Chicago’s Most ‘Violent’ Neighborhoods

"Why is Chicago so violent?"
I get this question a lot. I work in Englewood, a Black, South Side neighborhood known more for its violence and joblessness than strong block clubs and wide boulevards.
An international spotlight shines on Chicago as the city works to reduce violence. While answering such a complex question won’t yield a simple or comfortable answer, there are some shared characteristics about the places where the majority of violence lives.
The most brutal enclaves of the city are the most troubled—plagued with poverty, excessive unemployment, foreclosures, blight, food deserts, underperforming schools, high rates of preventable diseases, lack of economic development, etc.
Segregation, however, is rarely broached in Chicago violence discussions, but it’s impossible not see the connection. The most violent corners happen to be in the most racially isolated and poverty stricken areas. The handwringing around crime involves a lot of finger pointing, lamenting about lost Black youth, and expectations of police to solve violence by themselves. Each Monday morning, there are news reports about how many anonymous people got shot over the weekend. Chicagoans are reminded that more of our residents have died violently than the number of soldiers in Afghanistan.
These accounts don’t help solve violence, and they lack empathy.
So here’s a snapshot of a couple of high-crime neighborhoods:
Englewood is seven miles south of downtown Chicago. Originally settled by German and Irish immigrants, the neighborhood once boasted the second-busiest shopping district in the city. By the time Blacks started moving in during the 1950s, redlining (limiting or denying services to a community because of the race of its residents), a declining housing stock, and disinvestment were on the fast track.
According to city public health statistics, today, Englewood’s unemployment rate is 25 percent. Forty-two percent of the neighborhood's residents live in poverty; for children the number is almost double. The per capita income is less than $12,000 and 29 percent of residents have no high school diploma.
Now let’s go to North Lawndale, formerly the global home of Sears, Roebuck and Co. and five miles west of downtown Chicago. By the 1960s, Blacks replaced Jews in the West Side neighborhood. Housing became overcrowded and businesses packed up and left, which turned the area into a Black ghetto. The 1968 riots following the assassination of Dr. Martin Luther King Jr. cemented this status. City stats show that 39 percent of residents today live below the poverty level and 30 percent have no high school diploma. The median income is the same as Englewood’s. North Lawndale residents have higher cancer, stroke and diabetes rates than dozens of other Chicago neighborhoods.
The demographics of Englewood and North Lawndale paint an ugly picture of segregation and poverty—conditions that trigger violence. But as long as I’m pulling the curtain back on the two communities dogged by reputation and shackled to violent identities, I must reveal something else, a dirty little secret. Englewood and North Lawndale aren’t just despondent places with downtrodden Black folk waiting for handouts. Urban agriculture, families, cultural councils and hints of a resurgence in retail shops are a part of these communities, too (we'll talk about this more in a future article).
And there’s more to Black Chicago than violence. Our lives here are not all dismal and laden in poverty. According to the U.S. Census, the 33 percent of the city’s 2.7 million residents are Black, second to New York City with the largest Black population. The census shows that Black-owned firms in Chicago total 23 percent, reflecting how the city has long been the nation’s capital of Black businesses. Among them: Loop Capital and Burell Communications, Gallery Guichard and, of course, Johnson Publishing Company. Miles and miles of Black middle class neighborhoods extend throughout the city with trim lawns – distinguishing it from many high-density Black communities, say, on the East Coast. Chatham, Pill Hill, Auburn-Gresham, Park Manor, Jackson Park Highlands and the Hyde Park/Kenwood (where President Barack Obama’s mansion is) neighborhoods boast households led by Black doctors and Black postal workers alike.
But until poverty and segregation are addressed, the comfort of these Black archives will be both compromised and evasive to those living just blocks away.

