Cambodia’s ‘Okhna’ Tycoons Abuse Power to Commit Crimes: NGO2019-09-10
Tycoons in Cambodia known as “Okhna” are abusing their power to commit crimes, a nongovernmental organization said Tuesday, as those who hold the honorary title in addition to a ranking position in the military or police are being required to choose between the two to avoid conflicts of interest.
The title of Okhna—meaning nobleman or lord--is given by royal decree to anyone who has contributed at least U.S. $500,000 to the government, and many who hold the title first amassed vast fortunes through successful business ventures in Cambodia.
However, Okhna are increasingly abusing the power that comes with their title to cheat people and commit crimes with impunity, negatively impacting the value of the designation, according to Pen Bonnar, who heads the local community empowerment office of Cambodian NGO Adhoc.
Additionally, he told RFA’s Khmer Service, many officials with the military and police are “buying” the title of Okhna “to conduct business, rather than to contribute to society,” and have engaged in illegal logging and land encroachment.
Pen Bonnar’s comments come after Prime Minister Hun Sen last month ordered members of the military and police who hold the Okhna designation to choose between their official and private titles, with the ruling Cambodian People’s Party (CPP) acknowledging that the move was made to minimize conflicts of interest and prevent them from gaining business advantages or committing offenses.
Pen Bonnar on Tuesday welcomed the move, and said that no one should hold the Okhna title as well as a position of influence over society.
“It is not only members of the military [and police] that should not have the title, even NGO members shouldn’t hold it,” he said.
Since Hun Sen’s order, Cambodia’s Defense and Interior ministries have been working to identify officials within their organizational structure who carry the Okhna title, with the Defense Ministry having identified 99 to date and the Interior Ministry 33.
While Defense Minister General Tea Banh has said that the “majority” of the 99 have given up one of their conflicting positions, he has not disclosed how many.
Khieu Sopheak, a spokesman for the Interior Ministry, said on Monday that only one of the 33 Okhna working within a dozen of the ministry’s high-ranking departments—including the National Police—had agreed to give up their private title.
Interior Minister Sar Kheng was expected to hold a meeting on Tuesday to determine how to proceed because the remaining 32 Okhna in the ministry have been unwilling to relinquish their honorary titles.
Government spokesman Phay Siphan told RFA on Tuesday that he was unable to provide an exact figure for the number of state officials who also hold the Okhna designation, but said that authorities are “taking measures” to ensure that those who commit crimes are held accountable and stripped of their titles.
“Some Okhna have committed crimes—they abused their titles in ways that impacted the forests and the land—but they are being arrested and detained,” he said.
Recent high profile criminal cases involving Okhna have included Kith Theang, the owner of the Rock Entertainment Center who is currently in pre-trial detention facing drug charges, Thong Sarath, a former military officer who was convicted of murder, and Hun Sen’s nephew Hun Chea, a police official who served a six-month jail term last year for discharging his service weapon during a dispute with his wife.

China, Russia, Mongolia Sign Long-Awaited Economic Partnership Agreement

Overshadowed by the news of the British referendum on European Union (EU) membership held the same day, on June 23 Presidents Xi Jinping of China, Vladimir Putin of Russia, and Tsakhiagiin Elbegdorj of Mongolia signed a trilateral economic partnership agreement in Tashkent, Uzbekistan during the 11th meeting of the Shanghai Cooperation Organization (SCO).
The agreement consists of 32 proposed projects, and outlines the creation of a joint investment center to assess the financial requirements and feasibility of each by the end of 2016.
According to the official press release on Elbegdorj’s website, a key part of the agreement involves cooperation on improving roads and other forms of transportation in the region. The agreement proposes regular consultations with third-party transport agencies, including railway companies.

