Maryland's Attorney General this term is FROSH and Frosh has the goal of consolidating all powers of prosecution of crime to his office. The South Carolina Constitution designates the Attorney General as the Chief Prosecuting Officer for the State, and along with the sixteen Circuit Solicitors, the Attorney General is responsible for the prosecution of all criminal matters within the South Carolina judicial system. STATE GRAND JURY
The South Carolina Legislature created the State Grand Jury in 1989, as a prosecutorial body whose jurisdiction extends throughout the State. The General Assembly recognized that crimes often transpire or have significance in more than one county. Thus, a grand jury system was authorized to cross county lines in the detection and investigation of certain crimes. The State Grand Jury prosecutes narcotics of multi-county significance and obscenity offenses, public corruption, and election fraud. Jurisdiction has been broadened to include gang crimes, environmental crimes, computer crimes, terrorism and securities fraud.
The State Grand Jury was organized for the prosecution of larger, complex cases and has the resources to fully pursue and investigate crimes prior to indictment. Law enforcement officers who refer cases to the State Grand Jury can benefit from those assets. The State Grand Jury is structured in a manner which allows substantial attorney and agent time to be devoted to each case. Of course, the grand jury, through the issuance of subpoenas, has the power to compel testimony and can require the production of documents much like the federal grand jury. Confidential informants and cooperating witnesses who testify before the grand jury become bound by that testimony and are, therefore, inclined to likewise testify at trial. When a State Grand Jury case is called to court only one trial is scheduled for that time, and no pressure exists to resolve a certain number of cases during any one term of court. In addition to the assets available to them, law enforcement officials can be confident that the State Grand Jury will work with them, always keeping them informed and seeking input on the case.

Attorney General-elect Frosh taps O'Malley's legal advisor, Baltimore prosecutor as deputies
Attorney General-elect Brian Frosh named his two top deputies Tuesday, tapping Gov. Martin O'Malley's chief legal adviser and a city prosecutor who coordinated major investigations.
Elizabeth Harris, O'Malley's chief legal counsel since 2008, will oversee civil and contract litigation, while Thiru Vignarajah, head of the city prosecutor's office's Major Investigations Unit, will have oversight on criminal enforcement and consumer protection.
"I am thrilled that Elizabeth and Thiru have agreed to join the Office of the Attorney General," Frosh said in a news release. "Their skill, experience and commitment to public service will serve Maryland well."

