Policy implementation calls for efficiency. But because policy concerns range over broad social and political-economic areas, the efficient pursuit of one particular goal may conflict with the realization of some other, equally important social interest. Hence, efficiency for its own sake cannot be a policy goal. Giving special attention to the development process, the paper discusses the problems and contradictions that arise when policymakers working in a framework of neoclassical economic theory attempt to deal with issues of equity, stabilization, markets and trade. Starting with the limitations of market efficiency when conventional requirements of social welfare as well as social and environmental sustainability are taken into account, it is argued that a more meaningful concept of social efficiency can be obtained with the help of the human development indicators elaborated by the United Nations Development Program, augmented by the sustainability indicators developed by the European Union and others during the last decade.

Treasury Secretary Jack Lew Friday pushed back at critics, — including former Federal Reserve Chairman Ben Bernanke — who’ve attacked his plan to replace Alexander Hamilton with a woman on the $10 bill.
“There are a number of options of how we can resolve this,” Lew told POLITICO’s Ben White at a Morning Money event in New York Friday morning. “We’re not taking Alexander Hamilton off our currency.”
Lew took a veiled swipe at Bernanke, who said he was “appalled” about the prospect of demoting the first Treasury secretary after Lew announced the move last month. Bernanke recommended that people read a biography of Hamilton to learn about his contributions to American economic policy.
Lew said he’s up to speed.
“I work under a life-size portrait of Alexander Hamilton,” Lew said. “I’ve probably read more about Alexander Hamilton than a lot of the people who are now jumping up and being his defenders. He’s one of my heroes. He will be fully honored.”
Lew’s plan has also drawn fire from Democratic presidential contender Hillary Clinton because he’s suggested that the woman chosen to appear on the $10 bill may have to share the space with Hamilton.
Lew joked that the currency announcement, “had a lot of people become experts in currency design.”
“It turns out that we have expanded the scope of conversation in this country in more areas than we might have anticipated,” he said.
The discussion came at the end of a week when Lew’s been occupied with more serious matters, including European negotiations to avoid a Greek financial collapse and possible exit from the euro.
At the POLITICO event Friday, Lew called on European leaders to restructure Greece’s debt. European officials are meeting this weekend.
Lew said there are multiple ways to provide debt restructuring but declined to suggest the best path.
“From the European side, there does need to be an understanding that for Greece to have a sustainable future the debt is in its current form unsustainable,” Lew said.

Baltimore County school officials propose $1.6 billion operating budget

Baltimore County school officials are proposing a 5.7 percent increase in next year’s operating budget to $1.6 billion, nearly all of the increase coming from county taxpayers.
About half of the increase — $40 million — goes to boost salaries and benefits to teachers and staff. Interim School Superintendent Verletta White said the increase would be a 2 percent increase in salary for school staff. She also proposes to continue the expansion of a program to provide a laptop for every child and move to a digital curriculum. Under the initiative, all high school students would receive the laptops next fall and the cost would increase by $10.4 million.
She would also add more pre-kindergarten classrooms, expand magnet programs and give more support for gifted students.
The budget has to be approved by the county school board, as well as the county executive and the county council.
In a presentation to the school board Tuesday night, White highlighted the success in closing the gap in graduation rates between black and white students, increases in the enrollment and the number of students eligible for subsidized school lunches. White said the school system should provide more opportunities for students to take college courses, career and technology classes, and arts classes.
The budget includes another 80 positions, mostly teachers, to keep up with an enrollment increase of slightly more than 1,000 students per year. The system also has seen an increase in students needing additional services.
The budget would add teachers and staff for both special education and immigrants learning English, areas that have had high student-teacher ratios.
She said the system needs to invest in additional resources for those students. “They are some of our most vulnerable populations,” she said.
An audit of the special education found a critical need for more staff, and an increase of 2.1 million in the budget would add 40 school positions.
White adds 18 new positions for English language learners who are often newly arrived immigrants, at a cost of $972,000. The increase continues the addition of teachers to bring down the student-teacher ratio of one student to 56 teachers. The population of immigrants is growing rapidly, more than doubling in the past several years.
“We will address the concerns we hear repeatedly from the community,” White said.
The school system has added a million square feet of space to the facilities but has not been adding facilities staff for maintenance. So the budget, she said, includes money to increase for more positions to maintain buildings and buses.
“This budget proposal invests in wraparound services,” White said, including school counselors, social workers and psychologists.

A ‘Wraparound’ System of Care for Schools
Several school systems are implementing so-called wraparound programs in an effort to help troubled kids, families and communities.

If you've spent any time following education policy these days, you probably know that Common Core Standards are the topic du jour. Depending on political leanings, people either love them or hate them. But even the most brilliant, focused and politically embraceable education reform initiative will fail if kids flat out aren't ready to learn when they show up at school each day because they're not getting what they need at home.
The importance of supporting potentially troubled kids in school was a key part of an interesting panel conversation on education reform held last month during Governing's annual Outlook in the States & Localities conference in Washington, D.C. The panel featured Roy Romer, former governor of Colorado; Randy Weingarten, president of the American Federation of Teachers; and Elaine Weiss, head of the Economic Policy Institute's Broader Bolder Approach to Education initiative, which is aimed at moving the educational debate beyond didactics and to the ground-level realities of the well-being of kids and families.
As everyone on the panel pointed out, kids who show up at school hungry, tired, scared or in poor health -- and whose home lives might be in shambles -- aren't going to learn very well, regardless of the core course work or the quality of the teachers. Making matters worse, there's a good chance that these kids will be flat out disruptive in school, compounding the problem.
Fortunately, there are some school districts that are tackling this problem: In Cincinnati, the district has fully embraced the concept of "wraparound schools," or schools that house a variety of support services aimed at getting kids everything from food to health care to counseling in order to ensure that all students are ready to pay attention and perform in the classroom.
But true wraparound schools are much more than that, says Weiss of the Economic Policy Institute. As a first step, she says, wraparound schools certainly do look at the "opportunity gaps" that exist for some students, whether it's as basic as getting them a backpacks to carry around school work and supplies, or as complicated as ensuring they get decent dental care. But the best wraparound programs are those that involve families and whole communities in looking out for the complete health and well-being of students and their families.
"A lot of educators complain that they can't engage parents," says Weiss. "So you have schools that are open from 8 a.m. to 5 p.m., and teachers say they can't get parents involved? Well, maybe that's because the parents are working." As a solution, Weiss points to wraparound schools that have a coffee and meeting room for parents who walk their kids to school, along with schools that have evening hours so that working parents have a chance to engage.
Good wraparound programs go even further. A lot of parents in many school districts never graduated from high school or don't speak English, so some wraparound programs offer English and high school equivalency classes. "Some are even offering things like tax preparation clinics in the evening," says Weiss.
Ultimately, it's all about engagement and coordination. Schools that are serious about the wraparound movement actually have dedicated staff who do nothing but coordinate parent and community involvement, social and health services, and the day-to-day learning environment. So while the educational world may at presently consumed by the debate over Common Core Standards, several schools are addressing the real building block to learning: Ensuring kids are healthy and secure.