The deal also affirmed that the future trilateral relationship between China, Russia, and Mongolia would not be limited to “transport and customs issues” but perhaps extend to agriculture, tourism, emergency preparedness, and more.
Mongolia plans to host the next round of talks on the implementation of the economic corridor in the fall, after the highly-anticipated Asia Europe Meeting (ASEM) in Ulaanbaatar this summer.
After a roadmap for the agreement was signed in November 2015 in Ufa, Russia, many expected an official agreement to be signed during this year’s SCO meeting.
As The Diplomat reported last fall, the economic corridor, aimed at greater trade integration, is in line with the individual policies in all three countries: China’s “One Belt, One Road” (OBOR), Russia’s Trans-Eurasian Belt Development (TEPR), and Mongolia’s Prairie Road program.
The leaders of the three countries first met in September 2014 to discuss the corridor in Dushanbe, Tajikistan. Putin said in the initial meeting with his Chinese and Mongolian counterparts: “The natural geographic proximity of Mongolia, Russia and China makes it possible for us to implement good long-term projects in infrastructure, the power sector, and the mining industry. We have what to discuss with each other. Naturally, we deem it important, expedient, and useful to start a permanent dialogue.”
Yesterday, in an exclusive interview with The Diplomat, Mongolian Minister of Foreign Affairs Lundeg Purevsuren said that “each of the 32 projects is the most important” when asked about Mongolia’s priorities entering the agreement. Purevsuren said that the trilateral cooperation represents a new era of economic opportunity for Mongolia, which will continue to capitalize on its strategic location as an intermediary between East Asia and Europe.
Last week, also at the SCO meeting in Tashkent, Putin asked Mongolia to back down from a planned $1 billion hydropower project on a tributary of Mongolia’s Selenge River, which flows into Russia’s Lake Baikal, the world’s oldest and deepest freshwater lake. The project, funded in part by a loan from the China Export Import Bank and in partnership with China’s National Development and Reform Commission, has been temporarily put on hold.
It is unclear if the hydroelectric project will be affected by the new trilateral partnership. Purevsuren reaffirmed Mongolia’s commitment to the Egiin Gol plant but also said his country is dedicated to acting in accordance with principles of environmental protection, which is a product of Mongolia’s nomadic culture.
Munkhsoyol Baatarjav, CEO at the Institute for National Strategy, told The Diplomat that the trilateral agreement “is a good start for Mongolia in terms of cooperation with two giant neighbors.” Baatarjav, who is currently running for parliament as an independent candidate, said the deal represents a valuable opportunity for Mongolia to expand its economy and solve infrastructure challenges.
Other analysts are skeptical about the future impacts of the agreement on Mongolia, which currently has the weakest economy of the three nations.
Dr. Julian Dierkes, director of the Program on Inner Asia at the University of British Columbia’s Institute of Asian Research and author of the popular Mongolia Focus blog, described Mongolia’s dilemma: “Economic possibilities on the one hand, [and, on the other,] trepidation about a situation where two powerful, sometimes overbearing neighbors agree.”
Dr. Kent Calder, director of the Reischauer Center for East Asian Studies at Johns Hopkins University’s School of Advanced International Studies, called the agreement indicative of a “broad regional trend” toward deepening economic integration across the continent.
Calder argued that the region’s propensity toward increasing interdependence is “spurred by several developments including Chinese economic growth, deepening Sino-Russian diplomatic ties flowing from Euro-Russian tensions since the Ukraine crisis, the greater autonomy of Central Asia since the collapse of the Soviet Union, and technological developments in high-speed rail and communications.”