State's Attorney Gregg Bernstein recruited Vignarajah to run his newly-formed Major Investigations Unit, which conducted wiretap investigations and prosecuted gangs.
Some of the biggest busts in recent years were run through his unit, including the indictment of nearly 50 reputed Black Guerrilla Family gang members in late 2013. The majority of those charged in the case are still pending trial.
The unit also charged and convicted the killers of 12-year-old Sean Johnson, who was shot on a porch in Darley Park, solved the city's oldest cold case murder through DNA, and most recently, broke up a dogfighting ring.
In a statement, Baltimore Police Commissioner Anthony W. Batts called Vignarajah a "once-in-a-generation lawyer and leader" and said his unit took on the "toughest cases against the city's worst criminals."
Vignarajah is the latest to leave the city State's Attorney's Office, which is transitioning with the election of Marilyn Mosby. Police integrity prosecutor Shelly Glenn joined the U.S. Attorney's Office in Maryland, and chief of staff Paul Pineau who joined Johns Hopkins University. One of Bernstein's deputy prosecutors, George J. Hazel, was named a U.S. District Judge by President Barack Obama in 2013.
Mosby has not yet announced her leadership team.
As chief legal counsel to O'Malley, Harris, 41, advised the governor on legal matters and worked as a liaison to the judiciary and prepared executive orders. She previously worked with the Baltimore City Law Department and clerked in the Maryland Court of Appeals.
"Liz will be a tremendous addition to the Attorney General's office as Chief Deputy," O'Malley said in a statement. "She is an outstanding lawyer with sound judgment and I know that she will continue to serve the State of Maryland well."
Our organization has these several years of Obama shouted loudly against what were public policy targeting mental illness. REAL left social progressives worked last century to build strong public mental health support structures that were HOLOLISTIC, meaning they were designed to keep people integrated and supported in wellness. An historian friend of mine, a specialist in European intellectual history, once told me of an encounter he had had with an undergraduate student at the end of a course on comparative political philosophies. The student thanked the professor for exposing him to a variety of points of view and their expression in political movements. He said that the course had helped him to clarify his political outlook, and that he now realized that he was, at heart, a fascist.
You can imagine that my friend was startled, and not pleased, to learn of the fruits of his labors; but there are all kinds of people who go to college, and you never know who will be attracted to what ideas.
In this election year, we have also been discovering that there are all kinds of people in the electorate—both here and abroad.
As we look around the world at the anti-democratic leaders and rising politicians to whom the term fascist has been applied, we can see that they are quite a diverse group, and there is much that they do not have in common. There are the former Communist Vladimir Putin in Russia, the billionaire capitalist Donald Trump in the United States, the committed Muslim Recep Tayyip Erdogan in Turkey, and a variety of anti-immigrant, anti-Muslim, and anti-Semitic politicians across Europe, including Marine LePen in France, Norbert Hofer in Austria, Geert Wilders in the Netherlands, Morten Messerschmidt in Denmark, Viktor Orbán in Hungary, and others in other European countries.
The obvious questions are what if anything do they have in common, and to whom do they appeal.
Since I am a psychologist (not an historian or political scientist), my interest in the recrudescence of fascism stems from my specialties in cross-cultural psychology and clinical psychology. That is, I’m concerned with the interaction of psychological elements with larger social and cultural forces—trying to understand what kinds of people are drawn to fascism, and what kinds of leaders appeal to them.
A reasonable place to start is to look for definitions. My Apple Dictionary says in part that, “Fascism tends to include a belief in the supremacy of one national or ethnic group, a contempt for democracy, an insistence on obedience to a powerful leader, and a strong demagogic approach.” And Merriam-Webster defines fascism as, “a political philosophy, movement, or regime (as that of the Fascisti) that exalts nation and often race above the individual and that stands for a centralized autocratic government headed by a dictatorial leader, severe economic and social regimentation, and forcible suppression of opposition.”
In this sense, fascism is not so much a specific political system as it is a resentful us-against-them movement, that views democracy as an impediment to addressing our grievances, and that places our trust in a powerful leader to put them in their place.
Twentieth century fascism arose amidst the Great Depression and the excessively punitive conditions imposed on Germany after World War I. Hence, in trying to understand why individuals are attracted to fascist movements, we need to avoid the fallacy of reductionism—the belief that a complex phenomenon like a social movement can be entirely explained by a simpler phenomenon, like the personalities of its members. For example, to say that authoritarian individuals are drawn to fascism doesn’t explain why the movement came to power in Europe in the 1920s and 1930s, rather than 20 years earlier or later. Similarly, to say that authoritarian individuals are attracted to authoritarian leaders doesn’t explain why that attraction is taking place now, in the wake of the Great Recession, rather than during the economic boom of the 1990s.
On the other hand, there is also the useful scientific strategy of reductionism—the attempt to understand aspects of a complex phenomenon like a social movement in terms of another, simpler phenomenon, like the personality of individuals. For example, we can ask why some people are drawn to fascism while others are not.
In 1950, following the devastation of World War II, four sociologists published a book, The Authoritarian Personality, that purported to describe the personality characteristics of individuals drawn to fascism. These included traits such as conventionalism, authoritarian submission, authoritarian aggression, and anti-intellectualism. The book included a personality test, the F-scale (F for fascism), that claimed to measure relevant personality components. While there were many problems with the work—problems with the authoritarian personality construct, problems with psychological theory claiming to explain its origins, and problems with the construction of the F-scale, the book had a profound effect on the development of social psychology, stimulating much research aimed at understanding individuals drawn to fascist-like ideas, movements, and leaders.
More recently, people who score low on Openness to Experience (one of the “Big Five” personality factors) have been found to agree with more authoritarian and prejudiced statements. It is easy to see how individuals who like new experiences might see people who are different from them as interesting and worth engaging with, while those who are conventional and dislike the unfamiliar might be frightened or repelled by such “others.”
As the presidential campaign continues, there are claims that the United States—like European democracies—is in danger of heading toward fascism. Researchers will need to consider different levels of analysis--both larger social, economic, and political elements, and individual psychological elements--in evaluating those claims.
Continuing to pick on our Maryland Attorney General's office FROSH to much fanfare by local media pushed a bill stating he was going to pursue CORPORATE FRAUD since that is what 99% of Maryland citizens were shouting. We outed his bill as yet another PRETEND LEFT SOCIAL PROGRESSIVE policy as he used that bill to also include the AG would be the only one to pursue frauds against government. What does Trans Pacific Trade Pact do? It creates a legal environment where the only justice system available is to corporate law and the interest in fraud is only when one corporation defrauds another corporation. We talked about this at Federal level where US JUSTICE Department was using LENIENCY GLOBAL MONOPOLY LAWS that were part of global trade law so did not prosecute or recover fraud because it was aimed at citizens, small businesses, and did not harm another corporation's profits.
This is the same thing on a state level. Maryland and especially Baltimore has outsourced COMPLETELY every public agency to a global corporation. We have no civil agencies----they are all corporations. Look what this bill seeks to codify by statute-----
CHANGING THE DEFINITION OF GOVERNMENT ENTITY TO MUNICIPAL CORPORATION.
'What is a 'Quasi-Public Corporation'
A type of corporation in the private sector that is backed by a branch of government that has a public mandate to provide a given service. Most quasi-public corporations began as government agencies, but have since become separate entities. It is not uncommon to see the shares of this type of corporation trade on major stock exchanges, which allows individual investors to gain exposure to the company's profit'.
So, in Baltimore our housing agency is a quasi corporation operated by corporate board members as with our economic and community development-----our parking agency is a global corporation----our public health is a global corporation-----our transportation agency is a global corporation-----our water and waste is a global corporation----our Port of Baltimore is a global corporation. When these corporations commit massive frauds against our government coffers---they kept it----trillions of dollars in Baltimore City agency frauds these few decades. Now we have these agency corporations dealing with incoming global corporate campuses-----now these global corporate campuses have LEGAL RIGHTS TO PROTECTION UNDER LAW that WE THE PEOPLE 99% no longer have. That is what this bill addresses.
But media and our Democratic committee and 'neo-liberal progressive' groups sell this as a left social progressive protection of citizens against corporate fraud.

