What is a Foreign Trade Zone?

Trade Zone is a secure area located in or near a Port of Entry. These zones are legally outside
of U.S. Customs Territory. Within these zones, merchandise may be assembled, exhibited, cleaned,
manipulated, manufactured, mixed, processed, relabeled, repackaged, repaired, salvaged, sampled,
stored, tested, displayed and destroyed, but retail trade is prohibited.
Foreign-Trade Zone (FTZ) Definition: A Foreign-Trade Zone (FTZ) is a geographical area, located in (or adjacent to) a United States Port of Entry, authorized by U.S. Customs and Border Protection (CBP) furnished with facilities for storing, manipulating, manufacturing and finishing goods and for reshipping. Merchandise of every description may be held in the Zone without being subject to customs duties or other ad valorem taxes. These special geographic areas are under the supervision of the U.S. Customs and Border Protection under the United States Homeland Security Council.

Did you ever think the gasoline you put in your car or the jet
fuel used in airplanes could be made in a Foreign-Trade Zone?
Chances are pretty good these days that the gasoline and jet fuel
you use may have been made in one. But what about the plastics
in bottles, or chemicals used in everyday household items?
Many components used in the production of those items also
come from FTZs.
Since the early 1990’s, the Foreign-Trade Zones Board has
approved over 80 refinery/petrochemical subzone applications.
The refinery/petrochemical plants are located everywhere from
Hawaii and California to the mid-west, east coast and all along
the Gulf.
How does it work? The foreign-trade zone program is a federally
designated program pursuant to the Foreign-Trade Zones
Act of 1934. According to the Act, the purpose of zones is to
“expedite and encourage foreign commerce” while promoting
manufacturing in the U.S.
Refinery FTZs import a common feedstock, crude oil. The
crude oil is generally dutiable at $0.105 or $0.0525 per barrel
depending on API gravity. Today’s FTZ regulations permit the
zone operator to use an inventory control system that effectively
matches the dutiable crude oil to a variety of by-products. Many
of the by-products are of lower duty than the crude oil. This
mechanism is known as the inverted tariff relief. Thus for the
oil industry, the FTZ program provides a leveling of costs to the
importer and still supporting the domestic industry.
There are other benefits for refineries participating in the FTZ
program. Since zones are located outside U.S. commerce,
customs duties on imported crude oil and feedstock received at
a refinery are not be paid until the finished products enter the
United States for consumption – time value of money.
Another Customs-related benefit is the direct monetary savings
due to products manufactured in the zone and subsequently
exported. Customs duties are never paid on FTZ products that
are directly exported from a zone.
ExxonMobil
ExxonMobil has been a participant in the FTZ program since
late 1995. Currently, ExxonMobil has five refinery complexes
approved by the Foreign-Trade Zones Board.
ExxonMobil buys and refines crude oil from the U.S. and
over twenty countries around the world. Refining the crude in
a foreign trade zone allows ExxonMobil to reinvest the duty
savings and promote its export program.
For example, many times ExxonMobil buys foreign crude,
refines it into jet fuel, moves it in-bond to another foreign trade
zone (like an airport), and loads the jet fuel on an airplane bound
for international destinations. In this instance, no formal entry
has been made.
Many departments at ExxonMobil, like purchasing, scheduling
and legal, are aware of the program, its costs and its benefits.
ExxonMobil was an early participant in the FTZ program and
has enjoyed the success of the duty savings and duty planning
opportunities.

We would ask this----who values our national parks and for what reasons? The left social Democrats pushed conservation, recreation, and access to all citizens ------the right wing sees these spaces AS NATURAL RESOURCES ready to mine and harvest. Think why a Trump would choose what is surely a 'CONSERVATIONALIST POSER' ----Republicans have over several decades had Congressional majorities where they could have allowed these national parks be dismantled but they did not. The sequestering of these lands from development secured these resources for NOW---WHEN A GLOBAL 1% HAVE POWER TO TAKE ALL PUBLIC LAND. So, forgive me for doubting Mr Zinke's creds on conservation ----I think he is simply glad to hold these resources for global corporations---ergo why he supports extraction. Zinke was never that NATIONAL PARK FOR THE PUBLIC GOOD----he was that National Park to secure masses of land for global rich exploitation.
I would ask my conservative Republican HUNTERS to WAKE UP----this guy is not working for you either----there is no hunting and fishing in strip mining, timber, and oil and natural gas drilling operations and their areas of operations. Large sectors of these national parks will be designated for global corporate operations. It will be kept PUBLIC----so taxpayers are still responsible for maintenance and damages----
Trump’s choice for interior gets mixed reviews

