocated to help fight drug trafficking or airport security impacts our citizen's safety. Paying for equipment/support as a favor and clandestinely passing the cost onto others (including grant funded groups) is illegal. Submitting hundreds of thousands of dollars of non-telephone related expenses for payment in part by grant funded programs under the guise of a telephone surcharge is criminal. Pilfering telephone budgets (including Federal and State funding) from every City department (including SAPD, SAFD/911, Library, Health, Public Works, Aviation, Community Initiatives, Parks/Rec, Code Compliance, etc.) of millions of dollars for 25 years hurt our City, our State and our Country. The fact that the practice was allowed to continue for decades is alarming. More alarming is the fact that fraudulent reports and audits were published to cover up the fraud and Freedom of Information/Open Records Laws were violated to keep the fraud secret. My termination for reporting the fraud was just another event in a long line of travesties.
Representatives of each of the fifty-eight agencies/departments contacted can readily ascertain their exposure to this fraud by reviewing the first two CD folders listed above and investigating ALL grants awarded to the City of San Antonio, Tx (including any agencies, programs, etc associated with the City of San Antonio) over the past 25 years. If a Federal grant, State grant or similar arrangement included funding for telephone support one must conclude that the agency was exposed to the fraud perpetrated by City of San Antonio employees and covered up by the Office of Municipal Integrity and others.
Numerous past and present City employees supplied sworn statements concerning the fraud during the short-lived Municipal Integrity investigation and compliance audit. A sampling of this information is contained in the CD folder Impact of Fraud.

The Legislative Black Caucus is now headed by Catherine Pugh who by no coincidence is from Baltimore where much of this slight of hand with funding happens all to the favor of Baltimore Development and Johns Hopkins. Without coincidence as well the Baltimore World Trade Building is where these 'innovation' agencies reside. The black caucus knows why K- 12 funding in Baltimore was cut-----Baltimore is ground zero for taking K-12 corporate and public funding will end with these Maryland Assembly policies supported by both Clinton neo-liberal O'Malley and now Bush neo-con Hogan. Hogan isn't targeting Baltimore with cuts because he wants to discriminate against largely underserved communities of color---he is defunding to force this K-12 privatization platform further with the goal of expanding this platform across Maryland and all of Maryland and Baltimore corporate pols know that is the plan!
Remember, Maryland Assembly leader Mike Miller stated last year that state funding for public education would end.
Below you read Mike Miller winning 'a mandate for change' as the reason these cuts will happen---not that Mike and the Maryland Assembly planned those cuts anyway and announced that last year. This mandate Miller pretends happened had Brown winning the Democratic primary with 12% of registered Democratic voters and Hogan winning the Republican primary with around 25% of registered Republican voters.
So, now everyone in the Maryland Assembly, knowing the massive losses to Maryland through corporate fraud and government corruption are going to cut more public spending while allowing the fraud to soar. More importantly----the defunding of Baltimore education moves public schools closer to being completely dependent on corporate private non-profit support as all functions of public schools are outsourced to private contractors funded by these 'innovative' funding sources.

Legislative Black Caucus criticizes cuts to education, health care, in Hogan's budget plan

AAA ANNAPOLIS, Maryland — Members of the Legislative Black Caucus of Maryland on Thursday criticized Gov. Larry Hogan's budget proposal for cuts to education and health care.
The opposition illustrates a major point of contention that will play out this legislative session between the Democratic-controlled Legislature and a new Republican governor who campaigned on bringing fiscal restraint to state government in his upset victory in November in a heavily Democratic state.
Lawmakers from the city of Baltimore and Prince George's County are unhappy about cutting funding in half for jurisdictions where education costs more. The loss of roughly $68 million will fall more heavily on their jurisdictions, as well as Montgomery County, the state's most populated jurisdiction.
There also are reductions to education formulas in Hogan's budget. Prince George's stands to lose a total of about $39.4 million, and Baltimore faces a drop of about $34.5 million in funding that had been expected, according to a letter sent Thursday by lawmakers to the Hogan administration.
"We want to work with this governor, but at the same time we cannot sustain cuts like this in Baltimore city and Prince George's County," said Sen. Catherine Pugh, a Baltimore Democrat.
The lawmakers have asked for a meeting with the governor.
Erin Montgomery, a spokeswoman for Hogan, said the proposed budget provides more resources per student in Baltimore than any other place in Maryland. She also said the budget delivers an increase of $35 million in local aid to Prince George's County.
"Ensuring that all our students have the opportunity to receive the very best education possible, regardless of where they live, will always be a top priority for Governor Hogan," Montgomery said.
When Hogan released his budget plan last week, he noted that it still has record spending for education, despite the reductions. He also is continuing to make major investments in school construction. The budget, which is a total of about $40.3 billion, closed a shortfall of roughly $750 million for the next fiscal year, which begins in July.
Senate President Thomas V. Mike Miller, D-Calvert, told senators Thursday that Hogan won a mandate for change in November in his victory against Democrat Anthony Brown. While Miller said he was confident there would be some changes in the budget on education, he urged senators who oppose the scope of the cuts to remain agreeable as the new governor works to change the status quo.
"This is going to be a tough time for everybody, a very tough time, probably one of the toughest times that I've been here," Miller, who has been Senate president since 1987, said, noting that Hogan's plan to close Maryland's long-running budget deficit in one year is a challenging undertaking.