Sri Lanka: Military offensive used to clear eastern Special Economic Zone

9 July 2007In an unprecedented move, the Sri Lankan government has created a High Security Zone (HSZ) around a new Special Economic Zone at Sampur and Muttur East in the eastern district of Trincomalee. The area was held by the Liberation Tigers of Tamil Eelam (LTTE) before being seized by the military last September in open breach of the 2002 ceasefire agreement.
The latest decision has exposed all the lies used to justify the offensive. Whatever the military logic, the action was aimed at grabbing land and turning it into a secure area for investors, domestic and foreign, to exploit cheap local labour. Sampur lies on the southern side of the strategic deep-water harbour of Trincomalee.
The presidential gazette notification creating the HSZ was dated May 30 but only became public knowledge in mid-June. President Mahinda Rajapakse appointed eastern army commander, Major General Parakrama Pannipitiya, as the Competent Authority to control the area. The HSZ covers 14 villages inhabited mainly by Tamils, as well as all surrounding waters.
Muttur East and Sampur were among the first areas targetted after President Rajapakse ordered the army onto the offensive last July. The military top brass and sections of the Colombo press had repeatedly warned that LTTE artillery could threaten the Trincomalee naval base from its positions in Sampur—even though under the 2002 ceasefire no attacks had taken place.
Significantly, the government had already allocated 675 square kilometres to establish a Special Economic Zone in February 2006 even though the area had not been “cleared” of LTTE fighters. The minister in charge of the Board of Investment (BOI) even set up an office at China Bay in Trincomalee port to facilitate investment.
The military offensive last August and September has since cleared the area not only of LTTE fighters but much of the population. Tens of thousands of civilians were displaced during the heavy fighting and have joined hundreds of thousands of others in squalid refugee camps in the Batticaloa district. Now they will be prevented from returning to their homes and land.
According to the HSZ regulations, no person, boat or vessel can enter the area without written permission from the Competent Authority and his delegated officers. Any person, boat or vessel that fails to obey the military’s orders can be fired upon and taken into custody. No insurance or compensation will be paid in any cases of death, injury or damage caused by the military. Anyone convicted of contravening the regulations faces a prison term of between three months and five years, as well as a fine of not less than 500,000 rupees ($US4,490) and forfeiture of their seized property.
Since civil war erupted in 1983, the military has established extensive HSZs in the North and East around its installations, expelling hundreds of thousands of Tamils from their homes and land. On the Jaffna peninsula alone, 15 HSZs have been established covering 180 square kilometres. In the East, several HSZs have been created in and around military complexes and camps. This is the first time, however, that a HSZ has been established to protect business interests.
Tamil organisations have condemned the decision as a form of ethnic cleansing. Evicting Tamils from their land is a particularly sensitive issue. Successive Colombo governments in the past have expelled Tamils from various areas, particularly in the East, to make way for settlements of impoverished Sinhala farmers. The discriminatory policy is one of the sources of tension that led to the war in the first place.
In a letter to President Rajapakse, R. Sambandan, the leader of the pro-LTTE Tamil National Alliance (TNA), declared that the move amounted to removing the “birth rights” of Tamils. He accused the government of attempting to further change the demographic structure in the district and appealed for the decision to be reversed.
One refugee told the BBC last month: “There are over one hundred tanks [water reservoirs] and thousands of villagers’ lands in the area. We have our kovils [Hindu temples] numbering over twenty. It is even difficult to think of leaving our villages and settling in a different place. We humbly beg the government to give back our lands and resettle all of us. If not, we are prepared to sacrifice anything in the struggle for our rights.”
Another villager told the BBC that the displaced did not want assistance from the government, but to be permitted to go back to their villages. “For God’s sake please allow us to settle in our villages,” she said.
In comments to the Hindustan Times, defence spokesman Keheliya Rambukwella admitted that civilians would not be allowed back into the HSZ, cynically declaring that it was “both for their own security and the security of the vital establishments to come up there”.
Rambukwella also acknowledged that the government was to invite investors into the SEZ but defended the move, saying: “Economic development schemes sometimes require the resettlement of populations. Earlier, the Mahaweli irrigation scheme in South Sri Lanka had displaced thousands, but no one objected to that!”
What Rambukwella omitted to point out was that there was no precedent for using the military to clear an area for economic development, forcing people out at the point of a gun. In the case of the Mahaweli irrigation scheme in the late 1970s and early 1980s, which displaced tens of thousands, the United National Party government faced widespread protests and was forced to grant land and compensation.
The establishment of an SEZ in Sampur and Muttur East is part of broader government plans. In handing down the budget last November, President Rajapakse declared: “The government is committed to build a Northern expressway and several other main roads and bridges in districts in the North and East to promote Trincomalee as an investment and tourism zone.
“The urban development authority and the board of investment have already finalised an infrastructure development plan for Trincomalee as an investment and tourist zone and will provide risk guarantees, tax exemptions, foreign exchange and other incentives to attract investments. Trincomalee harbour will be used for activities associated with domestic commercial cargo to ease the pressure of Colombo Fort.”
Last December the Lanka Electricity Board signed an agreement with the Indian Ministry of Power and Energy to establish a $US350 million coal-fired power plant in the recaptured Sampur area. The announcement triggered widespread protests, forcing the Indian government to postpone a final decision on the site. The new power plant is obviously a central component of plans to establish other industries in the Trincomalee district.

