Having just finished re-reading PREPARED FOR THE WORST --CHRISTOPHER HITCHENS and having read Hitchens back in 1980s writing under REAGAN this is one avenue I have as an academic to see through all the POSING OF CLINTON/BUSH/OBAMA ----we had broad and strong journalism filled with plenty of HOLDING POWER ACCOUNTABLE that did not stop until during Clinton era.........at that time Clinton filled media with far-right REAGAN neo-liberalism using his PRETEND LEFT SOCIAL PROGRESSIVE POSING. Hitchens is a very good writer and says lots of good things including his assessments of CIA at that time very controversial in its overreach around the world for a nation of RULE OF LAW AND INTERNATIONAL JUSTICE. One thing I do not believe about Hitchens was his tie to the left. He would not have been printed in the American journals THE NATION ET AL if he was ----he does out American citizens who as young adults posed MARXIST then later identified as NEO-CONSERVATIVES. This is the political line for far-right wing MARXISM-----and Hitchens was right of center but not far-right and hated American corruption of all political philosophy.

The CIA’s New Deputy Director Ran a Black Site for Torture

.In May 2013, the Washington Post’s Greg Miller reported that the head of the CIA’s clandestine service was being shifted out of that position as a result of “a management shake-up” by then-Director John Brennan. As Miller documented, this official — whom the paper did not name because she was a covert agent at the time — was centrally involved in the worst abuses of the CIA’s Bush-era torture regime.
As Miller put it, she was “directly involved in its controversial interrogation program” and had an “extensive role” in torturing detainees. Even more troubling, she “had run a secret prison in Thailand” — part of the CIA’s network of “black sites” — “where two detainees were subjected to waterboarding and other harsh techniques.” The Senate Intelligence Committee’s report on torture also detailed the central role she played in the particularly gruesome torture of detainee Abu Zubaydah.
Beyond all that, she played a vital role in the destruction of interrogation videotapes that showed the torture of detainees both at the black site she ran and other secret agency locations. The concealment of those interrogation tapes, which violated multiple court orders as well as the demands of the 9/11 commission and the advice of White House lawyers, was condemned as “obstruction” by commission chairs Lee Hamilton and Thomas Keane. A special prosecutor and grand jury investigated those actions but ultimately chose not to prosecute.
The name of that CIA official whose torture activities the Post described is Gina Haspel. Today, as BuzzFeed’s Jason Leopold noted, CIA Director Mike Pompeo announced that Haspel was selected by Trump to be deputy director of the CIA.
This should not come as much of a surprise given that Pompeo himself has said he is open to resurrecting Bush-era torture techniques (indeed, Obama’s CIA director, John Brennan, was forced to withdraw from the running in late 2008 because of his support for some of those tactics only to be confirmed in 2013). That’s part of why it was so controversial that 14 Democrats — including their Senate leader Chuck Schumer, Dianne Feinstein, Sheldon Whitehouse, and Tim Kaine — voted to confirm Pompeo.
That Haspel was the actual subject of the 2013 Post story was an open secret. As Leopold said after I named her on Twitter as the subject of that story: “All of us who covered CIA knew. She was undercover and agency asked us not to print her name.” Gina Haspel is now slated to become the second-most powerful official at the CIA despite — or because of — the central, aggressive, sustained role she played in many of the most grotesque and shameful abuses of the war on terror.

"I am very troubled if this is the pattern that the administration is setting for itself."

Several individuals who were detained overseas and held by local security forces under harsh conditions allege U.S. officials were complicit in their arrests. This April, Mother Jones wrote about a Muslim American man who claims he was interrogated and beaten by local police in the United Arab Emirates. He claims the questions were "eerily similar" to those asked by American officials when he was earlier interrogated in Sudan. In March 2010, The Nation chronicled the experience of a Lebanese man and naturalized U.S. citizen questioned by U.A.E. officials in the suspected presence of an American interrogator. In January 2011, the New York Times reported on a Somali-American teenager who claims he was held in a Kuwaiti detention cell and interrogated about contacts with terrorist suspects in Yemen. He said he was visited by American officials while in detention. In each case, the U.S. has declined comment.