It’s hard to keep track of President Donald Trump’s betrayals of his country. First he solicited Vladimir Putin’s help in the 2016 election. Then he teamed up with Kim Jong-un to lie about North Korea’s arsenal. Then he covered up intelligence about Saudi Crown Prince Mohammed bin Salman’s role in the murder of a U.S. resident. Then he pressed Israel to deny entry to members of Congress. Then he asked Ukrainian President Volodymyr Zelensky to investigate Democrats.
Hmmmm, is that worse than sacking and looting the US of hundred trillion dollars of government and people's wealth handing it to foreign global 1%?
In the midst of all this madness—most recently, the administration’s stonewalling of a congressional inquiry into Trump’s coercion of Ukraine--the president has ordered American forces to get out of the way of a Turkish invasion in Syria. The troop withdrawal looks like a distraction, but it isn’t. Trump is colluding with Turkish President Recep Tayyip Erdogan, just as he has colluded with other authoritarians against the United States. The timeline of their relationship tells a story of disloyalty to America and its allies.
Turkey infiltrates the Trump campaign.
On July 19, 2016, Trump accepted the Republican nomination for president. Six days later, a Turkish-Dutch businessman opened secret talks with Trump’s foreign policy adviser, Michael Flynn. The businessman’s goal, in collaboration with Turkish officials, was to build support in Washington for the extradition of Fethullah Gülen, a Turkish dissident living in Pennsylvania. On Aug. 9, Flynn signed a $600,000 contract to execute the lobbying operation. He was introduced to Turkish government ministers who supported it. For the rest of the presidential campaign, Flynn worked, in effect, as a Turkish agent.
Flynn spikes a plan to arm the Kurds.
In December 2016, President Barack Obama decided to arm Kurdish forces—whom Erdogan regarded as enemies of Turkey—for an allied attack on the ISIS stronghold in Raqqa, Syria. Since Trump was the president-elect, Obama’s aides consulted Trump’s designated national security adviser, Flynn, about the plan. Flynn told them not to proceed. At this point, Flynn was no longer working for his Turkish clients, but they had paid him more than $500,000. A few days later, Flynn met for breakfast with Turkey’s foreign minister.
Flynn is exposed—and Trump defends him.
In February 2017, Flynn resigned for lying about secret talks with Russia. In March, he filed papers acknowledging his work as an unregistered foreign agent for Turkish interests. Instead of renouncing Flynn, Trump defended his talks with Russia, ignored his foreign-agent disclosure, and called him the victim of a “witch hunt.” When members of Congress condemned Flynn for hiding payments he had received from Turkey and Russia, Trump privately told Flynn to “stay strong.”

On April 16, 2017, Erdogan won a referendum in Turkey to replace the country’s parliamentary system with broad executive powers. European leaders expressed concern, and election observers warned that Turkey was sinking deeper into authoritarianism. But Trump called Erdogan to congratulate him.
Trump accepts Turkish political violence in the United States.
On May 16, 2017, Trump welcomed Erdogan to the White House. Afterward, as Erdogan watched from a car outside the Turkish ambassador’s residence, his bodyguards broke through an American police cordon and assaulted protesters. Video showed Erdogan conferring with his head of security just before the attack. Congress and the State Department denounced it, and a grand jury indicted 15 Turkish officers. But Trump said nothing. In private, he consoled Erdogan over the indictments, which were later dropped.
Trump presses the U.S. government to expel Gülen.
On Oct. 17, 2018, Turkish officials asked the Trump administration to help them extract Gülen from the United States. The White House responded by ordering the FBI and the Justice Department to investigate grounds for extraditing him. The Justice Department told the White House that the grounds were insufficient and that no new evidence supported reopening the case. But that didn’t satisfy Trump. According to NBC News, “Trump administration officials then asked for other options to legally remove” Gülen.
Trump sides with Erdogan against American generals.
On Dec. 14, 2018, Erdogan spoke to Trump by phone about U.S. troops in Syria. Erdogan wanted them out of the way so he could attack the Kurds. American officials warned Trump that some U.S. troops should stay, since ISIS was still a guerilla force. But Erdogan made a counteroffer: In place of American troops and the advice Trump was getting from American generals, Turkey would take over. During the call, Trump shocked his advisers by accepting the offer.
Defense Secretary James Mattis, dismayed by Trump’s betrayal of the Kurds, submitted his resignation. So did Brett McGurk, the American envoy to the coalition against ISIS. Trump responded by publicly deriding both men. On Dec. 23, Trump announced that he was accelerating Mattis’ departure. The president reported that he had just spoken with Erdogan and that Erdogan would be taking over the job of exterminating ISIS.
Trump denounces U.S. officials for contradicting him. On Jan. 29, in testimony before the Senate, the heads of several U.S. intelligence agencies acknowledged--contrary to Trump’s assurances--that Russia, North Korea, and ISIS posed persistent threats. Dan Coats, the director of national intelligence, mentioned “issues with Turkey” (his written report warned of Turkey’s “growing authoritarianism” and its “regional ambitions”) and cautioned that ISIS still had “thousands of fighters” and was “continuing to plot attacks” against the United States. Trump responded by lashing out at “the Intelligence people” and ridiculing their testimony.