Many people have noticed that several of the local police officers, particularly the younger ones are more gruff, rude and even abusive as compared to the past. Many veteran officers attribute the shift towards DHS’ training of local police which focuses on teaching the police that the public is their enemy as opposed to the traditional view that teaches that the local population and the police are partners in keeping the community safe.
Whatever happened to the friendly neighborhood cop who walked a beat, was well-known and respected by the local residents and was seen as the protector of the neighborhood? Far too often, that cop has been replaced by thugs wearing camouflage, bank robber type black ski masks who are armed with automatic weapons and sometimes even break down the doors of people who are innocent.
A Long-Term Trend Towards the Militarization of the Local Police
Americans have long maintained that a man’s home is his castle and that he has the right to stand his ground in defending his property from dangerous interlopers.
Unfortunately, the right to defend one’s own home may be disappearing. America has become Swat team happy. America has seen a disturbing trend towards militarization of its local civilian law enforcement, along with a dramatic and very disturbing rise in the use of paramilitary police units being used for routine police work. The most common use of SWAT teams today is to serve narcotics warrants, usually with forced, unannounced entry into the home. However, anyone can be swat-teamed, even those who default on their student loans have been swat-teamed.
Since 9/11, and the subsequent militarization of the police by the Department of Homeland Security, about 5,000 Americans have been killed by US police officers. The civilian death rate is nearly equal to the number of US soldiers killed in Iraq. In fact, you are 8 times more likely to be killed by a police officer than by a terrorist.
Salt Lake City: The Federalization of Our Police
Under the creation of the Unified Police Department (UPD) in Salt Lake City, Utah local jurisdictions and municipalities which were previously controlled by the Salt Lake County Sheriff’s Office, was reallocated to UPD. The UPD is a regional police force. They answer to no mayor, no city council and no county commissioners. The UPD is Salt Lake City’s new police department and serves as the model for the program which is being implemented in other police departments across the nation. This centralized Gestapo type of law enforcement does not belong anywhere in America.
It is clear that the police departments are being trained as the local enforcers of the coming marital law and they are also being trained to use horrific brutality.
While the majority of police officers are good men, reports like raiding the wrong house and subsequently killing the individuals inside are becoming more common place and the officers that are involved rarely face any sort of consequences.
John Adams 61, was shot and killed by police in a drug raid on the wrong house. His wife Loraine, 70, was also handcuffed and forced to the ground. Not one of the officers has lost their job. In fact, some have even been promoted since the event.
Jose Guerena murdered by the Pima County Sheriffs in Tucson.
Jose Guerena was shot and killed by several members of the Pima County Sheriff’s Office on a drug raid that produced no evidence of drug use or that of selling drugs. He was an Iraq veteran and the Pima Sheriffs officers let him bleed to death over the course of an hour after being shot over 60 times. The deputies denied Guerena medical attention. Not one of the officers has lost their job.
The Guerena and Adams cases are being played out all across the country. This is unacceptable in a supposed free society. However, what we are witnessing is the militarization of police for what looks like brutal martial law training. Why else would we see such senseless acts of violence being committed by police against American citizens all across the country?
The Data Says It Is Time for the Public to Act
The CATO Institute’s National Police Misconduct Reporting Project, in 2010 there were 4,861 reports of police misconduct involving 6,613 sworn officers and 6,826 alleged victims.
The question of police discipline is one of the fox watching the hen house. Far too often the police are left to discipline themselves. Many communities who are dissatisfied with police departments’ internal discipline procedures have created volunteer police watch groups to prevent the police from hiding behind the discipline offered by colleagues as they hide behind the “thin blue line”, which serves to protect fellow officers accused of wrong doing.
Coupled with the paramilitary design of the police bureaucracy itself, the police give in to what is already a serious problem in the ranks: the belief that the increasing use of power against a citizen is always justified no matter the violation. The police don’t understand that in many instances they are the cause of the escalation and bear more responsibility during an adverse outcome. The Solution Is to Film Cops in the Performance of Their Duties
As the saying goes, a picture is worth a thousand words. Police should be filmed in the performance of their duty so there is no question as to whether the police are applying excessive force and are following the Constitution.
We can no longer trust cops to operate on their own authority. They must wear cameras.
In Minneapolis, the city government voted to spend $25,000 to have cops wear cameras in the performance of their duties. City Council member, Betsy Hodges, said that the city will ultimately save money from lessening the number of law suits.
Film Cops and Get Life In Prison
Unfortunately, many police are not warm to the idea of being filmed in the performance of their duties. However, it is perfectly legal to film cops so long as they are not interfered with as nobody in public has an expectation of privacy. Yet, the law has not stopped some cops from abusing their authority and arresting people for harmlessly filming officers in the performance of their duty.
Michael Allison, recorded police officers on duty in his front yard inspecting vehicles he was repairing. The police cited Allison for failing to properly register his vehicles, and so he requested an ordinance review hearing. Allison now faces five felony counts, with each count carrying a penalty for 15 years in prison. For videotaping police and a court proceeding, Allison faces an unbelievable total of 75 years, or the rest of his life in prison under Illinois new eavesdropping statutes.
ConclusionClearly, the tide of increasing and deadly police brutality must be stemmed in America. The solutions that should be invoked are (1) invoke the 10th Amendment and forbid DHS to train local law enforcement; (2) repeal the legislation which permits the military and DHS to donate military hardware to local police departments, it is not needed and promotes a paramilitary attitude towards police work; (3) establish a citizen review board which will have authority over all complaints regarding police brutality. The police can longer be allowed to judge their own; and, (4) require all on-duty police to wear cameras when they are on duty.
These simple actions could go a long way towards re-establishing civilian control over too many departments which are clearly out of control and are serving to endanger the public as opposed to serving the public.