CIA 'Black Sites': The Secret Prisons Where The US Held Its Terror Suspects

Cuba's Guantanamo Bay is the most well-known facility where the CIA committed ghastly acts of torture in recent years, but foreign terror suspects were also subjected to beatings, waterboarding and rectal feeding, among other brutal acts of violence, in secret sites across the globe. In some cases, the facilities in Cuba, Iraq, Lithuania, Thailand, Romania, Afghanistan and Poland are still in operation, more than six years after the Obama administration banned the enhanced interrogation tactics detailed in a lengthy report on the CIA's surveillance program released Tuesday.
Established in January 2002 within the Guantanamo Bay Naval Base in Guantanamo Bay, Cuba, "Gitmo" famously houses dozens of prisoners whom U.S. authorities cannot bring to the U.S. to stand trial due to congressional action and whom have also been deemed unsuited for extradition or release. President Barack Obama promised before he was elected to make closing the prison a top priority, but many detainees at Guantanamo have still not been charged and will never stand trial. Activists have tried for a decade to get the U.S. government to shut down Guantanamo Bay, citing prisoner abuses. A number of its inmates have gone on hunger strikes in protest, prompting medical staff there to institute force-feeding measures widely seen as unconstitutional.
The heavily redacted report released Tuesday detailed the treatment of nearly 100 suspects held by U.S. operatives between 2001 and 2009 on terrorism charges. Senate Intelligence Committee Chair Dianne Feinstein said the techniques used by the CIA were "far more brutal than people were led to believe" and that "coercive techniques regularly resulted in fabricated information" from detainees.

Photo: Reuters In Afghanistan, a "black site" that has emerged as the most brutal was “Detention Site Cobalt,” which was built outside Kabul for $200,000 in 2002, according to the Senate report. Described in the report as the "Salt Pit" and the CIA prison most like a "dungeon," it was dark inside 24 hours a day. Torture tactics employed by interrogators there hoping to "break" the site's prisoners included dousing suspects in water, leaving them in cold cells and blasting music to keep them up for days at a time. Forced rectal feedings also took place.
In Iraq, Abu Ghraib housed terror suspects between 2003 and 2006, which was graphically photographed and detailed by former prisoners and interrogators. Their accounts and images became the basis of an international scandal over the use of tactics including waterboarding, sodomizing with objects and forced nudity. The torture at Abu Ghraib led to court martials and charges against a number of U.S. soldiers, some of whom went to jail for crimes including aggravated assault, battery and maltreatment.
In Thailand, "Detention Site Green" is less well-known but was also used by the CIA to interrogate and hold prisoners in the early years of the first decade of the 21st century. The Senate report released Tuesday included few further details about the prison or any torture that may have taken place there. The only section of the report to address Thailand was almost entirely redacted, but it is known that the Thai government allowed the U.S. to set up a black site there.
In Romania, "Bright Light" housed terror suspects, including 9/11 mastermind Khalid Sheikh Mohammed, until it was shuttered in 2006. Located on a residential street in a nondescript office complex, Bright Light is unique in its position near heavily trafficked areas, according to an in-depth Associated Press investigation. "Harsh interrogation tactics" that took place in the facility's basement included sleep deprivation and stress positions.
Poland was home to the black site known as "Quartz." Former Polish President Aleksander Kwaśniewski acknowledged Wednesday that he knew the site existed but that he did not know torture tactics were being used on its prisoners, Reuters reported. Located in a remote forest near the village of Stare Kiejkuty in northeastern Poland, Quartz hosted prisoner abuses, the European Court of Human Rights has ruled, though few details have been made public. Poland asked the U.S. to sign a document saying the facility was treating its detainees humanely, and when the U.S. refused to sign it, Kwaśniewski requested it be shuttered, according to Reuters.
In Lithuania, the CIA operated a secret detention facility between 2004 and 2005 out of a former café in the forest town of Antaviliai, near the larger city of Vilnius, ABC News reported. The Baltic state allowed the CIA to build the prison within its borders after George W. Bush visited in 2002 and said he would support its bid to join NATO, according to ABC. The facility was used to torture up to eight suspects at once, using tactics like forced standing, stress positions and sleep deprivation, according to human rights advocacy groups.
Another site was built for at least $1 million, the Senate report showed, but "aborted" in 2006 due to the “absence of adequate emergency medical care options." It's unclear where the site was located.
The report states that the CIA gave foreign governments millions of dollars to “increase support” for its black sites, a practice that smoothed the way for its web of prisons to spread around the world.