By picking Representative Ryan Zinke (R–MT) to be secretary of the Department of the Interior, as the media have widely reported, President-elect Donald Trump is tapping into two common, and sometimes conflicting, attitudes toward federal lands in the rural West.
A hunter raised in northwestern Montana, not far from the peaks of Glacier National Park, Zinke (pronounced “zeenkee”) has won plaudits from some conservation groups for pushing to keep federal lands in federal control and protect access for hunting and recreation. At the same time, he’s an ally of the fossil fuel industry who has railed against limits set by the Obama administration on coal mining and oil and gas drilling on those same federal holdings. Zinke has also questioned the science behind climate change.
Zinke’s mix of positions makes him a less ideologically rigid Cabinet pick than several others expected to play a significant role in environmental issues, says Jeff Ruch, executive director of the Washington, D.C.–based Public Employees for Environmental Responsibility. He contrasts Zinke with the choice of former Texas Governor Rick Perry as energy secretary and Oklahoma Attorney General Scott Pruitt to head the Environmental Protection Agency. “This guy is not doctrinaire or antithetical to the continued existence of his agency,” Ruch says. “So this is significant.”
The Trump transition team hasn’t formally announced the job offer, and Zinke has yet to make any official statement.
As interior secretary, the 55-year-old Zinke would be in a key position to shape policy on hotly contested environmental issues. The post oversees more than 200 million hectares of federal land, including the Bureau of Land Management (BLM), which controls the bulk of the public leases for coal, oil, and natural gas extraction. Much of the nation’s protected wilderness, from national parks to national monuments, would be under his purview. So would the government’s handling of many endangered species through the U.S. Fish and Wildlife Service.
A former Navy Seal commander with an undergraduate degree in geology from the University of Oregon in Eugene, Zinke was a senator in the Montana state legislature from 2009 to 2011. He won the state’s lone seat in the U.S. House of Representatives in 2014 and was reelected by a 15-point margin last month.
In Congress, Zinke has allied himself with conservation groups on some issues related to protecting federal lands. He supported permanent funding for the Land and Water Conservation Fund, which uses royalties from offshore oil drilling to fund conservation programs. And he has split with some of his fellow Western state conservatives by resisting calls to turn federal lands over to state and local control. In July, he resigned from the Republican platform committee because the platform called for turning over some federal lands to the states.
“Quite frankly, most Republicans don't agree with it and most Montanans don't agree with it,” Zinke told the Billings Gazette at the time. “What we do agree on is better management.”
That stance has won praise from conservation groups ranging from the Rocky Mountain Elk Foundation and other hunting advocates to the Montana Wildlife Federation (MWF). “He’s certainly broken with some of the ideological doctrine on those issue, and I think he’s done a better job reflecting the interests of people in Montana to keep these lands managed by the federal government,” says Dave Chadwick, MWF’s executive director in Helena.
But Zinke has clashed with the Obama administration on policies related to the energy industry. He has criticized BLM regulations to revive sage grouse populations in the West, arguing the states should have control instead. Sage grouse habitat overlaps with oil and gas fields, raising concerns that protections will restrict drilling. He has opposed Interior Department rules finalized in mid-November that clamp down on methane releases from oil and gas operations, and pushed legislation easing a moratorium on federal coal mining leases. He has also spoken in favor of the recently rejected Keystone XL pipeline.
Alan Olson, executive director of the Montana Petroleum Association in Helena, thinks Zinke’s appointment signals potential relief from recent restrictions on his industry. He hopes the department will be more open to accepting state standards regulating oil and gas extraction with Zinke at the helm. “He’ll sit back for a minute and he’ll look at what’s already being done now [and ask], ‘Why do we need additional federal rules?’” says Olson, who served with Zinke in the Montana Senate.
For some environmentalists, Zinke’s alliance with the oil and gas industry tarnishes his conservation credentials. “Zinke loves oil and gas and coal. And he has completely changed his tune on climate change as his ambition has risen,” says Anne Hedges, deputy director of the Montana Environmental Information Center in Helena.
In 2010, he signed a letter to President Obama urging him to pursue comprehensive clean energy and climate change legislation, and warning that states faced “steep costs due to the risks associated with climate change.” But once he decided to seek statewide office, Hedges says, Zinke’s “moderate” views hardened. In a 2014 debate, for example, The Montana Standard newspaper quoted him saying that climate change is “not a hoax, but it’s not proven science either. … You don’t dismantle America’s power and energy on a maybe. We need to be energy independent first. We need to do it better, which we can, but it is not a settled science.”