Cartels Are Reportedly Building DIY Drones to Fly Drugs Over the Border

We know that small-fry drones have been used to smuggle illegal drugs and contraband into prisons, and that mobsters used a homemade drone to smuggle cigarettes into Russia. According to various reports, the Mexican drug cartel is also manufacturing drones to transport narcotics over the US border.
The cartel drone effort was reported by a Missouri drone lawyer last year and the security news site Americas Postes in 2010, and recently resurfaced by Quartz and Robotics Business Review.
"Before long, ambitious cartel members will begin to fly unmanned drone aircraft from Mexico into the US, packed with high value narcotics," drone lawyer John L. Davidson wrote on his blog.
The use of drug drones wouldn't be surprising. Homemade unmanned vehicles are more cost-effective and lower risk than sending manned aircraft and narco submarines to smuggle drugs into the US.
"Theoretically it's something that could be done and indeed we should expect it at some point in the future," Peter Singer, a UAV security and intelligence expert at the Brookings Institute, told me in an email.
“Cartels are adaptive in their use of technology. And drones are a technology becoming more and more available,” he said. “They will match new means to their old ends. The key questions for them as to whether they use drones more and more will be how they allow the cartel to evade surveillance or capture, and lower costs compared to traditional methods."
Davidson wrote that traffickers in Mexico and Latin America are using homemade drones made by line workers from aircraft factories moonlighting for the cartels. One narco drone assembly line is located in the Santa Fe District of Mexico City, near the Bombardier factory at Queretaro, according to Davidson. The drones are made to be lightweight, easily transported, undetected by radar, and strong enough to carry the necessary payload.
Reportedly, the cartel drones are on authorities' radar. Americas Post reported that the Public Security Secretariat of Mexico (SSP) made an announcement four years ago explaining how the cartels were using ultra-lightweight UAVs to smuggle cocaine into the States.
The Undersecretary of the SSP, Francisco Gonzalez, told the Post that the drug-toting drones weigh about 100 pounds and can transport 100 kilograms of cocaine per trip. A kilo of coke that costs $1,700 in Colombia or $8,000 in Mexico sells for $30,000 in the US, he said, earning the traffickers some $2 million a flight.
US border patrol has of course been using drones to spy on the cartels for years, but officials have not yet confirmed that the technology is also being leveraged by the drug runners. I contacted the FBI field office in El Paso to comment on the reported operation, and will update with their response.