After Trump’s December 2018 call with Erdogan, hawks in Congress and the administration persuaded Trump to keep some troops in Syria. But Turkish officials were confident that they could pry Trump away from his American advisers. And they did: On Sunday, in another phone call, Erdogan told Trump that he wanted to send Turkish forces into Syria. Without consulting allies or the Pentagon, Trump agreed to get out of the way. Within hours, on Trump’s instructions, American troops abandoned the area.
On Monday, Trump tweeted farewell to the Kurds.
“The Kurds fought with us, but were paid massive amounts of money and equipment to do so,” he wrote. “They have been fighting Turkey for decades. I held off this fight for almost 3 years, but it is time for us to get out … ” On Tuesday, Trump praised Turkey as a “big trading partner” and announced that Erdogan would soon be “coming to the U.S. as my guest.” Erdogan’s visit won’t provoke the same outrage as a visit by Putin or Kim. And the Kurds betrayed by Trump, like the protesters beaten by Erdogan’s thugs in Washington, won’t get the same attention as Trump’s collusion with Russia or Ukraine. But Turkey is part of the story of Trump’s treachery. Erdogan, like Putin, Kim, and Zelensky, has learned that in the United States, as in other authoritarian countries, only one man really matters.

Crimean War, (October 1853–February 1856), war fought mainly on the Crimean Peninsula between the Russians and the British, French, and Ottoman Turkish, with support from January 1855 by the army of Sardinia-Piedmont. The war arose from the conflict of great powers in the Middle East and was more directly caused by Russian demands to exercise protection over the Orthodox subjects of the Ottoman sultan. Another major factor was the dispute between Russia and France over the privileges of the Russian Orthodox and Roman Catholic churches in the holy places in Palestine.
Supported by Britain, the Turks took a firm stand against the Russians, who occupied the Danubian principalities (modern Romania) on the Russo-Turkish border in July 1853. The British fleet was ordered to Constantinople (Istanbul) on September 23. On October 4 the Turks declared war on Russia and in the same month opened an offensive against the Russians in the Danubian principalities. After the Russian Black Sea fleet destroyed a Turkish squadron at Sinope, on the Turkish side of the Black Sea, the British and French fleets entered the Black Sea on January 3, 1854, to protect Turkish transports. On March 28 Britain and France declared war on Russia. To satisfy Austria and avoid having that country also enter the war, Russia evacuated the Danubian principalities. Austria occupied them in August 1854.
In September 1854 the allies landed troops in Russian Crimea, on the north shore of the Black Sea, and began a yearlong siege of the Russian fortress of Sevastopol. Major engagements were fought at the Alma River on September 20, at Balaklava on October 25 (commemorated in “The Charge of the Light Brigade” by English poet Alfred, Lord Tennyson), and at Inkerman on November 5. On January 26, 1855, Sardinia-Piedmont entered the war and sent 10,000 troops. Finally, on September 11, 1855, three days after a successful French assault on the Malakhov, a major strongpoint in the Russian defenses, the Russians blew up the forts, sank the ships, and evacuated Sevastopol. Secondary operations of the war were conducted in the Caucasus and in the Baltic Sea.
After Austria threatened to join the allies, Russia accepted preliminary peace terms on February 1, 1856. The Congress of Paris worked out the final settlement from February 25 to March 30. The resulting Treaty of Paris, signed on March 30, 1856, guaranteed the integrity of Ottoman Turkey and obliged Russia to surrender southern Bessarabia, at the mouth of the Danube. The Black Sea was neutralized, and the Danube River was opened to the shipping of all nations.
The Crimean War was managed and commanded very poorly on both sides. Disease accounted for a disproportionate number of the approximately 250,000 casualties lost by each side, and, when news of the deplorable conditions at the front reached the British public, nurse Mary Seacole petitioned the War Office for passage to Crimea. When she was refused, Seacole financed the trip to Balaklava herself and established the British Hotel, an officer’s club and convalescent home that she used as a base to treat the sick and wounded on the battlefield. Improvements made to the field hospital at Üsküdar by British nurse Florence Nightingale revolutionized the treatment of wounded soldiers and paved the way for later developments in battlefield medicine.
The war did not settle the relations of the powers in eastern Europe. It did awaken the new Russian emperor Alexander II (who succeeded Nicholas I in March 1855) to the need to overcome Russia’s backwardness in order to compete successfully with the other European powers. A further result of the war was that Austria, having sided with Great Britain and France, lost the support of Russia in central European affairs. Austria became dependent on Britain and France, which failed to support that country, leading to the Austrian defeats in 1859 and 1866 that, in turn, led to the unification of Italy and of Germany.