That the Laws of Maryland read as follows:

Here is that example California Edison ---telecom is outsourced to global corporations and pols say---sorry, that is proprietary corporate decisions to hire who they want. This also creates a different legal structure for that CA Attorney General no longer representing a public agency------it is protecting the global corporations attached to Edison----but don't look for any legal support from the State AG for citizens---or labor. Edison's plans to cut jobs, hire foreign workers is assailed

Southern California Edison's plans to lay off hundreds of employees and hire foreign workers instead is coming under attack from lawmakers in Congress and local unions.
On Tuesday, more than 300 members of the International Brotherhood of Electrical Workers rallied in Irvine in support of their fellow Edison employees and protested what they say are unfair labor practices.
Meanwhile, members of Congress are upset about reports that Edison is laying off workers in favor of bringing in cheaper labor from overseas under the controversial H-1B visa program. The visas are intended to bring in skilled and educated foreign workers.
Edison denied that it was using the H-1B program to fill jobs previously held by U.S. workers.
The company "is not hiring H-1B workers to replace displaced employees," Edison said in a statement. "Any H-1B visa workers SCE does hire for its own workforce are paid a wage comparable to SCE's domestic workforce."
Southern California Edison plans to lay off hundreds of information technology workers. The International Brotherhood of Electrical Workers rallied outside an Edison building in support of the IT workers.
The Southland's largest utility said it is laying off about 400 information technology employees, with an additional 100 leaving voluntarily. The layoffs are necessary, the company said, to stay competitive.
Edison said it is outsourcing some tech-related work to two Indian companies, Infosys in Bangalore and Tata Consultancy Services in Mumbai. The vendors were selected after Edison looked at multiple firms, including some in the U.S.
"SCE has made, and will continue to make, difficult business decisions," Edison said. "SCE does not take this action lightly and it is assisting employees through this difficult period."
About 70% of the work to be done by Tata and Infosys will be completed offshore, Edison spokeswoman Susan Cox said. She said she didn't know whether foreign workers would be brought to the U.S. to complete the remaining 30%.
Despite the uncertainty, speculation that Edison would bring workers from India to the U.S. renewed debate over the H-1B visa program and sparked a backlash from Edison's Southland workers.
Many who protested Tuesday in Irvine on behalf of the IT workers carried signs with slogans such as "No Foreign Workers!" and "Get Off the Dime."
Cynthia Kelly was one of hundreds of Edison employees who protested. A bookkeeper who has worked for Edison for 12 years, she said the company's new foreign hires don't understand the technology and cannot trouble-shoot computer issues.
"It's really bad," the Torrance resident said. "We're on hold for like three hours. We get someone on the line and they hang up on us. That's how it works."
Scott Wetch, a Sacramento lobbyist for several locals of the International Brotherhood of Electrical Workers, said Edison is "systematically outsourcing jobs."
"As people come over on H-1B visas, they literally lay off other people at the Irvine tech center," Wetch said.
He said the timing is especially bad coming on the heels of Edison winning a legal settlement at the California Public Utilities Commission. The settlement allows it to collect $3.3 billion from ratepayers and $1.4 billion from shareholders to fund the cost of closing the San Onofre nuclear power plant near San Clemente.
"It's all part of the same narrative," said Wetch, adding that legislation in response to the layoffs is already in the works in Sacramento. "They are bringing in cheaper labor … and sticking it to ratepayers."
Several lawmakers also lambasted the utility.
Rep. Darrell Issa, a Republican from Vista, said Edison is "merely replacing current workers with lower-paid counterparts."
"This appears to be an example of precisely what the H-1B visa is not intended to be: a program to simply replace American workers en masse with cheap labor from overseas," he said in a statement.
Sen. Jeff Sessions (R-Alabama) said the Edison layoffs are part of a growing trend of companies that use H-1B visas to bring in foreign workers for jobs that could be filled by Americans.
"You come in on the H-1B visa program for the sole purpose of taking a job," Sessions said in a speech on the Senate floor last week. "They come solely for a limited period of time to take a job, and they work for less pay too often."
The uproar over Edison is coming at a time when many high-tech companies are pushing Congress to expand the H-1B program. Last month, Sen. Orrin Hatch (R-Utah) introduced a bipartisan bill that would sharply increase the number of skilled guest worker visas available every year.
