The Hiroshima-Nagasaki Commemoration Committee, Baltimore Quaker Peace and Justice Committee of Homewood and Stony Run Meetings and Chesapeake Physicians for Social Responsibility are continuing the FILM & SOCIAL CONSCIOUSNESS DVD SERIES. The DVDs will be shown at Homewood Friends Meetinghouse, 3107 N. Charles St., Baltimore 21218, on the First Friday. After the peace vigil, there will be a potluck dinner. At 7:15 PM, from January through June, a DVD will be shown with a discussion to follow. There is no charge, and refreshments will be available.

Healthy Community. Join Healthcare Now-Maryland and members of our campaign on March 4th 7-9 pm at the Diocesan Center in Baltimore (N. Charles & University Parkway) for a presentation by Dr. Walter Tsou, past president of the American Public Health Association and former Health Commissioner of Philadelphia, on the pressing need to improve our healthcare system beyond the Affordable Care Act. Specifically, Dr. Tsou will be sharing the crucial moral and economic reasons why we must work towards universal healthcare in Maryland and throughout our country.
This event will provide an opportunity to educate ourselves further in preparation for the Community Dialogues we are beginning to organize across the state. Beginning in April, counties around Maryland will be organizing large public forums where Marylanders from diverse communities will share their health care stories, realize they are not alone, and join the growing grassroots movement to ensure this healthcare crisis does not continue!

Dear Cindy,
Democrats just won big at the ballot box, with President Obama crushing Mitt Romney and Democrats winning more seats in the Senate.
But Congress is still headed for a major showdown over federal spending before the end of the year.
And as Paul Krugman noted last weekend, once again Republicans are "threatening to tank the economy unless their demands are met."2
We need President Obama to stand up and draw a line in the sand to reject any deal that cuts Social Security, Medicare or Medicaid benefits, or cuts taxes for the wealthiest Americans.

Let's be clear, there are any number of crises that demand urgent action by Congress — the foreclosure crisis, the unemployment crisis, the climate crisis to name just a few — but reducing the deficit isn't one of them.
Furthermore, while politicians and the punditocracy in Washington are issuing dire warnings in an effort to generate a crisis atmosphere, the only concrete thing they can point to in order to support their Chicken Little routine is the so-called "fiscal cliff," the automatic cuts and tax increases that go into effect in the beginning of the year.
But these cuts and tax increases are themselves the result of pre-emptive caving by President Obama and others to the Republicans' earlier (successful) attempts at hostage-taking.
And if you take the danger of spending cuts to heart, the policy prescription should be stimulus spending, not cutting Medicare or Social Security benefits or giving away unneeded tax cuts to the wealthiest.3
As Krugman aptly points out:
"Contrary to the way it's often portrayed, the looming prospect of spending cuts and tax increases isn't a fiscal crisis. It is, instead, a political crisis brought on by the G.O.P.'s attempt to take the economy hostage. And just to be clear, the danger for next year is not that the deficit will be too large but that it will be too small, and hence plunge America back into recession."4

The best thing President Obama can do is stay strong.
It's hard to imagine that President Obama could cut a better deal in the lame duck than what he could accomplish in the next Congress, with more Democrats in the House and the Senate.
But there are deeply worrying signs that President Obama, after overwhelmingly beating Mitt Romney, is intent on cutting a deal with Republicans before the end of the year.
We can't afford to take anything for granted.
It has been widely reported that President Obama has offered up benefit cuts to Medicare, Medicaid and Social Security in previous deficit negotiations. And while President Obama has said he'd veto any extension of the Bush tax cuts for the wealthy, he has caved on important issues in the past.

A key goal of Affordable Care Act is to reduce the number of uninsured through new coverage options for individuals and families. Beginning in 2014, states have the option to expand Medicaid to nearly all individuals with incomes up to 138% of the federal poverty level ($15,000/year for an individual), which will greatly increase health care access to millions of low-income Americans. Given their high uninsured rate & limited access to care, individuals who are homeless are one group who could significantly benefit from this expansion.
The discussion will identify common Medicaid enrollment and access barriers, successful strategies to overcome these barriers, and future considerations for implementing the Medicaid expansion under health reform.

Baltimore is a city with a high number of row houses having lead paint problems. We need the health department tracking these children because trying to determine 'least exposed' in an under-served community where moving from house to house is quite frequent and visits to a doctor may be infrequent will create the likelihood of failed tracking.
More important to Baltimore's families is that the Maryland legislature with Maggie McIntosh at the lead reacted to this Federal mandate by passing laws that protect landlords against lead paint lawsuits by precisely defined guidelines for reporting exposure to lead paint (if only we could get this same legislature to define fraud that well). This was done so as to keep landlords interested in properties that should be condemned for the levels of lead paint in these houses.
Baltimore needs to rescind that new lead paint legislation and shut down those row houses with dangerous levels of lead. It is not better to keep a property occupied than to protect a family from exposure.
Maryland seeks comment on low-level lead exposure Federal guidelines expand caseload while funding cut

State health officials are seeking the public's advice on how to deal with new federal guidelines expanding the number of young children deemed at risk of harm from low-level lead exposure. The Maryland Department of Health and Mental Hygiene is considering whether to have local health departments follow all young children testing positive for low levels of toxic lead in their bloodstream, or to leave the least exposed youngsters to doctors and other health care providers to track.
Earlier this year, the federal Centers for Disease Control and Prevention effectively halved its long-standing threshold for acting on low-level lead exposure in young children. The new level of 5 parts per billion potentially adds 3,500 new cases in Maryland to the 500 identified two years ago under the old, higher exposure threshold. But the CDC also cut federal aid for local and state health agencies to follow lead poisoning cases. Even small amounts of lead have been shown to cause lasting learning and behavioral problems in young children.
State health officials also are seeking public comment on whether the state should notify parents of children whose blood tests in previous years showed lead levels between 5 and 9 parts per billion and recommend those youngsters be retested. The CDC had recommended doctors contact their patients, but at least some providers have said they have no ready way of identifying those children.