THROWN ASIDE AND DEPORTED.
States like CA and Texas which have been at these FTZ for a few decades have almost all real estate assigned to FTZ----
Virginia’s FTZ 20 Expansion Approved

Expansion of Virginia’s Foreign-Trade Zone (FTZ 20) into northeast North Carolina was approved by the US Department of Commerce and the decision provides another means of attracting cargo to The Port of Virginia, the port’s CEO says.
“This is an incentive that can be used to attract business to the port and investment and jobs to locations within the FTZ,” said John F. Reinhart, CEO an executive director of the Virginia Port Authority (VPA). “The benefits of the FTZ can be significant and this decision opens the door in northeast North Carolina to those benefits. This gives companies that are considering an investment or expansion another reason to implement their decision.”
Companies operating in Foreign-Trade Zones can defer, reduce or eliminate US Customs duties on imported products. Once in a zone, imported components can be stored, distributed, assembled, manufactured, repackaged, tested, etc., and Customs duties are not paid on products exported outside of the US, rather duty is only paid on products entering US Customs territory.
Manufacturing operations receive the most benefit from the FTZ when the duty-rate on the raw materials is higher than the duty-rate on the finished product and when the volume of imported shipments is high.
In May, the port, which is the grantee of FTZ 20, applied to the Commerce Department’s Foreign-Trade Zones Board to reorganize the zone under the Alternative Site Framework (ASF) option. The ASF designation streamlines the process for companies applying for FTZ status.
The approval, which was made on Nov. 29, clears the path for inclusion of Elizabeth City, NC, and Camden, Chowan, Currituck, Gates, Hertford, Pasquotank and Perquimans counties. Previously, these locations were not included in any FTZ service area. Because no FTZ in North Carolina was close enough to sponsor these counties, they approached the VPA seeking expansion of FTZ 20 into northeast North Carolina.
“For many years, The Port of Virginia has been the global gateway for international trade for this area of North Carolina,” Reinhart said. “Infrastructure improvements paired with the expansion of the Panama Canal will provide these communities additional opportunities to promote the connections to the port and benefits of the FTZ.”
Prior to the approval, the FTZ 20 service area consisted of Chesapeake, Franklin, Hampton, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach and Williamsburg and Accomack (partial), Gloucester, Isle of Wight, James City, Mathews, Northampton, Southampton, Sussex, Surry and York counties.
Foreign Trade Zone 20 is the most active zone within the Commonwealth, hosting 17 warehouse/distribution and production locations with 71 firms utilizing the general purpose sites. In the 2015, FTZ Board Annual Report to Congress, Virginia is ranked no. 13 in production exports, no. 19 in warehouse/ distribution exports and no. 20 in merchandise received for production sites.
“This development will encourage companies – current and potential port users – to choose to do business and create jobs within the Foreign Trade Zone that is primarily served by our port,” Gov. Terry McAuliffe said. “The Port of Virginia is one of the Commonwealth’s strongest economic assets, and this expansion of the FTZ improves our ability to bring more business to the port and create more jobs along the way.”

