IT NEEDS TO SAID LOUDLY AND STRONGLY THAT THESE PEOPLE AND THIS ORGANIZATION DELIBERATELY MISLED THE UNDERSERVED IN THESE EAST BALTIMORE COMMUNITIES AS TO HOW THEY  WOULD BE INCLUDED IN THE DEVELOPMENT OF THIS LAST DECADE.  I SPEAK WITH COMMUNITY MEMBERS WORKING WITH THIS BOARD AND THEY ALL FEEL BETRAYED.  THIS IS AN EXAMPLE OF A PRIVATE NON-PROFIT THAT GIVES THE IMPRESSION OF WORKING IN THE INTERESTS OF THE UNDERSERVED, BUT HAVE ALL INTENTIONS OF ADVANCING AN AFFLUENT AGENDA.

I WILL INCLUDE BELOW A CURRENT NEWS ITEM THAT GIVES A VIEW AS TO WHY BLACK LEADERS JOIN THESE ORGANIZATIONS AND AS WE SEE, THEY THEMSELVES GET TOSSED ASIDE.  PEOPLE ARE SIMPLY TRYING TO MAKE A LIVING AND ARE FORCED INTO A VERY CORRUPT AND CRIMINAL ENVIRONMENT AS REFLECTS THE CURRENT POWER STRUCTURE IN BALTIMORE.  REV. WILLIAMS, A BOARD MEMBER WHO KNEW THE UNDERSERVED WOULD BE BETRAYED IN THIS EASTSIDE DEVELOPMENT IS NOW BETRAYED AS THE DEVELOPMENT IS FINISHED.

Board of Directors The HECAC Board of Directors is structured to ensure fair and inclusive representation from all of the coalition’s partners. There are over twenty-six community organizations that have joined the HEBCAC partnership and these member organizations elect seven Community representatives to the Board. Protesters accuse Hopkins of withholding Medicaid funds Turning Point substance abuse program says it is owed more than $100,000

The owner of a Baltimore substance abuse center led a protest of more than 120 people Thursday morning at the doors of Johns Hopkins Hospital, saying the medical giant owes his organization more than $100,000 in Medicaid payments.

The Rev. Milton E. Williams, who operates the Turning Point Substance Abuse Clinic in East Baltimore, said his organization had provided hundreds of patients with free care because a Hopkins affiliate has not reimbursed it for treating Medicaid patients.

The Hopkins affiliate, Priority Partners, is one of several managed-care organizations that has a contract with the state to manage Medicaid claims. Much like an insurance company, Priority Partners pays clinics, doctors, hospitals and other organizations that treat Medicaid patients.

Williams said Priority Partners will not reimburse it for costs to assess and conduct drug evaluations on new patients.

"We are here to make our voices heard," Williams roared to the protesters, including many recovering addicts. "Friends, everyone needs to know the hypocrisy of the world's greatest health care institution."

The group said it has tried more than a year to get the unpaid funds, but Hopkins has resisted.

Hopkins officials would not answer questions on whether Priority Partners withheld payments from the clinic. The hospital said in a statement it had recently ended its partnership with the substance abuse treatment organization.

"We're disappointed that Rev. Williams chooses to voice his dissent in very public and unproductive ways." Hopkins said in a statement. "We strive to help our members pursue quality treatment in a professional environment, and we regret any inconvenience this may cause for them."

Williams said he also had tried to work with the state Department of Health and Mental Hygiene, which oversees the Medicaid program, with no luck. He accused the state of being afraid of Hopkins' influence and "political punch." 
PEOPLE DO NOT COMPLAIN  BECAUSE THEY ARE AFRAID OF LOSING CONTRACTS OR POLITICAL BACKING......IS THAT A FREE AND DEMOCRATIC SYSTEM?

A spokeswoman for the Department of Health and Mental Hygiene said the department had never been contacted about problems receiving payment. 

The protesters arrived in a caravan of white vans beeping their horns as they approached the front of the facility. They carried signs that read "Don't Stand in Our Way" and "Get Out of My Way of Recovery."

Many of the protesters are recovering addicts who credit Turning Point for their transformation. They worry the clinic will not be able to help so many people if it is not completely reimbursed for care.

Romaine Vance said she started using heroin in college during parties and quickly found herself addicted. The 40-year-old said she tried many times to quit. It was only Turning Point's holistic approach to treatment that worked, she said.

"It wasn't just the addiction and drugs," Vance said. "I was beaten up inside. That is why I am here today protesting. They helped me, so I am helping them."

Williams said his group will continue to protest Hopkins.

"Even though Medicaid will pay for their care, these folks can't receive treatment because you, 'Big John,' keep their money instead of paying Turning Point for their treatment," Williams said.

What the Maryland Assembly failed to do last year was to approve funding for a baseline study of the chemical composition of the Marcellus Aquifer. These baseline studies are needed in lawsuits where the public fights to hold the Fracking industry responsible for the toxic cleanup we all know will happen as it is happening all across the country. Even if m
Maryland doesn’t drill, and I’m told the strongest reason for that is there is no viable site in Maryland, having WVA, PA, and OH all drilling will itself contaminate the Marcellus. We have seen time and again in states having drilling for some time where the public is denied protections from contamination because there was no baseline data proving these fracking chemicals weren’t there before drilling….even though it is counterintuitive.