Friends of the Earth claimed Obama 'sold the American people a false bill of goods.'
Democratic presidential candidate Bernie Sanders agreed it was 'even worse than I thought' and promised to 'do everything I can to defeat the TPP.'

Unions, lawmakers and interest groups questioned the long-awaited text of the landmark U.S.-backed Pacific trade deal that was released today, setting up a potentially long and difficult path to ratification by the United States, the biggest of the 12 partners.
GOP leaders say they may push the legal limits and wait nearly a year to bring it up, until after the 2016 elections have passed.
Arguments over the agreement, aimed at cutting taxes and tariffs on commerce in 40 percent of the world's economy, focus on transparency and how the pact affects workers and businesses.
'It's worse than we thought,' Lori Wallach, director of Public Citizen's Global Trade Watch, told reporters on a conference call.
U.S. labor representatives, who had already voiced opposition to the deal, said the agreement contained weak, poorly worded or unenforceable provisions.
'There are improvements, but we do not believe those improvements are significant or meaningful for workers,' Celeste Drake, trade and globalization policy specialist at the AFL-CIO, said on the same call.
Democracy for America Executive Director Charles Chamberlain said the 'agreement would push down wages, flood our nation with unsafe imported food, raise the price of life-saving medicine, all the while trading with countries where gays and single mothers can be stoned to death.'
'That’s what you get when you negotiate a deal with corporations behind closed doors and keep the public and the press in the dark until the very last minute.'
Democratic Rep. Rosa DeLauro - a staunch opponent of the deal - noted the 'secret negotiations' in her statement and declared the 'massive deal appears to be even worse for the American public than we had feared.'
'Its main problems can be simply stated: it would have us do more business with several low wage countries that have undemocratic regimes and rampant human and labor rights abuses, and it would cost Americans their jobs and reduce wages,' she said.
Sanders said in a statement posted to his Senate website, 'Outrageously, the proposed agreement includes violators of international human rights, like Brunei, where gays and single mothers can be stoned to death and Malaysia where tens of thousands of immigrant workers in the electronics industry are working as modern day slaves.'

Obama, who championed the deal, will have to muster support among moderates in Washington to ensure ratification.
'The TPP means that America will write the rules of the road in the 21st century,' Obama said in a post online. 'If we don't pass this agreement - if America doesn't write those rules - then countries like China will.'
If ratified, the TPP will be a legacy-defining achievement for Obama and his administration's pivot to Asia, aimed at countering China's rising economic and political influence.
China has responded with its own proposed 16-nation free-trade area, including India, that would be the world's biggest such bloc, encompassing 3.4 billion people.
The White House formally notified lawmakers this afternoon that the president intends to sign the deal.
It started the 90-day clock before his signature triggers the next step in a process of seeking final congressional approval.
'It is vital that we use this 90-day review period - established for the very purpose of evaluating the agreement before the President signs it - to dig into the details and engage in a vigorous back-and-forth,' said Representative Sander Levin, ranking Democrat on the House Ways and Means Committee, whose support will be vital for ratification.
The earliest the TPP could come before Congress is March, just as the U.S. presidential primary season is heating up, creating the risk that the deal becomes a campaign issue.
That's why leadership in the legislative branch wants to wait the full 90 legislative days allotted before a vote is taken, until after the November 2016 election during the lame duck period between the current session of Congress and the next one.