The Crimean War as a technological enterprise

Discussions of the Crimean War (1853–56) often emphasize its leaders’ military and political incompetence and logistic failures, which led to heavy losses both on the battlefield and to disease. This portrayal ignores the significant entrepreneurial and technological novelties that emerged from the war. Begun and fought for the most part along traditional lines, the Crimean War became a stage for the display of innovative technologies ranging from telegraphy to photography, railways to steamships, and ironclads to sanitary hospitals. It became a business opportunity for entrepreneurs to promote their enterprises and to gain prestige, with the sanction of patriotism. These technologies, new and untried on such a scale though they were, began to shape the way in which the war was organized, fought and reported. More importantly, they generated enormous public excitement and helped make the war a spectacle for distant audiences, presented swiftly and vividly through the new media of telegraphy and photography.
Historians, pointing to the political, military and logistical deficiencies of the management of the Crimean War, have generally depicted it as a case of incompetence and failure, epitomized in Alfred Lord Tennyson's ‘The Charge of the Light Brigade’.1 Such military strategies and political confusions have been amply studied, and they are not the focus of this paper. Furthermore, the narratives of death, suffering, maladministration, malnutrition and disease that have dominated the popular history and public image of the Crimean War have kept us from seeing the war as something else just as significant: a theatre of exuberant technological enterprise. The war became a great opportunity for entrepreneurs, inventors and promoters to test inventions, expand businesses and gain prestige, while in the process having their enterprises blessed as patriotic contributions.2 Many technological innovations that were to define the century were still new and some had yet to be tried fully. The railway, steamships, telegraphy, photography and sanitary hospitals, for example, went on public display to prove their military worth.
Focusing primarily on Britain, the centre for these technologies and enterprises, this paper will first show how the war offered their advocates unique opportunities for testing them, arguing for their value over older technologies, popularizing them and, not least, promoting their future commercial potential. This is not to suggest that the war was a technological enterprise, design or experiment in itself, but rather that new technological innovations gave it publicity, displaying Britain's industrial revolution and its techno-entrepreneurial spirit, dominated by private initiatives. The word ‘enterprise’ stresses this characteristic.
Second, these technologies aroused not just commercial interest but, more importantly, general public interest and curiosity about the war, thanks to the newspapers and magazines that advertised them as modern wonders. The public attention created by this technological show in the Crimean War recalls the industrial manufactures of the Great Exhibition at the Crystal Palace in 1851. More directly, the exhibition served as a model, giving inventors and entrepreneurs confidence and encouragement in their industrial enterprises and preparing the public to expect a continuing stream of wonders of manufacturing.
Third, this paper will show that these technologies, being new and untried in a locale far from home, proved to be fragile, needing enormous effort to install, operate and maintain. They were not effective ‘tools of empire’.3 They were more significant for their symbolism, future promise and ingenious uses of propaganda.
Fourth, the participating governments encouraged the introduction of these technologies as a response to the criticisms of the incompetence and failure that resulted in so many deaths, not so much on the battlefield, but rather from cold, lack of sanitation, and epidemic diseases. The new technologies were expected to solve logistical problems and thereby improve political and military capabilities, but such expectations were not always met. Their unexpected effects proved to be equivocal. Photography could not avoid revealing the bleak state of the war, while telegraphy turned out not to be an outright convenience for the military. Rather, these two technologies helped to bring the conduct of the war into sharper focus, inviting closer public scrutiny. In fact, despite that scrutiny, there was nothing particularly deficient or incompetent about the conduct of the Crimean War in comparison with previous wars. It is true that there had been no major wars in Europe since the end of the Napoleonic Wars in 1815, and therefore the European military and governments were ill-prepared for a war of this scale. But what was new was the relatively swift and visual way in which perceived or real incompetence was relayed to a wider public, with a powerful voice that the British government dared not ignore. This rapid, direct information thus tended to democratize the discussions of the war, and consequently influenced politics: via the new media, public opinion became a driving force.4
This paper does not propose to give a complete account of the many technological innovations associated with the war. Steamships and gunboats, ironclad warships, the arms industry, Joseph Paxton's wooden huts, William Fairbairn's floating workshops, William Armstrong's hydraulic inventions, and medical innovations will have to be omitted. The treatment here is limited to the Crimean railway, photography, telegraphy and a novel hospital.