Former CIA chief under Clinton joins Trump campaign

- He told CNN Monday that after meeting with Trump last week, he'll advise his campaign
James Woolsey, a former national security official under Republican and Democratic administrations who has been a fierce critic of President Barack Obama, said in a statement he will advise Trump "on the urgent need to reinvest in and modernize our military in order to confront the challenges of the 21st century."
"Mr. Trump's commitment to reversing the harmful defense budget cuts signed into law by the current administration, while acknowledging the need for debt reduction, is an essential step toward reinstating the United States' primacy in the conventional and digital battlespace," Woolsey said in a campaign statement. "Mr. Trump understands the magnitude of the threats we face and is holding his cards close to the vest."Woolsey told CNN's "At This Hour" that he met with Trump on Friday and has agreed to advise the campaign "principally if not exclusively on national security matters such as defense, intelligence, maybe some aspects of energy ... whatever he needs."
One reason Woolsey said he supports Trump is that the Republican presidential nominee "seems willing to keep a secret and not to blab everything to the public and our opponents."
His hire comes a week after Trump vowed to end the sequester on defense spending and boost military spending, including increasing troop levels and boosting the number of US military ships and planes.
Woolsey, who chairs the Foundation for Defense of Democracies, a neoconservative group, most recently advised Texas Sen. Ted Cruz, Trump's chief rival for the Republican nomination.
Woolsey also served as a top US arms control negotiator in the 1980s.
The former CIA director in his campaign statement slammed Democratic nominee Hillary Clinton's leadership at the State Department under the Obama administration as he explained his decision to join Trump's campaign.
Woolsey argued Clinton "demonstrated a complete lack of understanding and an inability to lead the agency she headed in such a way as to maintain its mission and security."
"Based on the emails thus far released we know that Secretary Clinton also lacks the ability to lead her senior managers while complying with and maintaining the basic protocols designed to protect our government's sensitive and classified information," Woolsey said.
There is no evidence that Clinton's personal email account, which she used for government business, was hacked.

World Economy Becomes Focus For CIA Recruiting

The CIA expects to receive 180,000 resumes this year. It is focusing recruitment efforts on finding Wall Street bankers to help analyze the global economy.
Alex Wong/Getty Images Wall Street pros are trained to analyze markets, identify investment opportunities and make deals — all for one purpose: to make money. Now the CIA is asking them, through radio ads, to consider putting that same experience to use for national security.
One ad that has run on Bloomberg radio, which is widely listened to among people who work on Wall Street, says, "If the quest for the bottom line is just not enough for you, the Central Intelligence Agency has a mission like no other: Join CIA's Directorate of Intelligence and be a part of our global mission as an economic or financial analyst."
The CIA has always employed economic analysts. Back in the Cold War days, they studied the Soviet economy to determine how much military spending it could support.
Analyzing The Global Economy
But this new recruitment effort is in response to changes in the global economy and the need to analyze it. Financial problems destabilize governments; the competition for energy resources is reshaping the world politically; countries and terrorist groups flirt with economic warfare.
U.S. intelligence officials say the global financial crisis has emerged as the top security threat facing the United States.
So CIA recruiters are looking to hire people like "Alex" — it's not his real name — who moved to the agency six years ago from a big Wall Street investment firm that he won't identify. He now works part of the time undercover.
"There's no question that an understanding of the global financial system and how money moves from place to place and sort of the economic motivations of the bad guys that we look at are all important skills that I've been able to transfer from investment banking," he says.
Daily Economic Intelligence From The CIA
Since February, the CIA has been producing a daily economic intelligence brief for President Obama. This is in addition to the regular intelligence brief he gets each day; it's also different from the daily brief he gets from his National Economic Council.
The CIA's economic brief is much more focused on international issues, especially those with security implications; David Gordon, a CIA veteran and formerly the national intelligence officer for economic issues, says agency supervisors are looking to Wall Street for new recruits to produce the new economic reports.
"I'm sure they're putting them to work now on a number of different things," Gordon says. "I think they're particularly oriented towards getting people with an analytic bent."
Gordon, now director of global research at the Eurasia Group, a private consulting firm, says the CIA is looking for people with expertise in arcane financial transactions, for example.
"So you can really follow what are complicated foreign exchange transactions by governments. How is China managing its foreign exchange portfolios? What are they doing with U.S. Treasuries?" he says.
Sifting Through 180,000 Resumes
This CIA recruitment push comes at a time of rising interest in CIA careers generally — the agency is on pace to take in 180,000 resumes this year — the most ever. The agency won't say how many people it will hire, but it is highly competitive. And with the financial crisis fallout on Wall Street, many young professionals there are looking for new employment.
Ron Patrick, the CIA's director of outreach, says his recruiters are looking for what's motivating the CIA applicants they're getting.
"Why do they want to come work for the government? Particularly for someone who's coming from a very different occupation, like perhaps a banker or Wall Street analyst. Seemingly, it's not the same kind of work. So we want to make sure people really are coming to us for the right reason," he says.
For "Alex," it was a question of which "master" he wanted to serve.
"Do you want to continue on the Wall Street track, helping companies, you know, raise money or do deals? A lot of people do want to do that. And that's great, because certainly our country needs that," he says. "But there's other people who have a passion for the country and want to think that every day that they wake up and come into the office, that they're making a difference. And I think that's the kind of person that's going to succeed here."
But it will be a financial sacrifice. The starting salary for a CIA economic analyst with an MBA degree and at least some experience is about $80,000 at most — quite a bit less than what Wall Street pays.