Prince George's seeks to designate entire county as a Foreign Trade Zone

Prince George’s County describes itself as the “ideal location” for a foreign trade zone, given its close proximity to Interstate 95, three major airports, the federal government, a huge retail market and one of the nation's largest population centers.
But the county's 34-year effort to get its free trade zone going has flopped. It tried one industrial park, and then another. Neither drew interest from the manufacturers, importers and exporters that could enjoy the tax benefits of a trade zone designation.
So the county’s Economic Development Corp. is trying again, with an entirely new model. Instead of designating a business park as a foreign trade zone, it has filed an application with the U.S. Department of Commerce Foreign-Trade Zones Board to designate the entire county as an FTZ.
“It then becomes business-specific rather than site-specific,” said Pradeep Ganguly, the EDC’s senior vice president. “We believe it will make it more efficient and effective.”
The application was filed in early May, Ganguly said. The review can take as long as a year.
All foreign trade zones are located near U.S. ports of entry but are considered outside the territory of the U.S. Customs and Border Patrol. Products may be assembled, exhibited, manipulated, manufactured, packaged and repaired (not sold) within an FTZ. Duties are deferred on most products and components, and eliminated on others. Companies within a zone have access to streamlined customs procedures, in addition to state and local benefits, such as Maryland’s manufacturing incentives and enterprise zone tax credits.
The overall objective of the FTZ program, per the U.S. Foreign-Trade Zones Board, is to "encourage commercial and industrial operations in the United States that would otherwise have been conducted abroad for customs reasons, including export activity."
Prince George’s County’s Foreign Trade Zone #63, as it is called, launched in 1980 in the Collington Business Park, located at Route 301 and Queens Court. It fell flat.
In 2006, the EDC expanded the zone to Steeplechase 95, a new 110-acre mixed-use business park located at the Beltway interchange with Ritchie Marlboro Road. Again, it flopped, and in 2011, the FTZ designation expired.
It was at that point the county made the “strategic decision to reapply for Foreign Trade Zone certification under a new framework,” under which all of Prince George’s would be designated a foreign trade zone, Ganguly said. In Maryland, he said, the City of Baltimore and Anne Arundel, Baltimore, Cecil and Harford counties are organized in a similar way.
If approved by the Foreign-Trade Zones Board, companies “now located anywhere” in Prince George’s can request a minor boundary modification from the EDC to establish their site as a Foreign Trade Zone, a process that takes only 30 days.
There are only two FTZs in the immediate Washington area, in Prince George’s and at Dulles International Airport. Two companies operate out of the Dulles Trade Zone #137, Fortessa Inc. and CSS Air Freight.

April 21 -- China is urbanizing at a staggering rate—in 35 years, it has added more than 500 million people to its cities. As a result, it looks like the world has vastly underestimated the size and scope of growth in China's megacities, defined as those with more than 10 million people, according to a new report by the OECD. Bloomberg's Yvonne Man has more on "Trending Business."
We are not a DAVE HODGE fan as he appears more tied to global Wall Street fear factor than simply educating on public policy. 'The Nightmarish Megacities of the Near Future
Six years ago, during the 2008 presidential campaign, I attended a Town Hall meeting sponsored by Republican and Presidential hopeful, Senator John McCain, where he was asked if he was opposed to the spread of the United Nations Agenda 21 policies throughout the United States. McCain proudly proclaimed that he had never heard of Agenda 21. That was an interesting comment coming from a senator who co-sponsored the Central American Free Trade Agreement (CAFTA) which erased all American tariffs, established an international high corridor transportation system for the elite’s business needs and obliterated the constitution in the process.

During this time, the global elite’s plan to establish 11 megacity regions, each containing approximately six million people each was being established under stealth. McCain had a vested interest in lying to his fellow Arizona citizens about the role that his creation, CAFTA, would play in the establishment of the New World Order running amok and swallowing up what would be left of America.
It was during this time that McCain’s obvious obfuscation of the truth sent me researching the megacities concept. Even with the availability of sparse information, I was able to determine that Americans would be herded up like cattle and deposited into these 11 regions. It was also during this time that if you dared to speak of the megacities concept, people would just roll their eyes and call you a “conspiracy theorist”. Times are changing.
In the present time, locating the publicly available information on the megacities topic is child’s play. In fact, I am quite shocked that more of my colleagues in the truthful media are not immersed in this topic and shouting from the rooftops about the implications posed by the implementation of these 11 urban areas to our collective lives, liberties, properties and our very existence.