There is so much fraud out there that there could be billions recovered with just cursory searches, and this search for fraud should go back a decade at least. OBAMA ADMINISTRATION ANNOUNCES GROUND-BREAKING PUBLIC-PRIVATE PARTNERSHIP TO PREVENT HEALTH CARE FRAUD
Washington - Health and Human Services (HHS) Secretary Kathleen Sebelius and Attorney General Eric Holder today announced the launch of a ground-breaking partnership among the federal government, State officials, several leading private health insurance organizations, and other health care anti-fraud groups to prevent health care fraud. This voluntary, collaborative arrangement uniting public and private organizations is the next step in the Obama administration’s efforts to combat health care fraud and safeguard health care dollars to better protect taxpayers and consumers. ANOTHER INDUSTRY POLICING ITSELF.......THAT NEVER WORKS
The new partnership is designed to share information and best practices in order to improve detection and prevent payment of fraudulent health care billings. Its goal is to reveal and halt scams that cut across a number of public and private payers. The partnership will enable those on the front lines of industry anti-fraud efforts to share their insights more easily with investigators, prosecutors, policymakers and other stakeholders. It will help law enforcement officials to more effectively identify and prevent suspicious activities, better protect patients’ confidential information and use the full range of tools and authorities provided by the Affordable Care Act and other essential statutes to combat and prosecute illegal actions.
“This partnership puts criminals on notice that we will find them and stop them before they steal health care dollars,” Secretary Sebelius said. “Thanks to this initiative today and the anti-fraud tools that were made available by the health care law, we are working to stamp out these crimes and abuse in our health care system.”
One innovative objective of the partnership is to share information on specific schemes, utilized billing codes and geographical fraud hotspots so that action can be taken to prevent losses to both government and private health plans before they occur. Another potential goal of the partnership is the ability to spot and stop payments billed to different insurers for care delivered to the same patient on the same day in two different cities. A potential long-range goal of the partnership is to use sophisticated technology and analytics on industry-wide healthcare data to predict and detect health care fraud schemes.
“This partnership is a critical step forward in strengthening our nation’s fight against health care fraud,” said Attorney General Holder. “This Administration has established a record of success in combating devastating fraud crimes, but there is more we can and must do to protect patients, consumers, essential health care programs, and precious taxpayer dollars. Bringing additional health care industry leaders and experts into this work will allow us to act more quickly and effectively in identifying and stopping fraud schemes, seeking justice for victims, and safeguarding our health care system.”
The Executive Board, the Data Analysis and Review Committee, and the Information Sharing Committee will hold their first meeting in September. Until then, several public-private working groups will continue to meet to finalize the operational structure of the partnership and develop its draft initial work plan.

If you think health care, education, labor and pensions, and conditions for families and children are at an all time low, look to Mikulski. During her tenure the US has become a basket case riddled with fraud in each sector she oversees. These block grants are typically used by Republicans to direct funding to selected locations rather than open for all. That is what this is. It is meant to funnel money again to the enterprise zones chosen by Johns Hopkins. She chairs the funding of the FBI's white collar crime units and saw that they were funded at an all time low.....at a time of greatest crime.
Mikulski To Hold Hearing On Child Health Care

Maryland Sen. Barbara Mikulski is convening a hearing on child health care needs.
The hearing, scheduled for Thursday in Washington, is being held to discuss ways the Child Care Development Block Grant can help child care programs better meet the needs of families.
Mikulski, a Democrat, is the chair of the Senate Health, Education, Labor and Pensions Children and Families Subcommittee.

Tell the Democrats: The time has come for Medicare for All.
Despite the Supreme Court leaving most of President Obama's health care law intact, the prognosis is still grim for America's broken health care system.
Republican governors and conservative state legislators are already planning to reject the Medicaid expansion envisioned in the health care law.
This will leave millions of low-income Americans without any kind of health care coverage, in addition to the tens of millions we already knew the law wouldn't cover. 1
And Republicans in Congress are determined to repeal the law — and they might gain the power to do so in the next election.
We need to solve America's health care crisis, and we know it may take awhile. So with health care reform back in the public debate, we need to start advocating now for the real solution: single-payer health care.

Every other industrialized country in the world provides quality, universal health care at a fraction of the cost of the U.S. system.
Private insurance companies are a big part of our problem. And while President Obama's health care law made some positive reforms and will expand health care coverage to millions of Americans, it guarantees customers and profits for insurance companies who put profits before people.
These companies didn't want to compete with a "public option" for a reason — they want to maximize profits and minimize care.
Medicare, on the other hand, already covers 40 million Americans over the age of 65, providing quality care at prices that are much lower than the private market. It's also quite popular and unquestionably constitutional.
We should expand it so that it covers everybody.

Let's remember, when health care reform went through Congress, a single-payer system like Medicare for All wasn't even on the table.
In another example of Democrats pre-emptively caving to Republican obstructionists and their insurance company lobbyist friends, the starting position for the Democrats was a compromise in the form of a public health care option that might compete side-by-side with private insurance plans.
And then that compromise was compromised even further when the Democrats jettisoned the public option.
With health care back in the national spotlight, we can't let the strongest voices be the Republicans in Congress who are working to defeat President Obama and the insurance companies looking to wring as much profit as they can from the rest of us.
If we do, we know how that will turn out.
America's health care system is in crisis, there's no more time for half-measures and unworkable compromises when we know Medicare already works.