The problem for WE THE PEOPLE is this: the definition of WAR ON TERROR I gave above from Hitchens states a terrorist is anyone against US FOREIGN POLICY. Well, just about all US citizens are against US foreign policy and MOVING FORWARD US CITIES DEEMED FOREIGN ECONOMIC ZONES are just that------foreign policy so we are watching as large sectors of our nation falls under the same legal standing as nations globally.
When a state or city as Maryland and Baltimore super-size what is AN ECONOMY to being employment tied to mostly just these global security corporations and agencies we kill any ability to reverse ONE WORLD ONE GOVERNANCE. This is why we cannot wait a decade or so down the line-----all US cities will see these globalized surveillance and security structures being that major employer.
If we read the history of CIA over several decades and note that all gloves have been taken off through CLINTON/BUSH/OBAMA then we can get the picture of what a few decades from now with MOVING FORWARD will look like in US cities like BALTIMORE.
The FBI has been slowly losing its funding-----areas like white collar crime and government corruption closed its agency doors these few decades-----but these agencies will duplicate activities in US Foreign Economic Zones---so the FBI will be folded into the CIA.
What are the rules on the CIA operating within the borders of the United States?
I thought that when the CIA was formed, it was to work exclusively outside the U.S. (like British MI6) and that protection within the US was the province of the FBI (like MI5) This week I watched the season finale of Covert Affairs, the first three episodes of Homeland season 1 (didn't care for it), and two episodes of Burn Notice. In each of these, the CIA functions as a federal super law enforcement agency. Granted that these are TV shows (and fairy tales), has the legal situation of the CIA changed, or have the TV producers gotten it wrong, or just don't care?

While the primary operational grounds of the CIA are indeed outside the US, it is permitted to act within the US to address the specific areas of foreign intelligence, counter-intelligence, and terrorism. The CIA has branch offices in several cities in the US. Some of these are simple liaison with critical industries on issues such as computer security. Others serve to keep watch on international espionage efforts, intelligence defectors, and the like.
Executive Order (E.O.) 13470, (July 30, 2008) -- which updates earlier E.O.s includes the following:

Each element of the Intelligence Community shall have the duties and responsibilities specified below, in addition to those specified by law or elsewhere in this order. Intelligence Community elements within executive departments shall serve the information and intelligence needs of their respective heads of departments and also shall operate as part of an integrated Intelligence Community, as provided in law or this order.
(a) The Central Intelligence Agency. The Director of the Central Intelligence Agency shall:
(1) Collect (including through clandestine means), analyze, produce, and disseminate foreign intelligence and counterintelligence;
(2) Conduct counterintelligence activities without assuming or performing any internal security functions within the United States;
(3) Conduct administrative and technical support activities within and outside the United States as necessary for cover and proprietary arrangements;
(4) Conduct covert action activities approved by the President. No agency except the Central Intelligence Agency (or the Armed Forces of the United States in time of war declared by the Congress or during any period covered by a report from the President to the Congress consistent with the War Powers Resolution, Public Law 93‑148) may conduct any covert action activity unless the President determines that another agency is more likely to achieve a particular objective;
(5) Conduct foreign intelligence liaison relationships with intelligence or security services of foreign governments or international organizations consistent with section 1.3(b)(4) of this order;
(6) Under the direction and guidance of the Director, and in accordance with section 1.3(b)(4) of this order, coordinate the implementation of intelligence and counterintelligence relationships between elements of the Intelligence Community and the intelligence or security services of foreign governments or international organizations; and
(7) Perform such other functions and duties related to intelligence as the Director may direct.

A new book alleges that Bill Clinton spent his Oxford days monitoring anti-Vietnam war activists for the CIA, Ambrose Evans-Pritchard reports from Washington