Where ever you find a bold new initiative related to the plans of the global elite, you will find documentation arising from various think tank organizations in support of these goals. With regard to the coming forced subjugation of the American population to the “stack and pack” megacities, two important papers, the 3-D: Infrastructure for California’s Future and the National Academy of Public Administration’s “Memos to National Leaders: Partnerships as Fiscal Policy”, jump to the front of the line in espousing the megacities concept.
These papers focus on how tax restructuring can be used to finance and build the new megacities. I wrote about these tax plans emanating from Obama’s community activist mentor, Mike Krulig and his group known as Building One America, in a previous article. These papers detail the plan to depopulate and destroy the suburbs and the rural areas of America while diverting the tax base derived from the suburbs and rural towns, cities and counties and using that money to construct the infrastructure of the megacities.

There are a number of prominent players emerging in this enslavement of America and one has taken center stage and it is called “America 2050“.
When Americans begin their morning as they depart their high rise “Stack and Pack” apartment building, they will be immediately scanned, identified and followed by the Intellistreet light poles. The light poles, already have been beta-tested in Farmington Hills, MI. and in Birmingham, UK., and will scan you for weapons after identifying you. It will have the capability to speak to you (i.e. “Don’t jaywalk Mr. Smith), issue summons to be mailed to your computer and notify the police of your location if you have a warrant for your arrest. In the last line of the following manufacturer video on Intellistreets, they admit to housing Department of Homeland Security features, but the video does not elaborate.

Some of the DHS features would include what is loosely referred to as “mind-reading technology”. The Defense Advanced Research Projects Agency (DARPA) is investing $70 million to develop a new implant that can track, and respond to, brain signals in real time. In the summer of 2013, I was contacted by an anonymous source who wanted to come on my show and expose a DARPA program of mind-reading being researched and implemented at Arizona State University. Less than two days before his scheduled appearance, he backed out sighting fears for his life. Confirmation for the involvement of Arizona State University in this project is confirmed here.
In short, Intellistreets is part of the overall Smartgrid system which will have the capacity to control 100% of your energy usage and, as we can now see, this system will monitor the population for dissident thinking and planning, presumably with the goals of eliminating any and all dissent.
Prominent scientists such as globalist servant, Michail Fragkias, who serves as the chief scientist for the UIN’s “Planet under Pressure” boldly states in his best Fabian Socialist voice that people should be required to reside in densely populated cities because “we certainly don’t want them strolling about the entire countryside. We want them to save land for nature by living closely together.”
Scientists, such as Fragkias, are developing technology which would seem quite unbelievable to the average person. Americans will be living in 300 square foot apartments, in buildings that contain furniture that folds into the wall and televisions that can become translucent or opaque upon command. The commoners will not own cars as did feudal serfs, from centuries ago, the average person will never stray more than a few miles from their home base.

The America 2050 plans include high speed bullet trains which will only be used to connect the 11 megacities. These federally funded projects are already underway. Does your city have light rail? If so, your community is already a participant. New York City, San Francisco, Chicago and Ft. Collins, CO. are just a few of the many communities that are building micro apartments.

How Will the People Be Moved Into the Stack and Packs?
As I have previously pointed out, in China they are moving rebellious rural area residents, from the outlying provinces, into the stack and pack cities, dubbed “Ghost Cities”, and they are doing so by force and at the rate of one million citizens per month.
In the United States, food will be the weapon of choice that will be used to be move people to the target areas. Today, people are being nudged by EPA and BLM policies to the inner city areas. In tomorrow’s world, food will be the enticer to move people to the inner city. With small farmers out of the way, only large corporate farms will exist.
A prominent player in the new megacities concept is Ecocity Builders. They espouse the four following beliefs:
• Human settlements modeled after sustainable development that functions with natural ecosystems and living organisms
• Reduce the inhabitants ecological impact on the environment
• Restoration of ecosystems after the recolonization of humans into dense cities
• Sustainable living under Agenda 21 supports regional, national and global economic systems
Please note the phrase “recolonization of humans into dense cities”. Does the term “recolonization” really need any further explanation?