So, the decision not to drill has no bearing on the need to fund a strong baseline study of the Marcellus Aquifer.



Frosh: Majority of Senate would support fracking moratorium By: Alexander Pyles

A majority of the state Senate would support a legislative moratorium on hydraulic fracturing if such a bill is released from committee, Sen. Brian E. Frosh said Wednesday.

The Montgomery County Democrat, a likely candidate for attorney general in 2014, joined Sen. Jamin B. “Jamie” Raskin, D-Montgomery, in voicing his support for a bill that would give force of law to a moratorium enacted through an executive order given by Gov. Martin O’Malley in 2011.

Hydraulic fracturing is a drilling technique that involves blasting a mixture of water, sand and chemicals a mile deep and then drilling horizontally for a mile in potentially every direction in the Marcellus Shale, a rock-encased natural gas formation that runs beneath much of Garrett and part of Allegany counties.

Fracking-related legislation has failed to move out of the Senate’s Education, Health and Environmental Affairs Committee in the last two sessions of the General Assembly.

“We’ve got to convince the committee that it’s the right thing to do,” said Frosh, who was the Senate sponsor of one ill-fated fracking bill this year. “I think we’ve got a majority of the Senate that will go for us if we can get a favorable committee report.”

Raskin, who plans to join the fracking fray in 2013, said lawmakers may be more focused on the issue this year than they have been in the past.

“The Senate is a cautious, deliberative body for a reason,” Raskin said. “I think there are lots of members of the General Assembly who are just tuning into this discussion now.”

Del. Heather R. Mizeur, another Montgomery County Democrat who may have higher-office aspirations, sponsored a bill that passed through the House of Delegates last year that would have imposed a per-acre fee on natural gas companies that have leased land in Western Maryland for drilling. The fee would have been used to fund scientific safety studies a state task force is charged with completing and submitting by 2014.

She said this year, environmental and grassroots organizations would be better organized and prepared to force consideration of the bill in the Senate.

“We need to raise the level of education in the Senate to match the engagement we’ve seen in the House of Delegates the last two years,” Mizeur said.

Brian Frosh Unveils Massive Supporters List for Exploratory Committee Kickoff Maryland Juice received the following press announcement from State Senator Brian Frosh (D16 Democrat). We previously broke news that the Montgomery County progressive was plotting a run for Attorney General in 2014. It appears that since then, he has been hard at work. Frosh today unveiled a massive supporters list that includes former Governors, members of Congress, County Executives, numerous state legislators, and more. Maryland Juice believes that as long as Frosh can raise sufficient funds, this should make him an early frontrunner in the 2014 Attorney General field. See below:

Senator Brian Frosh Creates Exploratory Committee
for Maryland Attorney General Campaign


Van Hollen, Baker, Leggett, Glendening, Hughes
and Sachs among group advising Frosh

Maryland Senator Brian Frosh announced Thursday an exploratory committee for Attorney General in 2014 that includes members of Congress, former governors, county executives and state legislators as well as community and civic leaders.

The exploratory committee has representation from across Maryland and includes U.S. Representative Chris Van Hollen, Montgomery County Executive Isiah “Ike” Leggett, Prince George’s County Executive Rushern Baker, former Governors Parris Glendening and Harry Hughes, and former Maryland Attorney General Stephen Sachs.

The committee also includes a majority of the members of the Maryland Senate, Democratic Party leaders and community activists.  A list of the expanding committee is attached and may be found here.

“These are people I greatly respect, and having their advice, support and endorsement means a great deal to me,” said Senator Frosh, a Democrat from District 16 in Montgomery County. “I will continue to consult with, and seek the opinions of, knowledgeable Marylanders during the next several months and will then make a formal announcement about the 2014 election.”

“Brian Frosh has devoted himself to the hard work of public policy and cares deeply about justice and due process,” said Rep. Van Hollen (D-8). “He would provide the state of Maryland and its people with outstanding representation as the Attorney General.”

Senator Frosh, an attorney in private practice in Montgomery County, has served in the General Assembly for more than 25 years and chairs the Senate Judicial Proceedings Committee, the panel that handles key legal issues. He has been a leading voice on the environment, consumer protection, individual privacy, education and civil rights.

In agreeing to serve on the exploratory committee, Montgomery County Executive Leggett said, “Brian’s compassion, independence and integrity have been apparent to us in Montgomery County for many years.  He has been the state leader on protecting our environment and ensuring that we have a fair and impartial judiciary that protects the rights of all Marylanders. I am pleased to offer my wholehearted support to him in the race for Attorney General.”

Prince George’s County Executive Rushern Baker stated, “I served with Brian Frosh in the General Assembly and I was always deeply impressed with his sense of fairness and decency. He is thoughtful and independent, and possesses the right disposition and temperament to serve as Maryland’s top legal officer.”

“Brian is honest and smart,” added State Sen. Lisa Gladden (D-Baltimore). “He fights hard for the right causes and will stand up for the people of Maryland.”

Steve Sachs, who served as Maryland Attorney General from 1979 to 1987, said he had watched Senator Frosh handle complicated legal issues for many years. “He has a rare talent for listening carefully to all sides and making good decisions,” Sachs said. “He has the experience – both in government and in the legal community – to become an excellent attorney general.”