WHEN Bill Clinton ran for the US presidency four years ago, Republicans tried to prove that, as a student, he burnt the Stars and Stripes in protest at the Vietnam War.
Now Dr Roger Morris, author of an astonishing new book called Partners in Power, claims that, in the late 1960s, Mr Clinton worked as a source for the Central Intelligence Agency. So, was the young Clinton a patriot or just an opportunist? He was certainly no dangerous radical. "No attack by his reactionary opponents would be more undeserved than the charge that young Bill Clinton was 'radical'," concludes Morris.
According to the book, the bearded, dishevelled Rhodes scholar was recruited by the CIA while at Oxford - along with several other young Americans with political aspirations - to keep tabs on fellow students involved in protest activities against the Vietnam War. Morris says that the young Clinton indulged in some low-level spying in Norway in 1969, visiting the Oslo Peace Institute and submitting a CIA informant's report on American peace activists who had taken refuge in Scandinavia to avoid the draft. "An officer in the CIA station in Stockholm confirmed that," said Morris.
The Washington Establishment would like to dismiss this troubling book as the work of a fevered conspiracy theorist. But Morris is no lightweight. He worked at the White House in both the Johnson and Nixon administrations, resigning from the National Security Council in 1970 in protest over the US invasion of Cambodia. He went on to become an acclaimed biographer of Richard Nixon.

As a member of America's tight-knit association of retired intelligence officers, he has access to highly privileged information. "It's an incredible network," he explained. "They pass you along from source to source."
The CIA started recruiting campus informants under President Lyndon Johnson when he demanded hard proof that there were, in his words, "commie money and organisers behind this student s***". The programme, known as Operation Chaos, would offer informants a wide range of inducements: a little cash on the side; taking care of their draft problems; and promises of future help. "You know, if the agency's in a position to help at some point in their careers, there'd be an institutional memory," explained one CIA officer. "They knew the advantages of helping out."
Rhodes scholars such as Mr Clinton were favourite targets for recruitment. This caused serious friction with Britain's MI5 because it violated a US-UK agreement that neither country would conduct covert operations or recruit on each other's home territory. "Because of the sensitivity of the UK, these kids were treated in some ways like high-level agents," recalled one officer.
In the mid-1970s the CIA shredded its archives on Operation Chaos. One of those involved in the purge of the records told Morris that he had seen Bill Clinton listed as a former informant who went on to run for political office. "He was there in the records, with a special designation," the official is quoted as saying in the book.
Mr Clinton's alleged ties to the CIA would explain some later episodes during his tenure as Governor of Arkansas, when his state became a staging-point for President Ronald Reagan's secret effort to supply the Nicaraguan Contra rebels. An Arkansas State Trooper, L. D. Brown, has testified in a deposition that he was inducted into the CIA on Mr Clinton's suggestion, and then went on two clandestine flights to deliver weapons to Central America.
Mr Clinton was even commended for his "patriotic" work by the Reagan White House after he had sent the Arkansas National Guard to Honduras for manoeuvres. The deployment was a ruse by the Pentagon, according to Morris. The Arkansas Guard left its "excess" inventory behind, providing a cache of weapons that were slipped to the Contras.

Even Hillary Clinton was a Cold Warrior of sorts. Described in Morris's book as "a closet Contra supporter", she quietly aided Contra fund-raising in Little Rock. She also used her influence in US liberal circles to undercut the legitimacy of peace activists and pro-Sandinista church groups opposed to President Reagan's policies in Central America.
The point is not that Bill and Hillary Clinton are Right-wingers in disguise - although Morris demolishes the pretence that they were progressive reformers in Arkansas. It is that they have no conviction, no ideology, no guiding purpose. Driven by raw ambition, they will make any compromise necessary to advance their interests.
Partners in Power is the first of what will be a succession of books about the Clintons whose authors are not fooled by the shadow-boxing that often passes for substantive debate in American politics. (A second book, by the editor of the American Spectator, will be coming out later this month with another set of revelations.)
Morris violates all the taboos. Impatient with the manicured myth that Bill Clinton was the apple-pie boy from Hope, Arkansas, he reveals the little-known fact that the President spent much of his childhood in Hot Springs, the capital of gambling, drug-smuggling and organised crime in the central United States, where his powerful uncle and mentor, Raymond Clinton, was a member of the Dixie mafia.
It was not Mr Clinton's fault, of course, that he grew up in the culture of "the Mob". But it is central to understanding who Bill Clinton really is. It helps explain why his brother, Roger, ended up as a convicted drug dealer, and why Bill himself allegedly became a regular user of cocaine. (On a police surveillance videotape quoted from in the book, Roger can be heard saying to a supplier of cocaine: "Got to get some for my brother. He's got a nose like a vacuum cleaner.")
For Morris, ensconced in his New Mexico mountain retreat, the American political system is now fatally corrupted. Democrats and Republicans noisily dispute how many angels can fit on the head of a pin. But both are indentured servants of the permanent government - "a bureaucracy so self-corrupted it is unfit for democracy" - and the interlocking interests of the lobby machine to be found on Washington's K Street.
It already looks as if the US media will try to ignore Partners in Power, which is to be published next week. "Their reaction is entirely predictable," said Morris. "If they were to behave any other way, my book would not be true."
